Environmental (waste) compliance control systems for UK SMEs
While the ‘environment’ is often perceived as a heavily regulated area of business, in reality, directly-regulated businesses represent a small proportion of the business community. This study aimed to evaluate and outline potential improvements to compliance controls for small and medium-sized enterprises (SMEs), particularly those involved in the waste sector. Forty-four SMEs from England were interviewed/audited between April-September 2008. Using a UK-based system as a case-in-point, the Environment Agency’s (EA) Operational Risk Appraisal (‘Opra’)/Compliance Assessment Report (CAR) system was analysed. Environmental compliance performance indicators and an initial assessment methodology for SMEs were developed. The study showed:• Compliance with permitting legislation was poor in many areas.• Regulatory authorities are either unable/failing to implement their enforcement policies or unable/failing to identify non-compliances due to the infrequency or limited nature of their inspections.• Improvements are needed to the EA Opra/CAR system – control measures are not fully taken into account when calculating risk.Recommendations to improve SME compliance controls include using internationally applicable general and specific compliance and non-compliance performance indicators, re-designing the Opra system and using an initial assessment methodology based on understanding the hazardousness of SME categories, compliance levels and operator competency.<br/

Organisations of all types are significant contributors to international greenhouse gas emissions. The business case for supporting low-carbon practices is gathering pace, alongside the regulatory demands imposed through carbon emission compliance reporting. Despite this, guidance for generating carbon footprints through hybrid environmentally extended input-output analysis is under-developed and under-researched. Higher Education Institutions are key components of education systems across the globe, transcending international borders, socio-political regimes and economic systems. As an internationally significant sector beginning to address climate issues through carbon reduction policies on and off the estate, very few research articles have been published that document emissions arising from all directly and indirectly attributable activities. This study outlines a number of key elements to standardise the organisational carbon footprinting process by reconciling and evaluating the methodological steps in six selected internationally reputable guidelines (published by the Global Reporting Initiative, the Carbon Disclosure Project, the United Kingdom’s Government Department for Environment, Food and Rural Affairs, the Greenhouse Gas Protocol, the International Standardisation Organisation and the Higher Education Funding Council for England). A systematic review is undertaken which relates the four principles of carbon footprinting (boundary-setting, identification of activities, collecting of data and reporting/verification) to the academic literature. Then, via consultation with university environment managers, a number of recommendations are made to address and improve i) the potential to avoid double-counting, ii) the financial and resource cost of carbon footprinting and iii) the reliability and comparability of data compiled by institutions. We introduce a methodology for a universal, standardised footprinting standard for higher education (that could also apply to all organisations regardless of sector or region) with cut-off criteria that excludes paid-for products and services typically included in the ‘Scope 3’ proportion of the footprint. In proposing this methodology, carbon footprinting is made more applicable to higher education institutions (since existing standards are designed for generality and for profit-driven organisations) and the practical issues, associated with externally owned data and non-expert staff, are broadly overcome.</span
Zirconocene mediated synthesis of nitrogen heterocycles
4-Aza-1,7-octa-dienes, -enynes, ynenes and -diynes have been cyclised using Cp2Ar-(1-butene). The resultant 3-aza-8-zirconabicyclo[4.3.0]non-anes,-6-enes, -9-enes and -6,9-dienes were quenched with either MeOH, I2 or CO to generate a range of products containing a 3,4-disubstituted piperidine structure. Where the bicyclisation resulted in a mixture of diastereomers, the effects of temperature on the ratio of the two zirconabicycles was studied. The conjugated exocyclic dienes formed from 4-aza-1,7-octadiynes were reacted with activated dienophiles to yield reduced isoquinolines.New methods have been developed for the bicyclisation of substrates containing hindered alkene and terminal alkyne groups using Cp2Zr(DMAP)2 and Cp2Zr-(C2H4) respectively. The latter reagent was employed in the reductive coupling of but-2-enyl-methyl-(2-methyl-but-3-ynyl)-amine, the key step in our synthesis of (+/-)-tecomanine.2-Aza-7-zirconabicyclo[3.3.0]oct-anes, -5-enes, -8-enes and -5,8-dienes have been prepared by the unprecedented bicyclisation of substrates containing enamine and ynamine functionalities. The latter three complexes have been isolated and characterised using NMR techniques. 'Work-up' of these zirconabicycles with MeOH, Br2, Co and xylylisocyanide generated a range of 2,3-disubstituted pyrrolidines, with the occasional formation of 2o amine by-products.The novel Cp2Zr-(1-butene) mediated bicyclisation of 3-oxo-1,6-heptynenes has been exemplified using two substrates. The resultant complexes were protonated to form 2-alkylidene-3-methyl-tetrahydrofurans in good yield.</p
Combined material flow analysis and life cycle assessment as a support tool for solid waste management decision making
Material flow analysis (MFA) and life cycle assessment (LCA) have both widely been applied to support solid waste management (SWM) decision making. However, they are often applied independently rather than conjointly. This paper presents an approach that combines the MFA and LCA methodologies to evaluate large and complex SWM systems from an environmental perspective. The approach was applied to evaluate the environmental performance, focusing on greenhouse gas (GHG) emissions, of a local authority SWM system and to compare it with alternative systems to assess the potential effectiveness of different waste policy measures. The MFA results suggest that national recycling targets are unlikely to be met even if the assessed policies are implemented optimally. It is likely that for the targets to be met, investigated policies would need to be combined with additional policies that target reductions in waste arisings. The LCA results found landfilling of residual waste to be the dominant source of GHG burdens for the existing system, whilst material reprocessing was found to result in GHG benefits. Overall, each of the alternative systems investigated were found to result in lower GHG impacts compared to the existing system, with the diversion of food waste from the residual waste stream found to be potentially the most effective strategy to reduce GHG emissions. The results of this study demonstrate that the complementary methodologies of MFA and LCA can be used in combination to provide policy and decision makers with valuable information about the environmental performance of SWM system
