    Property as a financial legal instrument in Kosovo is acquired in two ways: inherited and purchased, in this paper the focus will be on Property Management and its financial and legal effects. Given that, the property and property rights are a sensitive and valuable topic for research, this paper is trying to clarify the basic acts of property-legal relations and its legal effects that are intertwined with its economic and financial management activities. Knowing that property documentation often has a financial effect on the development and civil legal perception, this paper highlights the findings on shareholders’ facing challenges and property management by analyzing the relationships between property management quality and legal acts in advancing of economic status. The methodology used in this paper are from the survey results of 205 entrepreneur’s respondents in Prishtina and Ferizaj area, owners’ of family businesses and also on secondary sources, obtained from the reports of relevant local and international institutions, noting the financial effect of property management on the investment climate report in Kosovo

    REGULATORY CHALLENGES TO ACHIEVING SUSTAINABLE BUILDINGS IN KOSOVO

    The purpose of this paper is to highlight the regulatory challenges of achieving sustainable buildings in Kosovo. The present paper focuses on regulatory challenges viewed from the perspective of construction industry experts in achieving sustainable buildings. Design/methodology/approach – The present study uses a qualitative research method and semi-structured interviews as a research instrument. The present study interviews around 20 experts of property management, architecture, civil engineering and sustainability. Findings – The study funds that lack of government commitment is not problematic in implementing sustainable buildings, but it is the availability of funds, lack of knowledge and lack of experience of the construction industry. The study further funds that the implementation of sustainable buildings should be supported by adequate sustainable urban plans and local infrastructure and new supportive zoning requirements. Finally, the study finds that the lack of sustainability standards and requirements included in the Comprehensive Building Code of Kosovo is a very important challenge that should be pursued further by regulators in Kosovo. Research limitations/implications – The present study has great implications for the society and construction industry because it shows to the regulatory challenges that municipal and central authorities must address to nurture the construction of sustainable buildings in Kosovo. Originality/value – The study is the first qualitative study about the perception of construction professionals in Kosovo, regarding the regulatory challenges of sustainable buildings in Kosovo

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Inflation and Social Welfare: The Role and Legal Responsibilities of the State for Ensuring the Standard of Living - The Case of Kosovo

    This paper examines the relationship between inflation and social welfare at the global level, including the Republic of Kosovo, assessing the legal roles and responsibilities of the state to ensure an acceptable standard of living. The analysis are based on statistical data from 2010–2024, which show that the family’s basket products in 2010 were purchased for 89.4 €, in 2015 the same basket was purchased for 100 €, while in 2024 it costs 130.1 €, which means that in 2015 the same family basket cost 10.6 € more compared to the prices of the products of the family basket in 2010, while the prices of the same products of the basket in 2024 increased by 30.1 € more compared to 2015, respectively 40.7 € more compared to 2010. The findings show that high inflation expresses the erosion of the purchasing power of money and at the same time has influenced, firstly, the decrease in the purchasing power of families and secondly, it has increased relative poverty of families. So, coordinated legal and political measures are needed, including automatic harmonization of pensions and all other social benefits, ensuring that the cost of living does not decrease normally by strengthening budgetary transparency of all financial transactions and transfers in any country, especially in transition countries such as Kosovo. The non-harmonization of pensions and other social payments with inflation was considered by many institutions such as IKL as a violation of the fundamental rights of pensioners

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
