Sejm cztery lata po przyjęciu Traktatu z Lizbony – rozwiązania prawne i praktyka parlamentarna
Artykuł jest kompleksową analizą rozwiązań prawnych i praktyki parlamentarnej w Polsce, dokonaną po czterech latach od przyjęcia Traktatu z Lizbony. Specjalny nacisk położony został w nim na trzech zagadnieniach: regulacjach tzw. ustawy kooperacyjnej z 2010 r., postanowieniach regulaminu Sejmu dotyczących Komisji ds. Unii Europejskiej oraz praktycznych aspektach postępowania w Sejmie w sprawie projektów aktów ustawodawczych UE. Punktem wyjścia powyższej analizy jest Protokół w sprawie stosowania zasad pomocniczości i proporcjonalności, wprowadzony przez Traktat z Lizbony, który nakłada na instytucje UE nakaz bezpośredniego informowania parlamentów narodowych o treści wniosków legislacyjnych UE, dla których przewidziane jest wyrażenie opinii. W związku z tym Traktat z Lizbony powierzył polskiemu parlamentowi władzę, mającą charakter weta w stosunku do decyzji redukujących suwerenne prawa Polski jako jednego z państw członkowskich. Jednakże faktyczna rola Sejmu w funkcjonowaniu UE zależy od jego zdolności do wywierania realnego wpływu na prowadzenie polityki europejskiej przez rząd, co jest związane z możliwością zawierania porozumień politycznych na szczeblu krajowym. Autorka sugeruje, że do sprawowania skutecznego nadzoru nad przestrzeganiem przez UE zasad pomocniczości i proporcjonalności nie tylko wymagana jest większa aktywność samego Sejmu, ale także zapewnienie mu mechanizmów egzekwowania od członków Rady Ministrów politycznej odpowiedzialności za swoje działania na forum instytucji UE. W przeciwnym razie rozwiązania przyjęte w Traktacie z Lizbony nie wpłyną na dotychczasowy sposób uprawiania polityki europejskiej w Polsce, w którym prym wiedzie rząd.The article attempts to give a comprehensive analysis of the legal and parliamentary practice in Poland, made after four years from the adoption of the Treaty of Lisbon. The special focus is given to three issues: regulations of the so-called cooperation law, regulations of the Rules of Procedure of the Sejm for the Committee of the European Union and the practical aspects of proceedings of the EU legislative proposals in the Sejm. The starting point of the above analysis is protocol on the application of the principles of subsidiarity and proportionality, introduced by the Treaty of Lisbon, which impose on the EU institutions to directly inform national parliaments of the content of EU legislative proposals for which is provided to express an opinion. Therefore, the Lisbon’s Treaty confers on Polish parliament the power having the nature of a veto in relation to decision reducing sovereign rights of Poland as the one of the member states. However, the present role of the Sejm in the functioning of the EU depends on its ability to exert a real influence on the European policy conducting by the government, which is related with a possibility of concluding the political consensus on the national level. The author suggests that for supervision of the EU’s principles of subsidiarity and proportionality, not only greater activeness of Polish parliament, but also providing mechanisms for the enforcement of the members of the Council of Ministers of the political responsibility for their actions in the EU institutions, is required. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. The Evolution of the Institution of Interpellation in Polish Parliamentarism
We współczesnym państwie demokratycznym interpelacja – jako jeden ze środków funkcji kontrolnej parlamentu – jest bezpośrednio związana z prawnymi i systemowymi gwarancjami ochrony rządzenia zgodnie z prawem. Posiada ona dobrze utrwaloną tradycję parlamentarną w systemach europejskich państw kontynentalnych. Jej geneza sięga III Republiki Francuskiej i nie należy jej utożsamiać z brytyjskimi zapytaniami. Jednakże pierwotna funkcja interpelacji uległa zmianie. Niniejszy artykuł przedstawia ewolucję tej instytucji w Sejmie. Przedmiotem analizy jest opis prawnych regulacji interpelacji w kolejnych okresach historycznych w Polsce: od dwudziestolecia międzywojennego – przez okres systemu komunistycznego – do czasu konstytucji III RP z dnia 2 kwietnia 1997 r., oraz pozwala odpowiedzieć na następujące pytania: -Jak wprowadzony ustrój państwowy wpływa na charakter interpelacji? -Czy sytuacja polityczna w państwie oddziałuje na cel i skuteczność interpelacji? -Jak współczesne czynniki państwa demokratycznego, takie jak silna władza wykonawcza, dobrze zorganizowane partie polityczne i działalność grup interesu wpływają na funkcję kontrolną Sejmu wykonywaną przy pomocy interpelacji? -Jaki jest współczesny charakter interpelacji i ich przyszłość w polskim parlamentaryzmie? Rola i cel instytucji interpelacji jako jednego ze środków funkcji kontrolnej Sejmu powinny być rozpatrywane w bliskim zestawieniu z elementami politycznej konstrukcji rządu parlamentarnego, w szczególności z założeniem politycznej odpowiedzialności Rady Ministrów i poszczególnych jej członków przed Sejmem. Jej zakres obejmuje bowiem całokształt działalności rządu oraz administracji rządowej. Działania podejmowane przez posłów w tym zakresie powinny być traktowane jako szczególnie istotna sfera oddziaływania parlamentu na rząd. Obecnie liczba interpelacji w Sejmie jest ogromna, jednak ich polityczna jakość i skuteczność słaba, co zbliża interpelacje do zapytań poselskich. Ważne wydaje się zatem, aby posłowie zmienili sposób korzystania z tej instytucji kontroli, co jednak wymaga pogłębienia świadomości politycznej i wzmocnienia pozycji parlamentu w Polsce.In the modern democratic state interpellation – as the one of measures of oversight powers of parliament – is directly related to the legal and systemic guarantees of protection of the principles ruled by law. It has a well established parliamentary tradition in the European continental states. Its origins date back to the French Republic III and it is necessary to distinguish it from the British questions. In spite of, the original function of interpellation has been changed. This article presents the evolution of this institution in Sejm. The subject of this analysis includes a description of the legal regulation of interpellation in next historic periods in Poland: from the interwar two decades – by the period of communist system – for the constitution of the Third Republic of Poland, 2 April 1997, and answers to the following questions: • How the role of interpellation is determined by the introduced state structure? • Whether the political situation in state effects on the purpose and the efficiency of interpellation? • How feautures of the modern democratic state like strong executive authority, well organized political parties and an the activity of interest group effect on oversight powers of Sejm executing with assistance of interpellation? • What is today’s role of interpellation and what is its future in the Polish parliamentarism? The role and purpose of the institution of interpellation as the one of measures of oversight of Sejm should be considered in close relation with elements of political construction of parliamentary government, particularly with the principle of political accountability of the Council of Ministers and its members to the Sejm. Its scope covers all areas of activity of the government and government administration. The activity of members of Sejm in this range should be treated as particularly important platform of exerting influence by parliament on the government. Now the amount of interpellation in Sejm is very big but its political quality and efficiency weak, what brings interpellation nearer to questions. It is necessary to change the way of using this institution of oversight by members of Sejm, what requires the greater political consciousness and the reinforcement the position of the Polish parliament
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
