    The article discusses the issues related to organizational changes in the Polish police, the role of the management and executive staff in the changes after the transformation after 1989. The author also presents a comparative analysis of the results of research on the quality of management information in the Polish police in 2002 and 2016. The analysis presented indicates that the Polish police still requires many changes, although many years have passed since the political transformation in 1989. The process of improving police work organisation should always be the main object of attention of the police management. Ensuring efficient and effective implementation of public tasks is one of the key problems of administration bodies, both on national and local level. The role of public institutions’ managers is to develop structure, processes, work organisation in order to fully satisfy citizens’ needs and optimise use of resources. According to the author, it is necessary to combine tactical tasks with police strategy. Organizational structures require constant development and more flexible solutions should be adopted. It seems that it is necessary, as in previous years, to establish a team which will prepare an analysis of the functioning of the Police organisation in a holistic way and indicate the directions of its improvement

    Competence Development Within the Polish Police Organisation

    In this article, the author presents the results of scientific research related to the conducted diagnosis of the social system of the Polish Police with regard to the need to develop the competence of its employees. A diagnostic method based on Rensis Likert's concept of ‘organisational health’ was used to conduct the research. The starting point of this method is a detailed analysis of the organisation in terms of: decision-making processes, the nature of supervisor-subordinate interaction, communication processes within the organisation, ways of motivating people to work, ways and nature of organisational control, and ways of establishing organisational goals.W artykule autor prezentuje wyniki badań naukowych związanych z przeprowadzoną diagnozą systemu społecznego polskiej Policji pod kątem potrzeby rozwoju kompetencji jej pracowników. Do przeprowadzenia badań wykorzystano metodę diagnostyczną opartą na koncepcji "zdrowia organizacyjnego" Rensisa Likerta. Punktem wyjścia tej metody jest szczegółowa analiza organizacji pod kątem: procesów decyzyjnych, charakteru interakcji przełożony-podwładny, procesów komunikacji wewnątrz organizacji, sposobów motywowania ludzi do pracy, sposobów i charakteru kontroli organizacyjnej oraz sposobów formułowania celów organizacyjnych.In diesem Artikel stellt der Autor die Ergebnisse wissenschaftlicher Untersuchungen dar, die im Zusammenhang mit der Diagnose des Sozialsystems der polnischen Polizei im Hinblick auf die Notwendigkeit der Entwicklung der Kompetenzen ihrer Mitarbeiter durchgeführt wurden. Zur Durchführung der Untersuchung wurde eine Diagnosemethode verwendet, die auf dem Konzept der "organisatorischen Gesundheit" von Rensis Likert basiert. Der Ausgangspunkt dieser Methode ist eine detaillierte Analyse der Organisation im Hinblick auf die Entscheidungsprozesse, die Art der Interaktion zwischen Vorgesetzten und Untergebenen, die Kommunikationsprozesse innerhalb der Organisation, die Wege der Arbeitsmotivation, die Wege und Art der Organisationskontrolle und die Wege der Formulierung von Organisationszielen.В данной статье автор представляет результаты научного исследования, проведенного в связи с изучением социальной системы польской полиции с точки зрения необходимости развития компетенций ее сотрудников. Для проведения исследования был использован диагностический метод, основанный на концепции «организационного здоровья» Ренсиса Лайкерта.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    PURPOSE: The objective of the paper is to provide the consequences of long-term management decisions in a hierarchical university (as illustrated by the case of the Police Academy), as a learning organisation during Covid-19 pandemic.DESIGN/METHODOLOGY/APPROACH: Critical analysis of documents, participant observation.FINDINGS: Results of the conducted analysis will improve the system of managing the University and will be effectively used to meet future challenges.PRACTICAL IMPLICATIONS: The article is devoted to the practical aspect of psychological and social aspects of making decisions.ORIGINALITY/VALUE: The originality of described contents consists in depicting the issue of deciding understood as a management function in a hierarchical institution that is the Police.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Therefore, the authors begin their considerations by showing the necessity of applying strategic thinking at every level of organisational management. The article discusses and distinguishes between the following concepts: motivation and motivating employees. The authors present a comparative analysis of the results of research on the factors which determine the willingness and effectiveness of Polish Police offi cers’ work. The study was conducted among both management and executive staff of the Polish Police in the years 2013–2016. Further research in the presented area has been scheduled for 2023
