The article looks at Juozapas Chodzka (Józef Chodźko, 1800-1881), a war topographer, Petras Vileišis (1851-1926), an engineer, organiser and the main financial backer of the Lithuanian independence movement in the early 20th century, Antanas Žukauskas-Vienuolis (1882-1957), a writer, Mikalojus Konstantinas Čiurlionis (1875-1911), who in recent years has been added to the crowd of Lithuanians associated with the Caucasus, and other important personalities in culture

    Mission command is one of the most effective management solutions that assist military organizations to maintain their effectiveness in full range of missions they encounter within dynamic environment of XXI century. This Control and Command approach doctrinally was already embedded in military organisations of military-advanced countries (USA, UK, Canada etc.). Lithuania's Military Doctrine (2010) has also called for necessity to develop capability of Mission Command in armed forces. However, this requirement was not further developed into the military management system

    Team effectiveness management is one of the main objectives of the organization as human resources are the critical factor of organization that heavily influence on team growth, team improvement and competitive opportunities in volatile XXI century military or civil environment. In Lithuanian Armed Forces (further – LAF) there is no specific model for team effectiveness analysis. The scientific research of military and civil organizations confirms that the team effectiveness is reduced when there are insufficient team leader’s competences, inadequate work/operation conditions, the lack of motivation, low organizational support and the lack of tools and methods for tasks completion. In order to assess teams at LAF Logistic Command Headquarters (further – LCQ) it is necessary to design team effectiveness evaluation model in order to analyse team effectiveness and to identify key barriers to effectiveness. In this research the main focus will be at LCQ team effectiveness analysis. On the basis of scientific literature analysis, the team effectiveness evaluation model was designed in order to reveal key problems and to present problem solving recommendations. This final work consists of two parts the scientific literature analysis and the research part. In the first part the number of different scientific sources related to team effectiveness were analysed. The research part of this work was based on mixed research methodology where and both quantitative and qualitative methodologies were applied. In the first part of this work the, overview of essential definitions and concepts on team effectiveness was carried out. Both military and civil environments were analysed and the key differences were identified. Based on the analysis the model for team effectiveness evaluation was designed

    In XXI century, project management methods are broadly used in many different types of activities. Military – one of the organizations, in which project management activities are invoked, in order to reach the specific goals. We can see, that in the modern Lithuanian Armed Forces are held a lot of changes and they are going pretty quickly: there are invested large funds to purchase new weapon systems, range of large purchases for national defence building. Also, there are updating individual soldiers outfit and armament, expanding infrastructure that is needed for troops in order to train and develop themselves, and finally – returning to compulsory military service system. We can obviously see that, according to geopolitical situation, our army is improving very rapidly, and that latter development occurs quite significant and fast changes. All important objectives, which causes changes are part of organizations strategies. And talking about organization strategies, there is as an opinion, that just 10 percent of all strategies are implemented successfully. In order to increase this percentage, measures are needed to ensure the successful implementation of the strategies. Increasingly, projects are deployed as a means to implement the strategies. However, the fact that project are chosen as such a measure can not guarantee that the strategy sill be implemented successfully. What is more, now most of the projects are becoming increasingly complicated. All these factors mean that project managers must be subject to particularly high demands. It is very important that those people who are managing projects to implement the strategies will be enough able to perform it competently. It mean that project manager have acquired the necessary skills and be able to properly manage projects, ensuring that they will be implemented successfully. For projects success, the most important part is the people, because of their knowledge, skills, personal preferences and qualities are the foundation of any organization. Only from employees competencies will depend on how effectively the projects will be managed and how the organization will create added value. Analyzing Lithuania military soldiers attestation procedure, foreign armies and project managers competency models, was observed, that none of the competency model does not describe the proper military project managers competencies. For this reason, it was decided, basing on law and scientific literature, to create a unique military project managers competency model. Before the creation of theoretical part the final result – the military project managers competency model, there was defined competences and competences model concepts, discussed competency grouping, evaluation methods, analyzed and compared key military and project managers competency models. While creating a military project managers competency model, there was carried out a consultation interview with an expert, who provided a reasoned proposals for improvement and approved the developed competency model. According to the formed unique military project managers competency model, there was developed semi-structured interview questionnaire. During the interview with the military project managers, they evaluated their and colleagues competencies in four blocks of competences (personal, interpersonal, communication and technical competencies). The evaluation was carried out in most projects carrying military organization – Lithuanian military Logistics command headquarters. Summarizing the findings of the survey and evaluation, it was found, that military project managers personal, interpersonal and communication competencies are developed well enough, because all these competencies were needed for officers in the previous units. As the least developed competency group was assessed technical competencies. It was found that for the most part it does not meet the minimum requirements.     Constant performance efficiency and enhancement is the key line of effort for every mature organization. The decision to take quality approach ensures organization’s sustained future development. The key aspect in performance improvement is the performance assessment. Bachelor's thesis reveal what level of priority does Lithuanian military professional education organization, Juozas Lukša training center, pay to its performance and improvement. Thesis is up to four tasks: 1. To analyze performance assessment approaches applied within civilian and military domains, 1a. To overview and analyze performance assessment approaches for organizations, 1b. To analyze performance assessment approaches used amongst Lithuanian military organizations. 2. To adopt most suitable approach to military organization – Juozas Lukša training center. 3. To assess Juozas Lukša training center using adopted approach. 4. To provide the list of recommended actions to be taken in order to improve the performance. The hypothesis – performance evaluation approaches used amongst civilian organizations can be applied to assess military organization (training center). As an instrument to check the hypothesis, Common assessment framework (CAF) was selected, adopted and applied. CAF is composed of nine main assessment criterions deriving from principles of quality management. To prove the validity of CAF the analysis of documents and the interviews of experts were conducted. It has to be stated that all experts have connection with the chosen organization. The assessment is focused on Juozas Lukša training center within quality management perspective. It reveals strengths and weaknesses and suggest the action to be taken in order to improve the performance

