The Visegrad Group countries: The United Arab Emirates Perspective
This manuscript analyses the role and importance of cooperation between the Visegrad Group (V4) countries and the most globally active member of the Gulf Cooperation Council (GCC), which is the United Arab Emirates. In view of the V4+ concept implemented with partners from the Middle East, Israel or Egypt, the presented analysis is important and meets the lack of this element in the scientific debate. This study is based on empirical research and its findings are the result of not only observation but also 10 years of direct participation of the author in many activities related to the cooperation of the Visegrad Group countries and the UAE, including as ambassador, senior advisor to Dubai Expo 2020, especially responsible for strategies and dynamisation relations between Central and Eastern Europe (except Poland) and the United Arab Emirates. According to the author’s opinion, presented in the conclusion, there is now a huge opportunity to present V4 projects, including as a part of the broader strategy of the Three Seas Initiative (3SI) during World Expo Dubai, which will take place from October 2021 to March 2022, and make this initiative a globally recognizable project. However, coordinating and accelerating joint actions is required
Transformacja wewnętrzna Sojuszu Północnoatlantyckiego i proces jego europeizacji u schyłku XX wieku
The author has presented in the article the influence of the NATO internal transformation in transatlantic relations. Attention has been focused on the political and military transformation of NATO and the North Atlantic Alliance as a useful tool for European security. The author emphasised that thanks to the North Atlantic Alliance the Americans could intervene in European countries inner affairs and use NATO as an instrument to carry out its own interests. The author of the article also raised the most essential issues connected with the European Security and Defence Framework, Combined Joint Task Force and the influence of the European Union initiatives upon NATO internal transformation. However, there has been pointed out the need to continue to develop the European Security and Defence Policy with a view to ensuring that the European Union is genuinely capable of speaking out clearly and doing so with one voice. But it is stressed there is no consensus yet on how best the transatlantic relations should be rebuilt
The Baltic States of the Three Seas Initiative: Estonia, Latvia and Lithuania in Creative Relations With the United Arab Emirates
The presented manuscript deals with three Baltic states (Estonia, Latvia, and Lithuania) that are part of the Three Seas Initiative in the context of cooperation with the United Arab Emir-ates. The research’s goal is analysis the larger dimension of Three Seas Initiative and its creative role and importance in the international arena, including the Middle East. In this sense, this paper asks a research question of whether the relations between Estonia, Latvia, Lithuania, and the United Arab Emirates have the potential for deeper and broader creative dynamics of their cooperation. The presented article is the first research work of this type. Thus, it fills a gap in the literature and analyses concerning relations between the Baltic states and the United Arab Emirates. This work is primarily base on empirical research conducted for ten years. In addition, the author used his own creative experience, including as an Ambassador to the United Arab Emirates (2011–2015) or Senior advisor at Expo 2020 (2016–2018), responsible for strategies and creative development of re-lations the United Arab Emirates with all the Three Seas Initiative countries, including Baltic states. As a result of the research, the author argues that Estonia, Latvia, and Lithuania, as a part of the Three Seas Initiative, should make this concept more creative in its external dimension, with the United Arab Emirates. Expo2020 Dubai on the journey to achieve the United Arab Emirates’ Soft Superpower
This paper presents an analysis of the role and significance of Expo2020 Dubai for UAE soft power in connection with the current and future global strategic challenges. The New World Order that emerged after the fall of the Soviet Union, when President Bush Sr proclaimed a “new world order” at the time of the Gulf War in 1991. Now, we have a stage of global political and economic chaos with no grand winners and a greater number of losers. Fast forward 30 years later, in 2021, we need connecting minds, creating a future that frees the world of wars and political strife, and its promises to eradicate poverty, disease and hunger. The plethora of initiatives may have a positive impact on Asia, but there is also the risk that fierce competition may result in unprofitable projects, while the economic slowdown could cause a decline in funding. Expo2020 Dubai is a great soft power tool, as well as a contribution to the newly emerging international system. Therefore, the researcher put the main question: what is Expo2020 Dubai’ role and significance for UAE soft power strategy and dynamics of international relations. The accepted hypothesis is that Expo2020 Dubai has a great opportunity to be added value for building a new global order.In order to conduct scientific research, the author used many theoretical methods and tools, including the use of neorealist theory, analysis of constellations of interests, or neo-institutional theory. In addition, due to the researcher’s participation in many of the processes studied, the work is also based on personal experience. Water as a Weapon of War in the Tigris-Euphrates Basin
