    오랫동안 경제학자들은 인적 자본의 축적이 성공적인 경제 발전 전략의 기본 축의 하나라고 주장해왔다.(T.W. Schultz 1961, 1980; Harberger 1972; Psacharpoulos 1993). 지난 몇 년간, 이러한 논의는 규모의 이윤율(returns to scale)과 긍정적인 외부효과(externalities)의 가능성과 상통하는 성장 모델의 발전에 의해 그 인기가 재확인되었다. 예컨대, 아카리아디스와 드라젠(1990)은 교육이 일단 어떤 수준에 도달하면, 경제전반의 외부효과가 생산성 증가의 정도를 높이고, 그래서 경제성장을 증가하게 된다고 하였다.(Edwards 1995). 그러나, 지난 몇 십 년간 쿠바의 경제 성장 과정은, 새로운 경제성장 이론과 신고전주의 인적자본 이론과 맞지 않는 것 같다. 1959년 혁명이후, 쿠바의 인구는 상대적으로 질이 높은 보건의료 서비스와 교육 서비스를 누려왔다. 쿠바와 소득수준이 비슷하거나 그보다 더 높은 다른 많은 중남미 국가들도 보건의료나 교육에 있어 쿠바 수준의 서비스를 제공하지 못했다..

    본 논문은 한국이 세계은행으로부터 제공받은 교육분야의 공적원조를 어떻게 효율적으로 활용하여 경제성장에 기여하였는가를 회고적으로 분석-검토함으로써, 개도국을 위한 한국의 공적개발원조 정책의 수립에 반영될 수 있는 교훈을 도출한다. 세계은행으로부터 도입된 교육차관은 그목적과 용도 및 차관선면에서 지속적으로 선택과 집중을 꾀하였고, 교육차관투자의 우선순위가 경제발전정책과 일치하였다는 특징이 있다. 차관사업의 목적과 내용이 단순하고 명료하여 집행이 용이하였으며, 반복적으로 수원하여 위험을 분산하고 학습효과를 증대하였다. 또 세계은행과 한국정부가 교육부문의 분석과 부문사업차관의 방식 및 집행의 점검-감독제도를 효율적으로 활용하였다는 특징을 가지고 있었다. This paper analyzes Korean government's application of the World Bank loans/credits in the education sector for Korea's economic and social growth and draws some key lessons that can be reflected in the Korean government's official development assistance policies for other developing countries in the future. The World Bank loans and credits extended to the government of Korea for the education sector were characterized by the consistent focus and concentration in their objectives, applications, and lenders and by their alignment with the priorities of the economic development strategies and policies. The objectives and contents of the loan and credit projects were so simple and clear that the implementation of the projects were relatively easy and of the short duration. The objectives and contents of the projects were so repetitive that potential risks involved in the project design and implementation were effectively distributed over several projects and the leaning curve of the Korean government officials improved sharply. Also, theWorld Bank staff and Korean government officials effectively applied the education sector analysis practice and appropriately used the sector loan/credit system, as well as the monitoring and supervision systems for projects implementation

    Thesis(Master) --KDI School:Master of Development Policy,2015This study verifies whether the current aid allocation practice gives a priority to the business environment of aid receiving nations. Since traditional aid practice has registered many unsuccessful results over the last couple of decades, author believe that strengthening the private sector with aid in developing countries is one of good attempts to lift those countries from poverty. Econometric estimations with panel data of 120 developing countries from 2007 to 2012 indicate that the recent aid practice has not much changed from the past practice. Donors respond mainly to the recipients’ economic and physical needs, represented by income level, infant mortality and population, rather than considering the aid’s value for money. In addition, the finding regarding government effectiveness is inconsistent with the existing claim that aid should be allocated more to countries with sound policies and institutions. This paper suggests that donor states carefully consider the soundness of business polices of a recipient country as a prime determinant when selecting where to give aid. Furthermore, donor countries should deliberately design how to utilize their aid resources to strengthen the business policies and regulations for recipient countries.OutstandingmasterpublishedAhreum HAN

    This paper presents targeted government policies for promoting training in small and medium-sized enterprises (SMEs) to increase their contributions to economic development. It first discusses the role of SMEs in country development and the special challenges facing SMEs in developing human resources. It then surveys some innovative, targeted policies for promoting training by SMEs in Asia and Latin America. The paper elaborates on the objectives and achievements of a successful targeted SME training policy, the SME Training Consortiums Program in the Republic of Korea, as a best practice. This paper concludes with some cautionary remarks for developing countries seeking to adopt targeted SME training policies

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Since domestic market is already limited and the competitiveness with large enterprises is getting severe, the export expansion is indispensable to improve the growth potential of SMEs. Since SMEs play an important role in the Korean economy, it is necessary to support the export expansion to improve the growth potential of SMEs as well as job creation. To expand the export assistance programs by the Korean government, the effectiveness of SME export support policy should be proved. For this purpose, OLS (Ordinary Least Squares) regression is applied to 2,439 SMEs including the treatment group of 578 and the control group of 1,861. It observedwhether the policy support is directly effective on SME's export, the variable of 'subsidy', which SMEs receive from the government, is included as an independent variable with that of 'export growth', which is the growthrate of SME's export, as a dependent variable. As a result, the policy support for SMEs have a positive impact on export with a statistically significance at the 10% level. Thus, export is the effective means to improve the growth of SMEs.I.