    Expression of transformational and transactional leadership in a military organization.

    The concept of leadership is examined in the bachelor's thesis, the essence of transformational and transactional leadership is revealed, the expression of the leader's behavior and its importance for the application of leadership theory in organizations is analyzed. The aim of this work was to investigate the importance of applying theories of transformational and transactional leadership in a military unit. The doctrine of leadership of the Lithuanian Armed Forces regulates the application of transformational and transactional leadership theories together, therefore in this work it is these leadership theories that were singled out. In order to find out what signs of transformational and transactional leadership prevail in Grand Duchess Birutė's Ulona Battalion, a study was conducted to examine what leadership theory prevails in Grand Duchess Birutė's Ulona Battalion based on the peculiarities of the commander's leadership. The study revealed that in a battalion, transformational leadership predominates slightly more than transactional leadership. According to the respondents, the behavioral characteristics of commanders' leaders were best assessed: showing confidence and a sense of strength, helping subordinates to develop their abilities, as well as the perception that everyone's needs and abilities are different and most importantly that the leader is looking for different solutions. The main problematic behavior features of commanders' leaders have been identified, which require further analysis: the commander - leader devotes too little time to training and education, does not intellectually stimulate the group members, subordinates do not listen to the opinion, leadership in response to exceptions: .if a subordinate makes a mistake, his work and waiting for a solution to the problem is underestimated, only then take action

    In the event of a threat to the security of the country, the army would defend the state by uniting authorities such as the SBGS. In the event of a military conflict, the State Border Guard Service (VSAT) is directly subordinated to the Lithuanian Armed Forces Commander and should cooperate with the Lithuanian Armed Forces units. The Lithuanian Armed Forces integrates its target management methods into its units, this raises the question of the methods of guidance used by the SSTC and how they can cooperate with the military and the philosophy of leadership used in the military organization. Problem of Final Bachelor's Work - In the event of a military conflict, the SBGS becomes directly subordinate to the Lithuanian Armed Forces Commander. Having joined forces with the military units of the SBGS together with the military units in the joint task. The Lithuanian Armed Forces uses mission command for, flexibility in making decisions for lower-ranking commanders. VSAT has joined forces with the military units, performs tasks based on the principles of targeted guidance, therefore it is relevant to find out what the state of the target command is in the State Border Guard Service.The following tasks are as follows: 1. Compare and analyze leadership theory in military and civil organizations. 2. Analyze the leadership qualities needed in an organization. 3. Define the specifics of the leadership of military organizations. 4. Define the concepts and origins of target and detailed leadership. 5. To analyze the status of the target leadership in the SBGS Ignalina team. 6. Provide recommendations and suggestions for targeted leadership deployment in SBGS. The hypothesis of the investigation - Officials working in the State Border Guard Service have insufficient knowledge about targeted guidance and its principles The hypothesis was confirmed in the investigation: the status of the VSAT targeted guidance is insufficient for the officers of the SSC to be able to cooperate properly with the Lithuanian Armed Forces in the event of a military conflict