Personal carbon budgets: a PESTLE review
Personal Carbon Budgets (PCBs) are a radical policy innovation that seek to reduce an individual’s carbon consumption. This review identifies three archetypes of PCBs in the current literature; Personal Carbon Trading, Carbon Tax and Carbon Labelling. We theorised that carbon trading could affect equity and allow quality of life and consumption to be driven by income rather than needs. We, therefore, developed a new model (Personal Carbon Allowance with no trading) to compare to existing archetypes. A PESTLE (Political, Economic, Social, Technological, Legal, Environmental) framework was applied to each archetype to analyse and compare their costs and benefits and to critically evaluate and identify which model may be the most appropriate to reduce emissions severely but equitably. We conclude that the only model that can achieve this is our proposed Personal Carbon Allowance (PCA) model with no trading. PCA has a hard cap on emissions allowing for controllable severe cuts to emissions, and the lack of trading would prohibit those with wealth from continuing high-consumption lifestyles at the expense of those with lower incomes
'Carbon footprinting': towards a universally accepted definition
As the threat of climate change becomes more acute, so does the need for adequate measures of impact(s), management and mitigation. Although carbon footprints are increasingly being used by organizations in the public and private sectors, a number of challenges and questions need to be addressed, not least, what does the term carbon footprint actually mean? The term needs a universally accepted definition before a consistent, accurate, comparable and transferable methodology can be developed. This paper investigates the range of current definitions proposed for a carbon footprint in the context of inventoried emissions, applications, boundaries and limitations. We argue that to only account for CO2 emissions would result in the omission of almost one-quarter of greenhouse gases (GHGs) and a significant gap in their global management, whilst inclusion of all GHGs is very time-consuming and expensive, and should be considered only in system specific life cycle assessment (LCA) based assessments; this requires a separate definition, name and methodology. We suggest that as data collection for CO2 and CH4 emissions is relatively straightforward, these two carbon based gases should be used in the determination of a ‘carbon footprint.’ This should allow the carbon footprint to become a cost-effective, practical and repeatable metric that can be adopted by all types of organizations across the globe as a “baseline” indicator. However, it is likely that a more comprehensive metric will be required in some circumstances and by some organizations, so we also propose further GHG inclusion for full LCA based assessments, where complete data is obtainable it can be used to provide a ‘climate footprint’. This name reflects the addition of non-carbon based gases and encompasses the full range of gases used in the global political community’s response in managing climate change. We conclude by considering lessons learnt with the proposal of sound and pragmatic definition

"I'll take the easiest option please". Carbon reduction preferences of the public
The depth and breadth of the climate crisis is well known, all sectors, industry, government and the individual have the potential to reduce emissions to slow or stop catastrophic climate change. To determine and evaluate the (revealed) preferences of the public in reducing their personal carbon emissions, a conjoint analysis survey, using the PAPRIKA (Potentially All Pairwise RanKings of all possible Alternatives) method, was distributed to the public in a city in the south of England (Southampton). Knowledge of the deep-seated preferences of the public makes a fundamental contribution to future climate actions because it enables publicly acceptable system change to be developed.Results showed the public were unwilling to make large-scale lifestyle changes, even if they would cause large emission reductions. There was a clear preference for making relatively easy, convenient changes to behaviour rather than making more difficult personal lifestyle changes involving diet and transportation. A significant value-action gap is evident, with the public showing high awareness of the seriousness of climate change but showing an unwillingness to make deep cuts to their personal emissions. Demography and personal factors had a relatively low influence over preferences with trends generally staying the same across demographic groups, aside from income brackets. Participants believed that reductions in emissions should come from a ‘group effort’ from all levels of government, business, environmental groups and individuals. Few participants placed themselves as individual drivers of carbon emission reduction. In order to reduce emissions some form of intervention needs to be made, as the public are not personally willing to make large-scale reductions in carbon emissions, regardless of their environmental awareness or demography
Microfabric analysis of Mn-carbonate laminae deposition and Mn-sulfide formation in the Gotland Deep, Baltic Sea
The manganese carbonate deposits of the anoxic Littorina sediments of the Gotland Deep have been commonly related to the periodic renewal of deep water by inflowing saline water from the North Sea. The use of scanning electron microscopy-based techniques allows identification of small-scale sedimentary and geochemical features associated with Mn-carbonate laminae, which has significant implications for models of Mn-carbonate formation. Varves occurring in the Littorina sequence contain up to four laminae that may be placed in a seasonal cycle, and kutnahorite laminae occur within varves only as a winter-early spring deposit. This kutnahorite laminae seasonality is in agreement with the seasonal distribution of major Baltic inflow events recorded in historical records, and a direct causal link between inflows and kutnahorite deposition is implied. Benthic foraminifera tests are found to be heavily encrusted in kutnahorite, implying that benthic recolonization during oxidation events occurs concurrently with kutnahorite formation. The relatively common occurrence of small (50 to 100 ?m) hexagonal ?-Mn-sulfide pseudomorphs, associated with 13% of kutnahorite laminae studied, is reported in Gotland Deep sediments for the first time. Although Mn-sulfide crystals are not usually preserved in the sediment, the discovery of Mn-sulfide pseudomorphs suggests that initial formation of Mn-sulfide in the Gotland Deep may occur much more commonly during the process of kutnahorite formation than previous reports of Mn-sulfide occurrence have implied
