    These biennial reports are summaries of the activities of this agency. They were extracted from a series of Kansas agency reports covering over 100 state agencies and institutions bound together for each biennium., 1959/1960 - 1979/1980. The Kansas Office of the Lieutenant Governor was established by Article 1, Section 1 of the Constitution of Kansas in 1861.The office of Lieutenant Governor is provided for in the Kansas Constitution, Article 1, Section 1, which provides that the Lieutenant Governor shall serve and assist the Governor and shall have such other powers and duties as are prescribed by law. Subsequent sections of Article 1 provide that the Lieutenant Governor shall serve as president of the senate, and to vote only when the senate is equally divided. Although a member of the executive branch of the government, the Lieutenant Governor is hence more often identified with the legislature. In the event of the death, disability or resignation of the Governor, the Lieutenant Governor shall assume the powers and duties of the Governor. In addition to serving as president of the senate, the Lieutenant Governor is chairman of both the Legislative Council and the Commission on Interstate Cooperation and is a member of the Finance Council and the Motor Vehicle Reciprocity Commission. The Lieutenant Governor also serves from time to time on other special committees or commissions by appointment of the Governor or through action by the legislature. State law also provides that the functions and duties of the Lieutenant Governor will be assigned at the discretion of the Governor. The Lieutenant Governor has taken an increasingly active role in promoting and planning economic development in Kansas. Provision for the election of the Lieutenant Governor is found in Article 1 of the Kansas Constitution which states that, beginning with the 1974 general election, the Governor and Lieutenant Governor are elected jointly for a four-year term, but they may not serve more than two successive terms
