A primer on the welfare eects of regulatory reforms in network industries
Starting from an industry where production is provided by a public monopolist, we look at the effects on the consumers’ surplus of a sequence of reforms in network industry. Using a simple comparative statics framework, we find indifference conditions in consumers’ surplus between respectively public monopoly, unregulated private monopoly, regulated private monopoly, vertically disintegrated monopoly, duopoly and liberalized market. The results are determined by the relative size of the x-inefficiencies of the public monopolist, allocative inefficiencies of private monopoly, the cost of unbundling and costs related to establishing a competitive market
PROMPT: la simulazione di emergenze ostetriche in sala parto tra risk management e teamwork
Scopo: Lo scopo di questo elaborato è quello di verificare l'efficacia ed i limiti del progetto PROMPT indagandone tre aspetti fondamentali: apprendimento/consolidamento di tecniche, lavoro d'equipe e clima organizzativo/lavorativo. L’evidenza scientifica, infatti, sottolinea come la simulazione di emergenze ostetriche svolta all'interno di team multidisciplinari evidenzi dei limiti riconducibili principalmente alle non technical skills.
Materiali e metodi: Per indagare gli aspetti sopracitati inerenti al è stato progettato e somministrato ai partecipanti un questionario anonimo composto da 9 domande – 3 inerenti a ciascun aspetto- a risposta multipla secondo scala di Likert (“completamente d'accordo” - “completamente in disaccordo”), seguite dalla richiesta di indicare eventuali aspetti positivi, negativi e suggerimenti per migliorare il corso in futuro.
Risultati: Il questionario è stato somministrato a n.58 professionisti. I partecipanti hanno risposto in maniera positiva in termini di efficacia del corso nel rivedere il proprio comportamento sia in termini di conoscenza e pratica di tecniche assistenziali, sia rivalutando l’importanza della comunicazione e del lavoro in equipe. Il corso sembra invece solo parzialmente in grado di migliorare il clima organizzativo e lavorativo.
Conclusioni: La formazione di base sembra essere ancora insufficiente nell’apprendimento delle non technical skills. Sarebbe auspicabile poter ripetere più frequentemente le simulazioni così da dare al personale la possibilità di esercitarsi anche su di esse, magari grazie all’istituzione di una sala simulazioni
Privatization, unbundling, and liberalization of network industries : a discussion of the dominant policy paradigm in the EU
In this paper we examine the emergence over the last two decades in the EU of a dominant policy paradigm on the reform of network industries. We consider the broad recommendations by the OECD and the European Commission, and the Directives adopted by the European Union on the reform of some public services, such as electricity, gas, and telecom. These recommendations, in their strongest form, advocate the divestiture of public ownership (openly by the OECD, but not by the EC), unbundling (by both organizations, but with differences across sectors), liberalization (again by both organization, but with variations in the role of market regulation). We contrast the predictions and prescriptions of the paradigm, with a theoretical discussion of the welfare impact of the reforms. This discussion, based on a review of some standard microeconomic assumptions on the role of ownership, economies of scale and scope, governance, and market forms, shows that the dominant policy paradigm oversimplifies a very complex story. We suggest that the actual success of the reform is conditional to a large number of economic and institutional factors, and that it is far from obvious that the adoption of the same policy pattern in any and all the EU countries is always welfare improving. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
