Az adó- és vámhatóság szervezeti kultúrája = Organisational Culture of the Tax and Customs Authority
The author of the study outlines the history of the establishment of the National Tax and Customs Administration and then analyses the organisational culture of the office based on an outline of the hierarchy of the National Tax and Customs Administration. In addition, it attempts to provide insight into the specifics of the integration of the two legal predecessors, and finally addresses some of the communication issues of the organisation. The author aims, on the one hand, to give insight into the functioning of a very specific organisation that performs “law enforcement tasks” and, on the other hand, to briefly document the history of the merger of “civilian” and armed law enforcement agencies.A tanulmány szerzője vázlatosan bemutatja az állami adó- és vámhatóság megalakulásának történetét, majd a Nemzeti Adó- és Vámhivatal (NAV) hierarchiájának felvázolásából kiindulva elemzi a hivatal szervezeti kultúráját. Emellett igyekszik képet adni a két jogelődszervezet integrációjából adódó sajátosságokról is, végül kitér a szervezet kommunikációjának néhány kérdésére is. A szerző célul tűzte ki egyrészt azt, hogy betekintést adjon egy nagyon sajátos, „rendvédelmi feladatokat ellátó” szervezet működésébe, másrészt pedig – ezzel szoros összefüggésben – röviden dokumentálni kívánja a „civil” és fegyveres rendvédelmi szerv összeolvadásának történetét
Úton a közérthetőség felé
A szerző abból a megállapításból indul ki, hogy a hivatali kommunikációban részt vevő felek kölcsönösen érdekeltek a másik fél számára érthető üzenet megfogalmazásában. Ez nem csupán jogszabályok által előírt követelmény; a hatóságok csak akkor képesek jogkövetésre ösztönözni ügyfeleiket, ha azok teljes egészében megértik, illetve pontosan értik, amit a hivatal közölni kíván velük. E cél elérése csak közérthető kommunikáció révén lehetséges. A cikk kitér a közérthetőség meghatározására és arra is, hogy hogyan mérhető egy üzenet közérthetősége. A szerző a világban már az 1950-es évektől elindult közérthetőségi törekvésektől kezdve az európai uniós, illetve a magyarországi projekteket vizsgálja, eljutva a Nemzeti Adó- és Vámhivatal közérthetőségi programjáig, kitérve a fogyatékkal élők vagy a magyar nyelvet valamilyen okból nehezebben értők számára is könnyen érthető kommunikációs üzenetek alkalmazására. A szerző által elemzett egyik legfőbb probléma a jogi szaknyelv azon sajátsága, hogy egyrészt egyszerűen, érthetően kell fogalmazni, ugyanakkor nem szabad feladni a szakmai tartalmat és a színvonalat. Egy napjainkból való esetpélda kapcsán pedig arról is képet kaphatunk, hogyan lehet teljesen érthető mondatokkal félreérthető információkat közölni.The author assumes that the parties involved in official communication have a mutual interest in formulating a message that is understandable to the other party. This is not just a legal requirement; authorities are only able to encourage compliance if their customers fully understand or understand exactly what the authority wants to tell them. This goal can only be achieved through clear communication. The article covers the definition of intelligibility and how to measure the intelligibility of a message. The author examines the European Union and Hungarian projects in the world, starting with the comprehension efforts that started in the world since 1950’s, reaching the comprehensibility program of the National Tax and Customs Administration, including communication messages that are easy to understand for people with disabilities or who have a harder time understanding the Hungarian language. One of the main problems analyzed by the author is the peculiarity of the legal language that, on the one hand, it must be worded simply and clearly, and the professional content and quality must not be given up. In connection with a case study from today, we can also get an idea of how it is possible to communicate ambiguously with completely understandable sentences
Generalisation of Hydrography Networks for a Vario-scale Basemap
The vario-scale concept has proved an alternative for the well known discrete multi-scale solution. However the vario-scale concept is still ongoing research and requires further development e.g. on how to generate better content for vario-scale maps? This research does focus on how to incorporate hydrography networks in the vario-scale solution and how to continuously generalise hydrography networks throughout all scales.The pre-processing of topographic data is adjusted, information on hydrography features that are below another feature is stored and hydrography line features are added. The planar partition created in the pre-processing is used for the creation of the initial topological Generalised Area Partition (tGAP). Hydrography graphs are created by iterating over all hydrography features in the data structure and storing the hydrography features as objects and the connection between two neighbouring hydrography features as links. Based on the links between objects the connected components, in this case the hydrography networks are created. There can be multiple hydrography networks in one data set, which are used for the decisions made in the generalisation process. The proposed improvements and decisions for hydrography features do result in meaningful hydrography networks throughout all scales and are an improvement to the vario-scale approach without these improvements and decisions.Geomatic
