The River Lea 1571-1767: a river navigation prior to canalisation
PhDIn pre-industrial England river navigations were subject
to improvement by canalisation, the introduction of
artificial navigation cuts and pound locks. Along the Lea
this did not happen until 1767. Before that the navigation,
except for one short period, relied upon a less efficient
technology, the provision of flashes from fishing weirs,
turnpikes and mills. Yet the river was still an important
transport route, particularly for the supply of grain, meal
and malt to London. It had been this during the mediaeval
period, but not by the middle of the sixteenth century. Then
in 1571 the City of London sponsored legislation to construct
a canal from the Lea to London. Parliamentary opposition
thwarted the original ambitious scheme, so two cheaper,
shorter canals were considered, but never built. Instead
an ambitious and unique river improvement scheme was
successfully implemented. This experimental navigation
(reducing reliance on flashes to a minimum) survived 20
years, before persistent and violent opposition from land
carriers closed it. A Star Chamber case upheld the rights
of the bargemen, but the experimental navigation was not
restored. Instead the traditional flash-lock navigation
re-appeared, and was to last, with only minor improvementg
until 1767. In the intervening years the navigation
continued to expand and prosper., This despite the admitted
problems of relying on flashes and tides, and despite a
series of major disputes with the New River Companyq the
millers, fishermen and riparian land-owners. Conflict there
certainly was, but also compromise. Ultimately all parties
were prepared to accept the conflicting rights of other
users, provided they could defend their own. commissions
of Sewers provided an effective administrative forum to
effect and authorise such compromise, even after the
appointment of a body of Trustees in 1739. That the Lea
was an adequate navigation before canalisation, despite
a 'second-best' technology and an unpaid part-time administrative
structure means' that a valid comparison with the
concept of Appropiate Technology, discussed in modern-day
development theory, is possible

Creation of a Concession Handling System on the Example of Scanfil OÜ
Möönduste käsitlemine ja haldamine on osa ISO 9001: 2015 standardiga seotud
tegevustest. Pideva parendamise tagamine läbi kvaliteedijuhtimise alustalaks oleva PDCA
(planeeri-teosta-kontrolli-tegutse) tsükli ning eelnevalt viidatud tegevused on vajalikud
tagamaks ettevõtte areng. Möönduste korrektne käsitlemine ning sellele järgnev analüüs
aitab tagada ettevõttel vastavus rahvusvahelise standardi nõuetele ning tõsta läbi
tegevuste klientide rahulolu.
Lõputöö viidi läbi Scanfil OÜ näitel, kus kliendi kaebuste saamise järgselt teostati käesoleva
töö autori poolt probleemi tuvastamiseks 5 MIKS analüüs ning probleemi käsitlemine 8D
formaadis. Tuvastatud probleemiks oli möönduste käsitlemise reguleerimatus ning
ülevaate puudumine juba sõlmitud möönduste kohta.
Töö eesmärgiks püstitati möönduste käsitlemise terviksüsteemi loomine ettevõttes ning
selle täitmiseks loodi töö autori poolt protsessid. Protsesse loodi kaks, mis erinesid nende
iseloomu kui ka sisendi poolest ettevõtte põhiprotsessist. Protsessid juurutati läbi
koolituste protsessis osalejatele ning implementeeriti ettevõtte juhtimissüsteemi.
Protsesside rakendamise järgselt protsessi täiustati, lõputöö autori poolt loodi möönduste
vormistamiseks vajalik blankett ning registreeriti see ettevõtte ametliku dokumendina.
Probleemi ulatuse selgitamiseks kaardistati käesoleva töö autori poolt perioodi 03.01.2024
kuni 31.10.2024 jooksul vormistatud mööndused, kanti nendes sisalduv info MS Exceli
tabelisse ning teostati analüüs. Analüüsi tulemusel tuvastati, et vaadeldud perioodil on
vormistatud 244 mööndusdokumenti 387 toote kohta. Samuti tuvastati möönduste
põhjused nii üldises kui ka kliendipõhises vaates ning jõuti järeldusele, et pidev antud
valdkonna jälgimine, analüüs ning parendamine on vajalik.
Pideva parendamise tagamiseks loodi lõputöö autori poolt möönduste register ning viidi
sisse muudatused eelnevalt loodud möönduste käsitlemise protsessidesse. Samuti loodi
autori poolt visuaalne Power BI vaade andmetele, mis annab võimaluse ettevõtte
süsteemis mööndusi operatiivselt jälgida ning analüüsida.
Täiendavalt toodi käesolevas töös välja edasised ettepanekud ettevõttele, tagamaks
jätkutegevustega möönduste analüüs ning parendamine, et tagada antud valdkonna
püsimine PDCA tsüklis.Handling and managing concessions is part of the ISO 9001: 2015 standard activities. To
ensure continuous improvement, the PDCA (plan-do-check-act) cycle activities, which are
the foundation of quality management, are necessary to provide the company's
development. Correct concession handling and the subsequent analysis help ensure that
the company complies with the requirements of the international standard and increases
customer satisfaction through activities.
The thesis was carried out on the example of Scanfil OÜ, where after receiving customer
complaints, the author of this work performed a five-why analysis to identify the problem
and handle the situation in 8D format. The identified problem was the lack of regulation of
concession handling and the lack of overview of already concluded concessions.
The work aimed to create a comprehensive concession handling system in the company,
and to fulfill this, the author of the work created new processes. Two processes were
created, which differed in their nature and input from the company's primary process. The
processes were implemented through training the participants in the process and
implemented in the company's management system. After implementing the new
processes, the process was improved, and the thesis author created a form for formalizing
concessions and registered it as an official document of the company.
To clarify the scope of the problem, the concessions formalized by the author of this work
during the period 03.01.2024 to 31.10.2024 were mapped, the information contained in
them was entered into an MS Excel, and an analysis was conducted. As a result of the
study, it was determined that 244 concession documents were formalized during the
observed period per 387 products. The reasons for the concessions were also identified in
both general and customer-specific views. It was concluded that continuous monitoring,
analysis, and improvement in this area are necessary.
To ensure continuous improvement, the thesis author of this created a concession register
and introduced changes to the previously created concession handling processes. The
author also created a visual Power BI view of the data, which allows the company to
monitor and analyze concessions operationally in its system.
Additionally, this work outlined further proposals for the company to ensure analysis and
improvement of concessions with follow-up activities to ensure this area remains in the
PDCA cycle
