    Factors influencing access to electronic government information and e-government adoption in selected districts of Tanzania

    E-government is a means of improving provision of government information and services to citizens. The aim of this study was to investigate the current situation and factors influencing access of e-government information and e-government adoption in Tanzania. A triangulation approach for data gathering was adopted. Specifically, a semi-structured questionnaire was used to collect data from 448 respondents. In addition, interviews involving five policy makers were conducted to complement the questionnaire survey. Factor analyses were performed and multiple linear regression analyses were carried out to assess the relationships between variables. The findings revealed that, the current state of e-government in the selected districts of Tanzania is characterized by web presence stage. Various enhancing factors and challenges for e-government were noted in this study. The enhancing factors include necessary knowledge, necessary resources, awareness, confidence to use the website, availability and reliability of internet connections, positive incentives that have resulted from using the internet to search for government information, and getting information on demand. Other enhancing factors are guidance for internet use, possession of ICTs, availability of up-to-date information in the website, education, income and social influence. There are some e-government adoption barriers that include worrying about security and privacy of information, lack of support from the government, unreliable power supply, inaccessibility of internet services due to geographical locations, and people not getting as much information about the services as possible. Other barriers are system quality, cultural barriers, age, and information content produced in English, which is a language that the majority do not understand. The study has implications for policy makers and to e-government project teams. Policy makers should consider e-government adoption barriers in order to formulate policies of eliminating them.     Exploring ICT Integration in Teaching Practices at Vikenge Primary School in Tanzania: Challenges and Opportunities

    This paper focuses on how Information and Communications Technology (ICT) has been implemented in Vikenge Primary School in Tanzania with a view of ascertaining the current practice, areas of concern and possibilities for change. The study adopted a case study research approach. Purposeful sample of 11 teachers was interviewed for a deeper understanding of ICT integration. Data was obtained through lesson observation and semi structured interviews.  The thematic analysis method was used to analyze the data. Outcomes demonstrated that ICT use is almost negligible now as there are no computers, no internet connection, and lack of proper training of teachers. However, the participants recognized areas that needed improvement in the future, particularly in the utilization of ICT in the effectiveness of teaching and enhancement of the learner achievements. The study suggests enhanced support for ICT facilities and services, dependable Internet connection, increased professional development in teacher education, and consistent institutional backing. The research results are expected to be useful for stakeholders and VT with the focus on improving ICT implementation in Vikenge Primary School and other similar schools

    Exploring Mobile Phone Usage for Agricultural Inputs Access among Smallholder Farmers in Mpwapwa District, Tanzania: Demographic Factors, Access Methods, and Challenges

    This study investigates how smallholder farmers in Mpwapwa District, Tanzania, utilize mobile phones to access crucial agricultural input information. The study was grounded on theory of reasoned action (TRA) and gratification theory (UGT). Utilizing a case study design with a quantitative approach, data were collected from 384 participants through structured surveys. The data collected were analyzed using the Statistical Package for Social Sciences (SPSS).The findings reveal significant demographic influences on mobile phone usage, particularly highlighting the active participation of the 19–39 age groups in seeking agricultural information. Various methods employed by farmers to access farm input information were assessed, demonstrating a reliance on mobile technology despite existing challenges. These challenges include knowledge gaps, financial constraints, and limited technical skills, which impede effective usage. The study emphasizes the importance of targeted interventions to enhance mobile technology adoption among farmers. Recommendations are provided to optimize mobile phone use, aiming to improve farmers\u27 access to essential agricultural inputs and ultimately enhance productivity

    The Influence of the National E-Procurement System on Employees’ Performance in Selected Public Institutions in Tanzania

    This study evaluates how the Tanzania National E-Procurement System (TANePS) affects worker productivity in a country’s public institutions. The Government Procurement Services Agency (GPSA) and the Public Procurement Regulatory Authority (PPRA) were the two organizations where the study specifically investigated the adoption of TANePS and its impact on employee performance. With 200 employees from the chosen institutions participating in the sttudy’s self-administered questionnaire survey, 66 percent of the respondents responded. According to the study, 84% of the respondents frequently used TANePS for e-tendering and e-payment, but only a small percentage utilized it for user registration and e-contract administration. While internal resistance negatively impacted management policies and system adoption, good software design and IT readiness promoted TANePS deployment. The introduction of TANePS was successful due to supportive policies and IT, increased performance, and enhanced procurement efficiency

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
