    Managing technology risk in R&D project planning: Optimal timing and parallelization of R&D activities.

    An inherent characteristic of R&D projects is technological uncertainty, which may result in project failure, and time and resources spent without any tangible return. In pharmaceutical projects, for instance, stringent scientific procedures have to be followed to ensure patient safety and drug efficacy in pre-clinical and clinical tests before a medicine can be approved for production. A project consists of several stages, and may have to be terminated in any of these stages, with typically a low likelihood of success. In project planning and scheduling, this technological uncertainty has typically been ignored, and project plans are developed only for scenarios in which the project succeeds. In this paper, we examine how to schedule projects in order to maximize their expected net present value, when the project activities have a probability of failure, and where an activity's failure leads to overall project termination. We formulate the problem, show that it is NP-hard and develop a branchand- bound algorithm that allows to obtain optimal solutions.     Adaptive Channel Estimation for OFDM Systems with Doppler spread

    In this paper, we propose adaptive channel estimation for orthogonal frequency division multiplexing (OFDM) in fast time-varying (TV) channels. A basis expansion model (BEM) approach is used to capture the time variation of the channel within each OFDM block, and to reduce the estimator dimensionality. Capitalizing on the BEM structure and on a frequency domain training, two adaptive approaches are proposed, based on Kalman filtering and recursive least squares (LS) methods, which exploit the time correlation of the channel between successive blocks and do not require any a-priori knowledge of the channel statistics. Simulation results show that, compared to classical least squares and statistically-aided linear minimum mean squared error (LMMSE) approaches, the two proposed techniques effectively estimate the channel, adapt fast to its non stationary changes, thus enabling efficient TV channel equalization of the inter-carrier interference (ICI) induced in OFDM systems by high Doppler spreads

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Solution and quality robust project scheduling: a methodological framework.

    The vast majority of the research efforts in project scheduling over the past several years has concentrated on the development of exact and suboptimal procedures for the generation of a baseline schedule assuming complete information and a deterministic environment. During execution, however, projects may be the subject of considerable uncertainty, which may lead to numerous schedule disruptions. Predictive-reactive scheduling refers to the process where a baseline schedule is developed prior to the start of the project and updated if necessary during project execution. It is the objective of this paper to review possible procedures for the generation of proactive (robust) schedules, which are as well as possible protected against schedule disruptions, and for the deployment of reactive scheduling procedures that may be used to revise or re-optimize the baseline schedule when unexpected events occur. We also offer a methodological framework that should allow project management to identify the proper scheduling methodology for different project scheduling environments.
