    E-government adoption: A cultural comparison

This study compares e-government adoption in the U.K. to adoption in the U.S. In particular, this study seeks to determine if the same factors are salient in both countries. Several studies have explored citizen acceptance of e-government services in the U.S. However, few studies have explored this phenomenon in the U.K. To identify the similarities and differences between the U.K. and the U.S. a survey is conducted in the U.K. and the findings are compared to the literature that investigates diffusion in the U.S. This study proposes a model of e-government adoption in the U.K. based on salient factors in the U.S. A survey is administered to 260 citizens in London to assess the importance of relative advantage, trust and the digital divide on intention to use e-government. The results of binary logistic regression indicate that there are cultural differences in e-government adoption in the U.K. and the U.S. The results indicate that of the prevailing adoption constructs, relative advantage and trust are pertinent in both the U.S. and the U.K., while ICT adoption barriers such as access and skill may vary by culture. Implications for research and practice are discussed

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Panel: Blockchain applications in government

    In the past fewyears, researchers and practitioners have highlighted the potential of Blockchain (BC) and distributed ledger technology to revolutionize government processes. Blockchain technology enables distributed power and embedded security. As such, Blockchain is regarded as an innovative, general purpose technology, offering new ways of organization in many domains, including e-government for transactions and information exchange. However, due to its very characteristics of peer to peer information exchange, its distributed nature, the still developing technology, the involvement of new actors, roles, etc., the implementation of blockchain applications raise issues that need governance attention. BC initiatives have implications for citizen trust, privacy, inclusion and participation. Governmental organizations need a thorough understanding of the BC design principles, the possible applications in the domain of e-government and the exploration of governance mechanisms to deal with the limitations and challenges of the BC technology when used in a myriad of sectors, ranging from the financial and business sector to the social domains of healthcare and education.     We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used

    PREDICTING COMPLIANCE WITH PRESCRIBED ORGANIZATIONAL INFORMATION SECURITY PROTOCOLS

    Why do some employees go out of their way to follow prescribed information security protocols, while others all but ignore organizational information security measures? A body of research known as organizational citizenship behavior provides insight into this issue. Theories of organizational citizenship behavior draw mainly from the psychological and sociological disciplines. They are used to explain the behaviors of employees who act in the best interest of the company, even when they don’t have to. Examples of citizenship behaviors include information sharing, voluntary reduction of compensation, and relinquishment of power for the benefit of the organization (Nathanson & Becker 1973). Although organizational citizenship behavior has seen little exposure in the area of organizational information security compliance, it stands to provide exceptional explanatory power in this area. Information security practices, such as creating difficult passwords or conducting virus scans, are generally seen as additional tasks which require extra effort while offering no gains in personal productivity (Shropshire et al., 2006; Warkentin et al., 2004; Warkentin et al., 2006). These activities could be construed as out-of-role-behaviors because employee compliance may not be mandatory. Furthermore, it is difficult to enforce information security standards (Whitman, 2003). Thus, it would appear that those who follow information security protocols are motivated by something other than financial compensation. Currently, there has been little work toward integrating endpoint security with theories of organizational citizenship behavior. This may be due to two reasons: although it embodies a relatively mature stream of research, organizational citizenship behavior has seen little exposure within the information systems context; secondly, the behavioral aspects of endpoint security remain a critical but overlooked aspect of organizational information security. Therefore, the purpose of this research is to develop a theoretical model for predicting individual compliance with organizational information security practices. The results could be used by managers to more accurately predict adherence to information security practices and to better manage and motivate employees. Such a model might also be of utility in the area of employee selection and screening; recent political and economic events have caused an increase in demand for employees who can be trusted to safeguard sensitive information. This study provides a substantial contribution to knowledge by empirically testing a predictive model for information security compliance among employees. The findings associated with this research are offered in the form of recommendations for future theoretical and empirical research. Practical implications for entrepreneurs and policymakers are also discussed