Viterbo: Vocifuoriscena, 2022, pp. 437.) The translator was Goda Bulybenko, a Lithuanian living in Italy who translates from Italian and French. In the foreword, Professor Pietro Umberto Dini of the University of Pisa presented the author of the book and his work. The afterword, which is a general discussion of Lithuanian mythology and analyses the issues Dausos, was written by the author of this article. Several annexes were prepared for this edition of the book: a chrestomacy of the fragments of historical sources used by the author, annotations of the content of Lithuanian fairy tales and legends mentioned in the book, lyrics of folk songs (original language and translations), as well as a dictionary of mythology and theonyms (prepared according to Beresnevičius’ book Trumpas lietuvių ir prūsų religijos žodynas [Short Dictionary of Lithuanian and Prussian Religion]). Dausos was published by Vocifuoriscena (which translates as “offstage voices,” “voices without a tribune”), founded in Viterbo (a city in central Italy) by Dario Giansanti and Claudia Maschio in 2014. The publishing house publishes the written and spoken heritage of lesser-known cultures, something which does not always attract the attention of other publishers.     Publikacijoje yra recenzuojama Audronės Bliujienės monografija "Lietuvos priešistorės gintaras". Gintaro tematikai skirtų darbų Lietuvos istoriografijoje nėra daug. Audronės Bliujienės knyga - tai pirmas reikšmingas, aktualus ir didelės apimties darbas, skirtas gintaro problematikai Lietuvos archeologijoje. Autorė kėlė sau uždavinį, t.y. "nemitologizuojant parodyti gintaro reikšmę baltų priešistorėje". Knygoje neapsiribojama tik lokalia temos analize, išžvalgomi kur kas platesni horizontai apie europinį gintaro tyrimų kontekstą. Bene stipriausias monografijoje yra trečiasis skyrius, kuriame autorė pademonstruoja turinti detektyvinę gyslelę analizuodama atskirų gintaro dirbinių atsiradimo istorijas ir su jomis susijusias įvairias peripetijas. Ne visi knygos skyriai pasižymi nuoseklumu. Pastebimas autorės kartais per didelis gintaro gamtos telkinių sureikšminimas, sudarant įspūdį, jog gintaras yra kasamas vos ne visoje Europoje. Vieni iš knygos perliukų - tai Juodkrantės neolito dirbinių rinkinio ir jo istorijos bei gintaro klodų ieškotojo ir kolekcininko grafo Felikso Vikentijaus Tiškevičiaus veiklos tyrimai, pasižymintys kruopščia analize, medžiagos naujumu. Monografijoje pateikti priedai yra labai informatyvūs, tačiau pateikti skirtinga forma, o Kaliningrado srities vietovardžiai vartojami dabartine rusų iškraipyta forma (tai pastebima ir knygos tekste). Sveikintinas monografijos autorės žingsnis per gintarą ne mažai dėmesio skirti senosios pasaulėžiūros rekonstrukcijai, o tai leidžia pažinti dvasinės kultūros apraiškas, parodo socialinės visuomenės sąrangos vaizdą. Reikšminiai žodžiai: Lietuvos priešistorė; GintarasThe publication provides a review of Audronė Bliujienė’s monograph "Lietuvos Priešistorės Gintaras". There are not many studies in the Lithuanian historiography, dedicated to the subject of amber. Audronė Bliujienė’s book is the first significant, relevant and large study, dedicated to the problems of amber in Lithuanian archeology. The author raised herself the task “to show the significance of amber in the Baltic prehistory without mythologizing”. The book is not limited to solely local analysis of the subject, much broader horizons in the European context of studies of amber are sensed. The third chapter in the monograph is the most interesting, the author demonstrates her sleuthing abilities by analyzing the stories of emerging of individual amber articles and the related peripeteia. Not all the chapters in the book characterize with consistency. One can note the excessive prominence, given by the author to the natural sources of amber and get the impression that amber can be found throughout the entire Europe. Among the gems of the book are the examinations of the collection of Neolithic articles, found in Juodkrantė and its story and the activities of amber seeker and collector count Felix Tyszkiewicz, characterizing with a thorough analysis and freshness of the material. The annexes to the monograph are very informative however provided in different forms and the place names of the Kaliningrad area are used in the present-day Russian forms (the said aspect can also be noted in the text of the book). One cannot help but rejoice with the author’s decision to dedicate significant attention to the reconstruction of the old worldview, which helps to learn the manifestations of the spiritual culture and shows the view of the social structure of the society
