    Legal certainty and quality of legislation are still controversial issues within Constiutional System. The A. take into consideration the rules governing the establishment and functioning of the Committees on Legislation of the Italian Chamber of Deputy and of the Italian Senate. Those Committees are parliamentary bodies in charge of functions capable to mainstream criteria and principles concerning the quality of legislation within the excercise of the Legislative Function by the Italian Parliament. The A., first of all, takes into account parliamentary “practices” of the two Committees to “compare” them. Secondly, the A. observes the importance that the deliberations of the Committee for Legislation of the Chamber of Deputy has already gained in the exercise of constitutional powers of safeguard of the constitutional legality pertaining to other Constitutional bodies: the Constitutional Court and the Head of State. The analysis leads to the conclusion that the effectiveness of the deliberations taken by the two Committees on Legislation cannot be measured only in numerical terms or percentages relating to the rate of transposition of them into the deliberations taken by the Chambers of the Italian Parliament. On the contrary, to perceive the relevance of the contribution of the Committes of legislation in the enforcement of the general principle of certainty of law through the excercise of funcions related to the quality of legislation it is necessary to consider the contribution of other constitutional bodies

    Art. 48 of the Italian Constitution grants right to vote to men and women without any difference, according to art. 3.1, which enshrines the principle of equality and the prohibition of discrimination based on “sex, race, language, religion, political opinion, personal and social conditions”. The right to be elected is established by art. 56.3 Cost. for the Camera dei Deputati and by art. 58.1 Cost. for the Senato della Repubblica, without any reference to the sex of the candidates. In Italy, the right to vote was established early, on occasion of the vote for the institutional referendum of the 2nd June 1946; differently, the right to be elected has been the result of a long and hard-fought struggle and the recognition of the right to be elected for Italian women needed the proactive contribution of the State, according to the second part of art. 3 Cost.: “It is the duty of the Republic to remove the economic and social obstacles which by limiting the freedom and equality of citizens, prevent the full development of the human person and the effective participation of all workers in the political, economic and social organization of the country”. Italian women had to fight a lot to seat in Parliament. Only after the 2003 constitutional reform of art. 51 Cost., which establishes that “citizens of either sex are eligible for public offices and for elective positions on equal terms”, and “the Republic shall adopt specific measures to promote equal opportunities between women and men”, in conjunction with case law of the Italian Constitutional Court (especially judgments n. 49/2003 and n. 4/2010), women’s right to be elected was recognized in the Italian system. Nowadays the electoral law concerning the Camera dei Deputati (n. 52/2015) establishes that the electoral register shall be composed by candidates of either sex in alternative order.     The participation of interests and requests in the legislative procedure in the Statute of the Region of Sicily The participation of interests in the political decision-making process and in the law-making process is an important tool for making the decision effective and respected. Participatory institutions are provided for in forms other than the regulations of the Regional Councils. Unlike for Sicily, there is a special provision included in the Statute, Art. 12.3, which provides that «Draft laws are drawn up by the Commissions of the Regional Assembly with the participation of representatives of professional interests and regional technical bodies». The importance of the contribution of subjects expressing the interests of the community was also the subject of rulings by the Constitutional Court in two decisions of 2004 and 2018, which highlighted its value for a democratic society

    The regulation on representation of interests in decision-making processes has been under discussion for some time in Italian system. Unlike the State, some Italian Regions have provided themselves to define a regulatory framework, which seems to take up the suggestions expressed by the Italian Constitutional Court in judgment no. 379 of 2004, with regard to stakeholder participation in decision-making processes. The paper examines some of the most important contents of Regional laws, which could be a useful reference for State Legislators

    La Costituzione repubblicana ha qualificato lo sciopero come diritto nella previsione dell'art. 40. La disposizione costituzionale mette in evidenza, pur nella sua estrema sintesi, l'idea che lo sciopero sia l'espressione di un conflitto, elemento caratterizzante i contesti pluralistici. Solo nel 1990, con la legge n. 146, il legislatore è intervenuto a disciplinare la materia, con una scelta che mantiene intatta l'eredità costituzionale, cioè quella del conflitto che richiede una composizione, e che individua nella Commissione di Garanzia il soggetto che deve provvedere alla composizione e al contemperamento degli interessi in conflitto

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
