    Recognition of Refugees' Qualifications

    No full text
In this chapter, Sjur Bergan, Letizia Brambilla Pisoni, Chiara Finocchietti, Luca Lantero, Stig Arne Skjerven, and Kateryna Suprun examine a very specific case: the recognition of refugees’ qualifications in cases where these cannot be adequately documented. The chapter focuses on the European Qualifications Passport for Refugees (EQPR), developed by the Council of Europe and partners in response to the “refugee crisis” in Europe from summer 2015 onward. The EQPR was developed to help improve implementation of Article VII of the LRC and complements a recommendation adopted by the LRCC in November 2017 (Council of Europe and UNESCO 2017). This chapter also describes UNESCO’s efforts to develop a similar instrument, the Qualifications Passport for Refugees and Vulnerable Migrants (UQP), under the Global Convention. On the basis of the Italian experience, the chapter further describes how refugees’ qualifications can be recognized at national level, how refugees can be given opportunities to undertake further studies or enter the labor market on the basis of the EQPR and, more broadly, how the EQPR can be integrated into national strategies for refugees. Not least, the chapter examines the case of Ukrainian refugees in the wake of the Russian invasion in February 2022. One specificity of this case is that the Ukrainian authorities themselves are playing a very active role in helping their own citizens who have had to flee the country, both to help them gain access to studies and employment in their host countries and to help them return to Ukraine when conditions allow

Free final time Stackelberg differential games

In this paper, we analyse a new formulation of Stackelberg differential games. We assume that the Leader can control not only the dynamics of the game, but also the length of the programming interval. This formu- lation of a free final time Stackelberg differential game is not explicitly considered in the literature and presents some interesting issues. After a formal definition of this kind of differential game, we show, using a practical example, the main difficulties associated with this new defini- tion. We close the article by presenting two open questions related to this issue

Fantastik in E. T. A. Hoffmanns Prinzessin Brambilla.

This thesis looks at E.T.A. Hoffmann’s Prinzessin Brambilla and whether it belongs into the ‘fantastique’. It focuses on Prinzessin Brambilla by comparing it in some basic aspects to Hoffmann’s previous work Der goldne Topf, which is part of his Phantasiestücke nach Callots Manier and was thus considered as part of said genre by the author himself. Furthermore, a look at the basis of Prinzessin Brambilla is also crucial, as Hoffmann explored the copper engravings of Callot and the commedia dell’arte, as well as some ideas from his role model Novalis. Finally, Hoffmann’s understanding of humour is an important factor that needs to be explored further, particularly his preference for the ‘grotesque’. The results of this research show that although Hoffmann himself did not think of his Prinzessin Brambilla as such, he incorporated a to of elements that make it possible to classify it as part of the ‘fantastique’

A Binary-State Continuous-Time Markov Chain Model for Offshoring and Reshoring

We present a two-country model (North and South) that describes the phenomenon of offshoring and reshoring. The model is a continuous time-controlled Markov chain with binary states. The main trade-off involves production costs and transaction costs between one country and another. In the first part of this paper, we identify the key parameters of the model: the difference in unit production costs between the two countries considered, the marginal cost of transitioning between countries, and the incentive paid by the North country to all companies that have not relocated at the end of the planning interval. The final goal of our paper is to understand how national tax incentives can influence this process

A differential game model for sponsored content

We consider a communication platform distinguished for its high-quality content, where advertising can take two different forms: traditional and sponsored (also known as native advertising in the marketing literature). Native advertising is a widely used marketing tool that aims to mimic the regular topics of the platform on which it is placed. Due to this striking resemblance, native advertising may be very effective, but at the same time, it may negatively influence the perceived credibility of the media outlet. In our model, a firm allocates investments to both traditional and native advertising on such a platform. Meanwhile, the media outlet must grapple with the trade-off between the profit accrued from publishing native advertising and the ensuing decline in credibility. We formalise this problem as a hierarchical infinite-time horizon linear state differential game, played à la Stackelberg, where the media outlet acts as the leader while the firm is the follower. Finally, we characterise a time-consistent open-loop equilibrium and obtain the conditions that make it optimal for the media outlet to accept native advertising
