Syntheses of Triostin A Antibiotic and Nucleobase‐Functionalized Analogs as New DNA Binders
A total synthesis of the natural product triostin A, wherein the N-methylated depsipeptide scaffold is constructed by solution-phase peptide chemistry followed by disulfide formation and macrocyclization, is described. Finally, the quinoxalines were attached to provide the DNA bisintercalator. Analogs of triostin A were obtained by the successive functionalization of the cyclic depsipeptide with pyrimidine or purine recognition units. The attachment of functional units was achieved by the orthogonal protection of the respective side chain amino functionalities. The nucleobase-functionalized triostin analogs have the potential to recognize double-stranded DNA by hydrogen bonding. Higher Aggregation of β‐Peptide Networks Controlled by Nucleobase Pairing
The aggregation and 3D organization of peptide helices are key elements in biology but might also be relevant in nanostructure formation. beta-Peptide helices were used as conformationally stable surrogates of alpha-peptides to be organized by covalently attached nucleobases as recognition units. Because the beta-peptide 14-helix conformation allows addressing individual sides of the helix, the aggregation of helices functionalized on two helix flanks was investigated. Nine helices varying in sequence and nucleobase composition were prepared by solid-phase peptide synthesis and analyzed by temperature-dependent UV and CD spectroscopy and FT-ICR mass spectrometry. Already, sequences of three nucleobases on both sides of the helix provided stable aggregates. Aggregate formation was sequence dependent and led to one complex being stable in water at least up to 80 degrees C. ((C) Wiley-VCH Verlag GmbH & Co. Guest post: Judicial review of parliamentary process in Dr Sunil Kumar Singh v. Bihar legislative council
In a recent Supreme Court judgment dealing with the determination of the Court’s power to review the decision of the Bihar Legislative Council to expel one of its members—Dr Sunil Kumar Singh—from the membership of the House on account of calling Nitish Kumar paltu ram, among other things, the Court made certain important remarks on the interpretation Article 212 of the Indian Constitution. Beyond the facts of this case and the question of expulsion—and punishment in general—of the members of legislative assemblies, these observations are of critical relevance to other matters concerning the relationship of the legislature with the judiciary and the scope of judicial oversight of legislative actions. One such matter is the scope of judicial review of the Speaker’s decisions, including that of certifying a bill as a money bill. In the following paragraphs, I show how the interpretative framework adopted by the Court to creatively delimit the boundaries of Article 212 could help it answer the question about its power to review the decisions of the Speaker in the affirmative

Gender and Public Spending on Education in Pakistan: A Case Study of Disaggregated Benefit Incidence
It is generally believed that education is one of the basic rights of every human being, irrespective of sex, age, creed, religion, etc. Moreover, the target of universal primary education cannot be achieved without female access to educational opportunities, which contains several external benefits. In addition, access to educational opportunities assumes prime importance for empowerment of women. However, inequalities in access to education between males and females can be found in many countries across the world including Pakistan. According to conventional wisdom, a combination of cultural, social, and economic factors are responsible for placing young girls and women at a serious disadvantage vis-a-vis access to school and the prospect of completing their education. This disadvantage can be altered through public policies including gender sensitive public spending on education. The above assertion about the role of public policy is based on the theory of public finance1, which demonstrates that public expenditure on education can affect the population in a number of ways, which has significant gender dimensions. For example, government spending on primary education is likely to generate more income for women than spending on universities, for the simple reason that there are relatively more women primary school teachers than women university lecturers. Moreover, these expenditures provide subsidized educational services, which is a form of “in kind transfers”. These “in-kind transfers” improve the current well-being of the recipients, and enhance their longer-run income-earning potential. They can be considered as both current and capital transfers to the recipients, and therefore can be termed as the “benefit incidence” of public spending. The main concern of this paper is to assess the gender dimension of the benefitincidence”. The tudy has two basic objectives. First and foremost, it aims to investigate which income group actually benefits from the government’s subsidized.

GENDER AND PUBLIC SPENDING ON EDUCATION IN PAKISTAN: A CASE STUDY OF DISAGGREGATED BENEFIT INCIDENCE
To what extent has government education spending in Pakistan been effective in reducing gender gaps in enrollments? To answer this question, this article reviews the benefit incidence of government education spending. It finds that government subsidies directed towards primary education are pro poor in all four provinces of Pakistan. Moreover, females has disadvantage in access to primary education. However, government subsidies directed towards higher education poorly targeted and poorest income group receives less than the riches income group and indeed favor those who are better off. Similarly, the gender disparity in access to public subsidy is higher at tertiary level and lowest at primary level, which also reflects poor targeting. Improving targeting to the poor as well as better female participation involves not simply rearranging the public subsidies, but also addressing the constraints that prevent the poor and females from accessing these services.Gender, Public Expenditure on Education, Benefit Incidence

Not AvailableThree different pest management modules were tested against major sucking pests complex of chilli (Capsicum annuum L.) (thrips, yellow mites) and occurrence of Pepper leaf curl virus transmitted by whitefly [Bemisia tabaci (Gem.)] and compared with the untreated control. Two promising varieties (Kashi Anmol and Kashi Gaurav) were sown at experimental plots of IIVR and three pest management modules, viz. biointensive module (M1), integrated module (M2) and chemical module (M3) were examined for two consecutive years (2011-12 and 2012-13). All the tested modules were found significantly applicable over the control in terms of pest and disease management. Among these, integrated module (M2) comprising seedling dip with Imidacloprid 17.8% SL@ 1 ml/ l of water, spraying of Buprofezin 25%SC @ 1 ml/l at 25 DAT, Fipronil 5% SC@ 2 ml/l at 35 DAT, Lecanicillium (=Verticillium) lecanii @ 5 g/l at 45 DAT, Chlorfenapyr 10% SC@ 1.5 ml/l at 55 DAT, neem oil 1% at 65 DAT and their need based rotation was most effective in reducing the thrips and mite population in chilli and significantly enhancing the yield over control. Reduced yellow mite population was observed in both the varieties, i.e. Kashi Anmol (79.16%) and Kashi Gaurav (73.59%). Likewise, reduction in thrips population was also recorded in Kashi Anmol (58.09%) and in Kashi Gaurav (48.16%) varieties. However, occurrence of Pepper leaf curl virus was lowest in chemical module (M3), viz. 7.04% and 11.18% lower leaf curl infestation was observed, respectively in Kashi Anmol and Kashi Gaurav varieties followed by integrated module (M2) with 8.36% and 12.64% less leaf curl infestation. In terms of cost benefit ratio, integrated module (M2) was found applicable for both the varieties, i.e. 1:2.26 and 1:6.66 cost benefit ratios were recorded respectively in Kashi Anmol and Kashi Gaurav.
