Briefly, some of our findings are as follows. First, the impacts of a universal NCP scheme on poverty rates and the poverty gap of the older persons would be significant, but become less potent when the eligibility age is higher. In particular, with the benefits provided, the older persons who are females; who are married; who are living in urban areas; who are working, or who are receiving social insurance benefits would be more likely to reduce their poverty rates and poverty gaps than other elderly groups. Second, the financial simulations show that the cost of the scheme, which provides a benefit equal to 50.0 per cent of the official poverty line to all the persons aged 60 and over, would be about 1.2 per cent of GDP in 2004. As population ages as in the projections of the United Nations (2007a), the cost would be higher, but only as high as about 3.0 per cent of GDP.Vietnam, non-contributory pension

Demographic Changes and Pension Finances in Vietnam

    No full text
This paper aims to provide a long-term financial vision for the Vietnamese pension scheme using stochastic modeling for key variables under an actuarial framework. In particular, we project the pension fund balances in order to see whether the scheme will be financially sustainable. The median values of the status-quo projections show that the pension fund will be depleted in about 2052 with a 90-percent confidence interval range of 8 years. The estimated results from our sensitivity tests show that the retirement age, the indexation method for pension benefits, and the contribution rate are all crucial determinants of the pension fund balance in the long term. At the same time, some factors, including coverage rates, administrative costs, the long-term fertility rate, and the rate of return on pension fund assets play less important roles in determining the fund’s balance.aging, stochastic projections, pension finances, Vietnam

Pension Liabilities and Generational Relations: The Case of Vietnam

    No full text
In the next fifty years, according to the United Nations Population Prospect (2004), an aging population is expected in Vietnam. The operation of a pay-as-you-go defined benefit pension scheme will inevitably elevate pension liabilities. These liabilities, in turn, threaten the financial sustainability of the scheme, and affect generational relations. This paper estimates the size of pension liabilities of the current pension scheme in Vietnam, and analyzes generational relations under various economic scenarios. Pension liabilities are considered by a closed-group approach. The estimated results show that pension liabilities account for a small part of 2002 GDP, and this is partially explained by two primary factors: (i) the method of estimation currently employed by the scheme, and (ii) the fact that currently the scheme covers only a small portion of the total population and labour force. It is, however, obvious that the government will have to pay existing pension liabilities, which will affect generational relations in the longer term, particularly from an economic point of view. Whether the impacts on generational relations will be serious or not depends upon payment settings and reforms of the scheme.aging; inter (intra)generational relations; pension liabilities/debts; Vietnam

Morphological modelling of Lai Giang Inlet, Vietnam.

The Lai Giang inlet located in Binh Dinh province incorporates various features of the estuaries in the Central part of Vietnam. Belonging to the micro-tidal and wave-dominant coast and influenced by the monsoon regime, the inlet has a seasonal character. During the dry season, as the river flow diminishes, the wave action causes high level of sedimentation and closes up the inlet eventually. In flood season, as the river discharge is high, the channel is scoured and the inlet begins to migrate. The high sedimentation level and migration of the Lai Giang inlet has been a serious problem of Binh Dinh province for a long time, because it is the only exit for the floodway. It is an anchorage and also the connection between the sea and the aquaculture area of Hoai Nhon district. The high level of sedimentation at the entrance of the inlet prevents river flood from flowing smoothly, thus leading to overflow in lowlands and navigation issues. In recent decades, the exploitation and protection of Lai Giang area have been studied in various forms of scientific researches and projects by different scientists and local professional agencies. However, the studies have only focused on hydraulics, hydrology and on adjusting the flow of Lai Giang river. There are only general and basic studies on the entrance of the inlet. The main objective of this research is to understand the morphological behaviour of Lai Giang inlet. The specific interest is focused on the main factors which are the tidal characteristic, the wave climate and the river flow during the flood season, and the interaction between all these factors that influence the morphological changes. The study starts with the collecting and analysing all the documentations to come up with a conceptual model of the Lai Giang inlet to explain how the sedimentation and the migration processes happen. Then, the Delft3D modelling software, which can model (tidal) flow, waves and sediment transport, has been applied to confirm the hypothesis and gain further knowledge. According to the data analysis, the conceptual model as well as the descriptive and quantitative result of the model, we can make the following main conclusions: 1. The wave climate in this area has seasonal characteristic and is dominated by two main directions; Northeast and Southeast in winter and summer monsoon, respectively. 2. During the summer monsoon, the longshore sediment transport moves towards the north, bypasses the entrance of the inlet and gradually builds up on the down-drift spit due to the Southeast Wave. 3. During winter monsoon, the Northeast wave intensifies the southward longshore sediment transport leading to the large amount of sedimentation in front of the inlet. At the same time, the significant river flow flushes away the sediment deposits at the main ebb channel located nearer to the up-drift spit. Thus the sedimentation could not take place at the up-drift spit. The sediment displacement at the up-drift and down-drift spit made the inlet migrate to the north gradually. Finally, the possibility to stabilize the inlet is discussed to give the optimum solution for this area.CoMEM - Coastal and Marine Engineering and ManagementHydraulic EngineeringCivil Engineering and Geoscience

