Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
A Proposed Method for Urban Conservation Practices in Planning Process of Turkey

This process is realized through conservation-oriented development plans. The principles regarding the preparation of this zoning plans in Turkey are set out in Law No. 2863. Law No. 2863, which come into force in 1983, is an important regulation for the conservation of historical areas in Turkey through zoning plans. Until this year, historical areas were planned together with their surroundings. With Law No. 2863, historical areas were planned separately from their surroundings in order to better understand the building typology and to enable interdisciplinary work. In the new process, the planning team includes different experts such as art historians, restorer architects, archaeologists and sociologists. The fact that zoning plans defined as "conservation-oriented" treat historical areas separately from their surroundings was initially considered a positive motivation for conservation. However, these plans have been criticized for failing to ensure the integrity of historic areas with their surroundings. Another problem is the perception that there is no need for sensitivity to conservation with respect to other plans. In this thesis, the plans produced in the surroundings of historical areas are analyzed in terms of the number of stories and building density values. The main objective is to determine whether the plans are sensitive to the conservation of historical areas or not. The study was conducted on 20 sample areas. According to the results, as the population of the settlement increases, the number of stories and building density values in the zoning plans increase. In other words, conservation sensitivity towards historical areas decreases. As a result, a method proposal has been developed for the way urban conservation practices in Turkey is handled with planning tools, based on the conservation and planning experiences from the establishment of the Republic of Turkey to the present day and the discussions in the literature on the conservation approaches of different countries.Tarihi alanların korunması, insanlığın geçmişten gelen kültürel değerlerini, geleneklerini, sanat eserlerini ve diğer önemli unsurlarını gelecek kuşaklara aktarma ve koruma sürecini ifade eder. Türkiye'de, bu amaçla hazırlanan planlar koruma amaçlı imar planı olarak adlandırılır. Söz konusu planların hazırlanmasına ilişkin esaslar 2863 sayılı Kanun ile belirlenmiştir. 1983 yılında yürürlüğe giren 2863 sayılı kanun, Türkiye'de tarihi alanların imar planları ile ele alınma biçiminde önemli bir değişim noktası oluşturmuştur. Bu yıla kadar çevresi ile bütüncül olarak planlanan tarihi alanlar, çevresinden ayrı, yapı tipolojisinin daha iyi anlaşılması ve disiplinler arası çalışmaya olanak sağlanması amacıyla, sanat tarihçisi, restoratör mimar, arkeolog, sosyolog gibi farklı meslek alanlarından oluşan planlama ekipleri tarafından ele alınmıştır. "Koruma amaçlı" olarak tanımlanan imar planlarının, tarihi alanları çevresinden ayırarak hazırlanması başlangıçta koruma adına olumlu bir adım olarak görülmüştür. Ancak, zamanla bu yaklaşım, tarihi alanların çevresi ile bütünlüğünün yok olmasına yol açtığı konusunda eleştirilmiştir. Bu eleştirinin temelinde, "koruma amaçlı" olarak nitelendirilmeyen imar Bu tez çalışması ile tarihi alanların yakın çevresinde üretilen planların, kat sayısı ve yapı yoğunluğu değeri gibi ölçülebilir özellikler bakımından tarihi alanlara karşı koruma hassasiyeti taşıyıp taşımadığı incelenmiştir. 20 örnek alan üzerinde yapılan incelemelere göre kentsel sit alanının içerisinde bulunduğu yerleşimin nüfusu arttıkça imar planlarındaki kat sayısı ve yapı yoğunluk değerlerinin arttığı, başka bir ifade ile tarihi alanların korunmasına yönelik hassasiyetin azaldığı tespit edilmiştir. Elde edilen tespitlerden hareketle, Türkiye Cumhuriyeti'nin kuruluşundan günümüze kadar olan koruma ve planlama tecrübeleri ile farklı ülkelerin koruma yaklaşımlarına dair literatürdeki tartışmaları temel alan değerlendirmelere göre Türkiye'de kentsel koruma eyleminin planlama araçları ile ele alınma biçimine yönelik bir yöntem önerisi geliştirilmiştir
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
An evaluation of the effects of Law no. 7181 on urban planning, with a focus on municipal service areas in Konya: 7181 sayılı Kanun’un imar planları üzerindeki etkileri: belediye hizmet alanları özelinde bir değerlendirme, Konya örneği
In Turkey, the Development Contribution Share (DCS), used to provide public areas, has significant changes with the enactment of Law No. 7181. With this amendment, the DCS rate has been increased, its scope has been expanded, and municipal service areas (MSA) have been included within the scope of DCS. The fact that the capital of MSA’s can be partially privatized has initiated a new era in the financing of public areas but has also opened up a debate about the balance between public interest and private interests. This situation has the potential to both affect the quality of public services and lead to new debates about property rights. This study examines the impact of Law No. 7181 on zoning plans regarding the use decisions of MSAs. Within the context of identifying the stated situation, the effects of Law No. 7181 on zoning plans regarding municipal service areas have been examined in the zoning plan revisions of Akşehir, Altınekin, Yunak, Güneysınır, Ilgın, and Doğanhisar districts of Konya. It has been determined that in the approved zoning plan revisions, there has been a significant increase in the number of municipal service areas (MSA) and the per capita MSA area. However, despite the fact that a significant portion of the MSAs determined in the old zoning plan is not currently used, it has been revealed that excessive areas have been allocated as MSAs in the zoning plans. This situation has the potential to both affect the quality of public services and lead to new disputes over property rights.

Türkiye'de imar planları ile belirlenen kamusal alanların finansmanın sağlanması amacıyla kullanılan Düzenleme Ortaklık Payı (DOP) uygulaması, 7181 sayılı Kanun ile önemli değişikliklere uğramıştır. Yapılan değişiklikle, DOP oranı artırılmış, kapsamı genişletilmiş ve daha önce kamulaştırma yolu ile edinilen belediye hizmet alanları (BHA) gibi kamusal alanlar bedelsiz karşılanmak üzere DOP kapsamına alınmıştır. BHA'ların sermayesinin kısmen özelleştirilebilir olması, kamusal alanların finansmanında yeni bir dönem başlatmış, ancak kamu yararı ile özel çıkarlar arasındaki dengeyi tartışmaya açmıştır. İfade edilen durumun tespiti açısından 7181 sayılı Kanun'un BHA’lar bakımından imar planlarına olan etkileri Konya ilinde bulunan Akşehir, Altınekin, Yunak, Güneysınır, Ilgın ve Doğanhisar ilçeleri imar planı revizyonlarında incelenmiş, onaylanan imar planı revizyonlarında BHA sayısında ve kişi başına düşen BHA yüzölçümünde belirgin bir artış olduğu tespit edilmiştir. Bununla birlikte eski imar planında belirlenen birçok BHA'nın önemli bir miktarının günümüzde kullanılmamasına rağmen, yeni yapılan imar planlarında gereğinden fazla alanın bu kullanıma ayrıldığı tespit edilmiştir. Bu durum, hem kamu hizmetlerinin kalitesini etkileyebilecek hem de mülkiyet hakları üzerinde yeni tartışmalara yol açabilecek potansiyele sahiptir
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