Egy kommunikációs csatorna reneszánsza: Az újra 'feltalált' telefon
A telefont mint kommunikációs eszközt napjainkban – az online kommunikáció térhódítása miatt – egyre ritkábban használjuk. Ezt a folyamatot lassította a Covid19 világjárvány, aminek következtében a közvetlen emberi kommunikáció egy része az online térbe, másik része a telefonkagylókba szorult vissza. A szerző ennek kapcsán arra törekszik tanulmányában, hogy röviden összefoglalja a telefonbeszélgetés kommunikációs ismérveit, elsősorban a telefon közigazgatási és rendészeti közlésfolyamatban játszott szerepére fókuszálva.The telephone as a means of communication is used less and less these days – due to the rise of online communication. This process was slowed down by the Covid19 pandemic, as a result of which a part of direct human communication was relegated to the online space and another part to telephone receivers. In this regard, the author endeavors in his study to briefly summarize the communication characteristics of a telephone conversation, focusing primarily on the role played by the telephone in the communication process of public administration and law enforcement
An Analysis of Kirlian Electrophotography
The objective of this research effort was to investigate the process of Kirlian electrophotography with respect to the physical processes which occur during the exposure, and the electrical parameters of the exposing device. This project was not intended to discuss what possible parapsychological phenomina are revealed by Kirlian electrophotography, or it\u27s possible applications. The following is a list of conclusions which were drawn from the experimentation. 1) The Kirlian image is a result of a complex process known as field emission of conducting objects under an applied high voltage AC field. Furthermore, it is the belief of the author that this is the only process which contributes to the formation of the photographic image. The process of field emission is mainly a function of the local (microscopic) electric field strength. 2) Field emission will occur only with materials with sufficient free electrons which can he liberated from the object\u27s surface. Metals, and living systems such as human and plant tissue are the only materials known which meet this criterion. Semiconductors were not tried. 3) For the apparatus used, the only electrical parameters which make a signifigant contribution to the subjective quality of images of living systems when compared to experimental error are the applied voltage and the pulse envelope repetition rate. Furthermore, there appears to exist a linear relationship between the pulse envelope repetition rate and this quality factor. The relationship between voltage and quality is much more complex, and has an optimum value of approximately 22 Kilovolts peak-to-peak
Parallel creation of vario-scale data structures for large datasets
Processing massive datasets which are not fitting in the main memory of computer is challenging. This is especially true in the case of map generalization, where the relationships between (nearby) features in the map must be considered. In our case, an automated map generalization process runs offline to produce a dataset suitable for visualizing at arbitrary map scale (vario-scale) and efficiently enabling smooth zoom user interactions over the web. Our solution to be able to generalize such large vector datasets is based on the idea of subdividing the workload according to the Fieldtree organization: a multi-level structure of space. It subdivides space regularly into fields (grid cells), at every level with shifted origin. Only features completely fitting within a field are processed. Due to the Fieldtree organization, features on the boundary at a given level will be contained completely in one of the fields of the higher levels. Every field that resides at the same level in the Fieldtree can be processed in parallel, which is advantageous for processing on multicore computer systems. We have tested our method with datasets with upto 880 thousand objects on a machine with 16 cores, resulting in a decrease of runtime with a factor 27 compared to a single sequential process run. Large scale road network generalization for vario-scale map