Morphological and molecular characterisation of Strongyloides ransomi (Nematoda: Strongyloididae) collected from domestic pigs in Bac Giang province, Vietnam

    No full text
The genus Strongyloides is a group of parasitic nematodes of vertebrates comprised of over 50 species. A large numbers of nucleotide sequences of Strongyloides species have been deposited in GenBank. The vast majority of them are of Strongyloides from human beings, non-human primates, rats and cattle, but there are few molecular data of Strongyloides species isolated from pigs. The aim of this study is to identify Strongyloides species collected from pigs from Bac Giang Province, Vietnam, and analyze their molecular phylogenetic relationship within the genus Strongyloides based on 18S rDNA sequences. The morphological and molecular analyses revealed that the Strongyloides samples collected from pigs from Bac Giang Province, Vietnam, were in fact S. ransomi. The 18S rDNA sequences of S. ransomi from Vietnam were completely identical with that from Cambodia, but slightly different (0.3%) from that of Japan. In comparison to other Strongyloides species, S. ransomi was genetically close to S. venezuelensis. Citation: Nguyen Thi Giang, Tran Duc Hoan, Nguyen Thi Thu Huyen, Nguyen Thi Kim Lan, Phạm Ngọc Doanh, 2017. Remittances, Living Arrangements, and the Welfare of the Elderly

    No full text
During a time of rapid economic transformation in Vietnam, we examine two possibilities for elderly support: living together with children and receiving remittances. Our analysis uses four household surveys conducted in Vietnam between 1992 and 2004. With the highly detailed 1997/98 survey, we find that 73.1 percent of Vietnamese elderly are living with children and 34.8 percent were either receiving remittances directly or married to a recipient. From our logistic regression analysis, we can further determine that living with children and remittances both serve continuing roles for elderly support, and our findings suggest that expanding the pension system in Vietnam can potentially play an important role in reducing elderly poverty without crowding out these other support mechanisms.Elderly; Vietnam; Welfare; Remittances

Sustainable Development of Rural Tourism in An Giang Province, Vietnam

    No full text
This study aims at sustainably developing rural tourism in An Giang Province, an agricultural province located in the South of Vietnam, by identifying the determinants of the satisfaction and revisit intention of tourists based on both qualitative and quantitative approaches. From exploratory interviews with experts and comprehensive group discussions, we developed a questionnaire for an official survey of 507 tourists at different tour-sites in An Giang Province. It is found that: (1) there are seven key factors affecting the satisfaction of the tourists, including: spirituality, tourism safety and security, people, food and beverage, natural environment, service prices and tourism infrastructure; and (2) revisit intention of tourists is affected by six factors, including: satisfaction, spirituality, tourism safety and security, people, food and beverage and service prices. Among them, spirituality is a new factor to be thoughtfully considered due to its significant influence on both the tourist satisfaction and revisit intention. From these findings, we proposed some managerial implications for the sustainable development of rural tourism in An Giang Province by enhancing the satisfaction and revisit intention of the tourists after they visit the province
