    The legal regulation of marijuana in Uruguay: An approach from the perspective of moral politics and ideas (1974-2013)

    A partir del análisis de entrevistas realizadas a actores claves dentro del proceso decisorio de las políticas de drogas así como de la revisión de diversos documentos, en este trabajo nos aproximamos a la regulación legal de la marihuana articulando la perspectiva de las políticas morales con la teoría ideacional. El objetivo es mostrar cómo las ideas que se formó la dirigencia uruguaya en los ‘70 cuando el problema de las drogas entró en la agenda legislativa han perdurado a lo largo del desarrollo de la política, ello a pesar de que han sido desafiadas por otras ideas. Además de examinar el proceso que dio como resultado la ley 19.172, abordamos la elaboración del Decreto-ley 14.294 y de la ley de drogas 17.016. Finalmente exploramos las ideas y el rol del presidente Mujica sobre la legalización de la marihuana.Based on the analysis of interviews with key actors in the drug policy decisionmaking process and the review of various documents, in this paper we approach the legal regulation of marijuana from the perspective of moral policies and ideational theory. The aim is to show how the ideas that formed the Uruguayan leadership in the 1970s when the drug problem entered the legislative agenda have endured throughout the development of policy, despite being challenged by other ideas. In addition to examining the process that resulted in Law 19.172, we look at the development of Decree-Law 14.294 and Drug Law 17.016.     Políticas morales e ideas: el porte de cannabis para uso personal en Chile (1973-2015)

    En el presente artículo hacemos una descripción de la política de drogas en Chile en relación al porte de sustancias ilícitas para consumo personal, específicamente de cannabis. Para ello articulamos la teoría ideacional -a través de una propuesta conceptual, el esquema cognitivo-normativo que predomina en la dirigencia política- con la perspectiva de las políticas públicas morales. El objetivo es mostrar cómo el esquema cognitivo-normativo que se formó en la dirigencia chilena en los ‘70 cuando el problema de las drogas entra en la agenda legislativa ha perdurado a lo largo del desarrollo de la política de drogas. Examinamos los procesos que dieron como resultado las leyes 17.934 de 1973, la 18.403 dictada en 1985 así como la ley 19.366 de 1995 y la 20.000 promulgada en 2005. Finalmente analizamos el intento por regular el porte y el autocultivo de cannabis durante 2014-2015.In this article we describe drug policy in Chile in relation to the possession of illicit substances for personal consumption, specifically cannabis. To do so, we articulate ideational theory – through a conceptual proposal, the cognitive-normative scheme that predominates in the country’s political leadership – with the perspective of moral policies. The objective is to show how the cognitive-normative scheme that was formed in the Chilean leadership in the 1970s, when the drug problem entered the legislative agenda, has endured throughout the evolution of drug policy.     Cannabis medicinal en Argentina: Cambio menor en el subsistema de política de drogas

    Desde hace casi 30 años diferentes actores han buscado modificar la ley 23737 que define la política de drogas en Argentina; se han presentado sin éxito una veintena de proyectos en la Cámara de Diputados. En marzo de 2017, a través de un rápido proceso legislativo, se aprueba la ley 27350, que establece la regulación del cannabis para uso medicinal. El presente artículo utiliza el marco de las coaliciones promotoras de Paul Sabatier y Hank Jenkins-Smith para aproximarse teóricamente a este cambio menor en la política. Se argumenta que esta novedad puede ser explicada como resultado de una pugna entre dos coaliciones con diferentes sistemas de creencias respecto del problema y la política: la prohibicionista y la reguladora; esta última articulará con una tercera coalición —la medicinal— para lograr un cambio de tipo cognitivo en el subsistema de la política.For almost 30 years, different actors have sought to modify law 23,737 that determines drug policy in Argentina; more than twenty projects have been presented at the Chamber of Deputies without success. In March 2017, through a quick legislative process, law 27,350 is approved establishing the regulation of cannabis for medicinal use. This article uses Paul Sabatier and Hank Jenkins-Smith’s Advocacy Coalitions framework to approach theoretically this minor change in politics.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