The classical approach for road network generalization consists of producing multiple maps, for a different scale or purpose, from a single detailed data source and quite often roads are represented by line objects. Our target is the generalization of a road network for the whole scale range from large scale, where roads are represented as area objects, to mid and small scales, where roads are represented as line objects. Crucial in our approach is that we use the specific data structure where for all map objects a range of valid map scales is stored. Instead of targeting predefined discrete map scales, we offer a whole range of map scales (where the process of map generalization was captured for). So far the structure has been used exclusively for area features. The exception to this was recent research where line feature (roads) have been included in the implementation for the first time. However, this was applied to smaller scales only. Therefore in this paper we will address the first part of the process, the generalization of large scale road objects, when (road) features change there representation from areal to linear segment. In our suggested gradual approach this representation change may happen at different ‘scale’ moments for individual roads (even of the same road element), in contrast to current practices. Plan estratégico de comunicación interna para el colegio agustiniano suba de la orden de agustinos recoletos
Este trabajo de investigación se plantea gracias a que la autora como estudiante egresada de bachillerato del Colegio Agustiniano Suba, promoción 2011, después de realizar sus estudios profesionales en la Universidad Santo Tomas, como estudiante Comunicación Social para la Paz, planteara a las directivas de la institución la importancia de la evaluación de los flujos de comunicación internos para lograr un mejoramiento en la percepción de las audiencias y públicos tanto internos como externos.
Gracias al diagnóstico comunicativo realizado, a través de la observación participante, entrevistas, diarios de campo, análisis de herramientas y medios de comunicación implementados en la institución, se logró estableces cual era la falencia fundamental con la contaba el colegio. A partir de esta primera fase analítica, se propone la implementación de un Plan Estratégico de Comunicaciones que logre satisfacer las necesidades de las directivas y públicos inmersos en los procesos comunicativos de la institución. Este Plan Estratégico de Comunicaciones PECO, se analiza desde antecedentes establecidos en otras instituciones como la Universidad Javeriana, conceptualizando elementos de investigación con autores como Jean Jacques Lambin, Nicolás Seisdedos, entre otros.
Teniendo en cuenta que el objetivo principal de este trabajo es mejorar los procesos internos de comunicación en todas las audiencias, la elaboración de planes y estrategias de comunicación se centró en dar solución a debilidades diagnosticadas a través del Plan Estratégico de Comunicaciones - PECO, soluciones tales como el reforzamiento de la identidad institucional en los públicos internos y externo, utilización de medios corporativas como herramientas efectivas de transmisión de información y la evaluación de proyectos que ayuden a la institución a reforzar procesos internos de valores y filosofía institucional.This research work arises thanks to the fact that the author as a high school graduate of the Agustiniano Suba College, class of 2011, after completing her professional studies at the Santo Tomas University, as a student of Social Communication for Peace, raised the directives of the institution the importance of evaluating internal communication flows to achieve an improvement in the perception of both internal and external audiences and audiences.
Thanks to the communicative diagnosis carried out, through participant observation, interviews, field diaries, analysis of tools and means of communication implemented in the institution, it was possible to establish what the fundamental flaw was with the school. From this first analytical phase, the implementation of a Strategic Communications Plan is proposed that manages to satisfy the needs of managers and audiences immersed in the institution's communication processes. This Strategic Communications Plan PECO, is analyzed from antecedents established in other institutions such as the Javeriana University, conceptualizing research elements with authors such as Jean Jacques Lambin, Nicolás Seisdedos, among others.
Taking into account that the main objective of this work is to improve the internal communication processes in all audiences, the development of communication plans and strategies focused on providing solutions to weaknesses diagnosed through the Strategic Communications Plan - PECO, such solutions such as the reinforcement of institutional identity in internal and external audiences, the use of corporate media as effective tools for the transmission of information, and the evaluation of projects that help the institution to reinforce internal processes of institutional values and philosophy.Comunicador SocialPregrad