The article’s scientific goal is to investigate the Weimar Triangle countries’ relations with the United Arab Emirates. Therefore, the author asks the research question. Are the Weimar Triangle states’ role and significance increasing in the external dimension of the European Union? Based on the example of the United Arab Emirates, the research adopted a hypothesis. It is the statement that after Brexit, the Weimar Triangle countries have a chance to improve their importance in the EU external activities. Apart from case studies, to revise the hypothesis, the author performed a meticulous comparative analysis. Moreover, the research implemented International Practice Theory as an appropriate tool to investigate the presented issue. This empirical research and its findings resulted from over ten years of the author’s direct observation, analysis, and participation in many initiatives, both in the European Union and in the United Arab Emirates. The Middle East for the Weimar Triangle countries is more significant than just from a trade potential perspective. The situation in this region is also affecting Europe, as well as global security architecture. For this reason, one should develop a coherent and comprehensive EU foreign and security policy towards the region, and the Weimar Triangle formula should be one of its pillars

For this reason, one should develop a coherent and comprehensive EU foreign and security policy towards the region, and the Weimar Triangle formula should be one of its pillars.Celem naukowym artykułu jest zbadanie stosunków państw Trójkąta Weimarskiego ze Zjednoczonymi Emiratami Arabskimi. Dlatego też, autor stawia pytanie badawcze. Czy rola i znaczenie państw Trójkąta Weimarskiego wzrasta w zewnętrznym wymiarze Unii Europejskiej? Na przykładzie Zjednoczonych Emiratów Arabskich w badaniu przyjęto hipotezę. Jest to stwierdzenie, że po Brexicie, państwa Trójkąta Weimarskiego mają szansę zwiększyć swoje znaczenie w działaniach zewnętrznych UE. Oprócz studiów przypadków, w celu zrewidowania hipotezy, autor przeprowadził skrupulatną analizę porównawczą. Ponadto, jako odpowiednie narzędzie do zbadania przedstawionego zagadnienia, przyjęto Teorię Praktyki Międzynarodowej (International Practice Theory). Niniejsze badania empiryczne i jego wyniki są rezultatem ponad dziesięciu lat autora bezpośredniej obserwacji, analiz i uczestniczenia w wielu inicjatywach, zarówno Unii Europejskiej, jak i Zjednoczonych Emiratów Arabskich.
Bliski Wschód dla krajów Trójkąta Weimarskiego jest ważniejszy niż tylko z perspektywy potencjału handlowego. Sytuacja w tym regionie ma również wpływ na Europę i globalną architekturę bezpieczeństwa. Dlatego też, należy rozwijać spójną i kompleksową politykę zagraniczną i bezpieczeństwa UE, wobec tego regionu, a jednym z jej filarów powinna być formuła Trójkąta Weimarskiego
The Significance of the Black Sea Countries of the Three Seas Initiative Relations With the United Arab Emirates
: The Black Sea region has strategic geopolitical importance where the routes of Europe, the Caucasus, Asia, and the Middle East intersect. Ensuring stability and security in the Black Sea area is essential for emerging new security architecture. In search of balance, the challenges are met by the Three Seas Initiative (3SI) and the deepening of strategic relations with the United Arab Emirates. The UAE, anchored in the Euro-Atlantic partnership and with extensive influence, emerges as an interesting strategic partner. When analysing the Three Seas Initiative, it should be noted that the United States of America joined the implementation of 3SI, seeing it as an opportunity to pursue American interests in LNG markets, and in a broader geopolitical dimension, combining this initiative with projects in the Middle East. This research paper is the first to analyse the foreign and security policy of the two Black Sea countries, Bulgaria, and Romania that participate in the Three Seas Initiative, from the geostrategic perspective and relations with the United Arab Emirates. The research work is based on empirical research, and the results of which are largely derived from 10 years of direct observation, as well as the participation of the author of the article in many initiatives related to cooperation between all 3SI countries with the United Arab Emirates, among others as an Ambassador, Senior Advisor at Dubai Expo 2020
The Three Seas Initiative and the Graz Triangle Relations Towards the United Arab Emirates
The presented research is the first such study on Austria, Croatia, Slovenia (Graz Triangle) as a part of the Three Seas Initiative from the perspective of the United Arab Emirates. After 2015, when the Three Seas Initiative was initiated, the United Arab Emirates greatly intensified its relations with this geographical area. In this study, the author relied on international practice and role theory, supported by the analytical and empirical case study method. Moreover, the researcher verified the study results through ten-year partici-pation in many processes and phenomena of the investigated area, including as Ambassador, Senior Advisor to Dubai Expo 2020 responsible for strate-gies and dynamizing the Three Seas Initiative countries’ relations with the United Arab Emirates. The obtained findings indicate that the Graz Triangle states have the potential for further relations development with the United Arab Emirates. However, to give its strategic significance, the implementation project should be within a broader formula, i.e., the Three Seas Initiative
