No full textIn this article the author attempts to bring up to date the research undertaken by the late Anatole Frolow and the late Gordana Babic on the place of the formula IC XC NI ΚΑ in Byzantine art. He provides an extended repertory of representations of this formula in different media, together with other legends or acronyms which may replace or supplement it. He rejects its early association with Eucharistie practice and Iconoclast propaganda. In tracing the development of its use, he observes that its early exploitation as an affirmation of victory, usually but not necessarily imperial, gave way to apotropaic practices. Although some of the acronyms which increasingly accompanied the formula in later Byzantine art are hard to decode, the author does not consider that they were intended regularly to be arcane.REB 55 1997 France p. 193-220

The narrow Theta(5) pentaquark as the first non-planar hadron with the diamond structure and negative parity
No full textUsing the picture of the flux tube model, we propose that the Theta(5) pentaquark as the first candidate of the three-dimensional non-planar hadron with the extremely stable diamond structure. The up and down quarks lie at the corners of the diamond while the anti-strange quark sits in the center. Various un-excited color flux tubes between the five quarks bind them into a stable and narrow color-singlet. Such a configuration allows the lowest state having the negative parity naturally. The decay of the Theta(5) pentaquark into the nucleon and kaon requires the breakup of the non-planar diamond configuration into two conventional planar hadrons, which involves some kind of structural phase transition as in the condensed matter physics. Hence the width of the Theta(+) pentaquark should be narrow despite that it lies above the kaon nucleon threshold. The economic effects of minimum import prices : with an application to Uruguay
No full textBy increasing the costs of imports, minimum unit import reference prices not only generate the usual distortions one expects from tariff protection but add new ones that a pure tariff system would not generate. Reference prices substantially reduce the price gap between imports with prices above and below the reference price. By making cheap imports relatively more expensive than expensive imports, reference prices affect quality in three ways that appear not to have been analyzed before: 1) they can induce foreign firms to shift toward more expensive exports to the country with reference prices; 2) they can induce domestic producers in that country to shift production toward lower-quality, cheaper goods; and 3) because this decreases the relative price of the expensive varieties, domestic consumers may lean toward buying more expensive goods. Using the case of Uruguay, the authors estimate what protection the reference price procedures provide for Uruguayan industries and analyze how this protection affects Uruguay's economy. The authors show that the reference and minimum export price procedures impose floor prices on imports that cover more than a third of value added in Uruguayan manufacturing. These systems jeopardize trade liberalization efforts by creating the impression that tariff cuts are greater than they really are. "Put your own house in order first": local perceptions of EU influence on Romani integration policies in the Czech Republic
No full textThis article examines the influence of the European Union (EU) on the development and implementation of Romani integration policy in the Czech Republic from the perspective of those responsible for policy delivery. Based on analysis of key policy documents and research conducted in the Czech Republic, this article first examines how Romani integration became a more important issue during membership negotiations and then discusses how the criticism of the European Commission's Regular Reports was received by those responsible for implementing pro-Romani policies. Finally, the paper assesses how the status of full EU membership has impacted on integration policy. The article concludes that while funding for Romani integration projects has benefitted some groups, the overall impression of the EU is of a remote institution, quick to criticise and unwilling to practise what it preaches
