    Pourquoi devrions-nous vous embaucher? On s’attend presque toujours à cette question lorsqu’ on doit passer un entretien d’emploi. Cependant, il n’est pas évident d’établir une réponse standard à cette question. Une formule qui est souvent conseillée est de partager des expériences qui mettent en avant les compétences pertinentes au poste proposé. Pas besoin de préciser que chaque demandeur d’emploi est libre de raconter ce qu’il veut. Les compétences, voici ce qui intéressent principalement les employeurs. Même si un grade éducatif minimal peut être requis pour certaines positions, ce qui importe, c’est d’être à même d’exécuter les tâches associées au poste proposé. Les systèmes éducatifs sont justement constitués de sorte à développer les compétences que les employeurs recherchent. Déterminer si ces compétences ont effectivement été acquises au sortir de ces cycles éducatifs est une autre question. Ma recherche utilise des méthodes d’analyse théorique et empirique, macroéconomique et microéconomique, pour examiner diverses problématiques relatives aux compétences. J’aborde la notion des compétences sous différents angles et dans différents contextes: les compétences productives non observables sur le marché du travail, ainsi que les compétences différenciées entre immigrants et natifs. Cette thèse compile deux essais en économie du travail : l’objectif est de contribuer à comprendre comment les compétences peuvent affecter le bien être des agents économiques, mais aussi leurs choix, que ces compétences soient observables ou non. Le premier chapitre aborde la question de la transparence des compétences productives. Lorsque les compétences productives des demandeurs d’emploi ne sont pas observées par les employeurs, un apprentissage de celles-ci s’opère au fil de l’expérience que l’employé acquiert; ce processus d’apprentissage affecte la mobilité des travailleurs et plus particulièrement les risques de mise à pied auxquels ils font face. Dans le second chapitre, les compétences s’assimilent à des avantages comparatifs. Cette section s’intéresse plus spécifiquement à l’impact de l’entrée d’immigrants sur les finances publiques du pays d’accueil. La conclusion est que les compétences relatives des immigrants constituent le facteur ayant l’impact marginal le plus important.Why should we hire you? This question is almost always expected when going for a job interview. However, it is not obvious to agree on a standard answer to it. One formula that is often recommended is to share experiences that highlight the skills relevant to the position offered. No need to say that each job seeker is free to say what he wants. Skills are what employers are after. Although a minimum educational degree may be required for some positions, what matters is to be able to perform the duties associated with the proposed position. Education systems are built precisely to develop the skills employers are looking for. Determining whether these skills were indeed acquired at the end of these educational studies is another question. My research uses theoretical and empirical, microeconomics and macroeconomics methods of analysis to examine various economic issues related to skills. I approach the notion of skills from different angles and in different contexts: productive skills not observable on the labor market and differentiated skills between immigrants and natives. This thesis compiles two essays in labor economics: the objective is to help understand how skills can affect the well-being of economic agents, but also their choices, whether these skills are observable or not. The first chapter addresses the issue of the transparency of productive skills. Productive skills that are not ex ante observed by employers, are learnt throughout workers’ experience: this learning process affects the mobility of workers and especially the risk of layoff they face. In the second chapter, skills are equated with comparative advantages. This section looks more specifically at the impact of the entry of immigrants on the public finances of the host country. The conclusion is that the relative labor efficiency of immigrants is the factor with the largest marginal impact

    How do disruptions in the mortgage market affect consumption? Empirical evidence from the U.S.

    Cet article documente une forte relation empirique entre l ’offre de crédits hypothécaires et la consommation aux États - Unis au cours de la crise financière de 2008. Les estimations indiquent qu’un choc négatif à l’offre d’hypothèque est associé à une baisse des dépenses de consommation. Nous présentons un modèle stylisé de crédit et de la consommation des ménages, et analysons les implications d’un choc négatif sur l’offre de crédit hypothécaire. Le modèle prédit que les ménages réagissent à un choc négatif d’offre hypothécaire en réduisant leurs dépenses de consommation, surtout s’ils sont confrontés à des contraintes d’emprunt. Empiriquement, suite à une baisse de 1% de l’offre hypothécaire, nous avons constaté que la croissance de la consommation avait été affectée en 2009 et 2010 avec une diminution de 0.051 et de 0.036 point respectivement. Un choc sur le refinancement hypothécaire représente environ 50% de la baisse de la croissance de la consommation. Les ménages à faible revenu sont plus vulnérables et réagissent plus fortement aux chocs défavorables que les ménages à revenu plus élevé.This paper documents a strong empirical relationship between the supply of mortgage loans and consumption in the U.S. during the 2008 financial crisis. The estimates indicate that a negative shock to the supply of mortgage is associated with a decline in the consumption expenses. We present a stylized model of household credit and consumption, and analyse implications of an adverse shock to the mortgage supply. The model predicts that households react to an adverse mortgage shock by cutting consumption expenditures, especially if they are at their borrowing constraints. Empirically, following a one standard deviation decrease in mortgage issuance, we found that the consumption growth was affected in 2009 and 2010 with a decrease of 0.051 and 0.036 percentage point respectively. Mortgage refinance shock accounts for approximately 50% of the decline of in consumption growth. Lowerincome households are more vulnerable and react more strongly to adverse shocks than higher-income households

    Dans ma thèse, je me sers de modèles de recherche solides pour répondre à des questions importantes de politique publique. Mon premier chapitre évalue l’impact causal de l’allégeance partisane (républicain ou démocrate) des gouverneurs américains sur le marché du travail. Dans ce chapitre, je combine les élections des gouverneurs avec les données du March CPS pour les années fiscales 1977 à 2008. En utilisant un modèle de régression par discontinuité, je trouve que les gouverneurs démocrates sont associés à de plus faibles revenus individuels moyens. Je mets en évidence que cela est entrainée par un changement dans la composition de la main-d’oeuvre à la suite d’une augmentation de l’emploi des travailleurs à revenus faibles et moyens. Je trouve que les gouverneurs démocrates provoquent une augmentation de l’emploi des noirs et de leurs heures travaillées. Ces résultats conduisent à une réduction de l’écart salarial entre les travailleurs noir et blanc. Mon deuxième chapitre étudie l’impact causal des fusillades qui se produisent dans les écoles secondaires américaines sur les performances des éléves et les résultats des écoles tels que les effectifs et le nombre d’enseignants recruté, a l’aide d’une stratégie de différence-en-différence. Le chapitre est coécrit avec Dongwoo Kim. Nous constatons que les fusillades dans les écoles réduisent significativement l’effectif des élèves de 9e année, la proportion d’élèves ayant un niveau adéquat en anglais et en mathématiques. Nous examinons aussi l’effet hétérogene des tueries dans les écoles secondaires entre les crimes et les suicides. Nous trouvons que les fusillades de natures criminelles provoquent la diminution du nombre d’inscriptions et de la proportion d’élèves adéquats en anglais et mathématiques. En utilisant des données sur les élèves en Californie, nous confirmons qu’une partie de l’effet sur la performance des élèves provient des étudiants inscrits et ce n’est pas uniquement un effet de composition. Mon troisième chapitre étudie l’impact des cellulaires sur la performance scolaire des élèves. Le chapitre est coécrit avec Richard Murphy. Dans ce chapitre, nous combinons une base de données unique contenant les politiques de téléphonie mobile des écoles obtenues à partir d’une enquète auprès des écoles dans quatre villes en Angleterre avec des données administratives sur la performance scolaire des éleves. Nous étudions ainsi l’impact de l’introduction d’une interdiction de téléphonie mobile sur le rendement des éleves. Nos résultats indiquent qu’il y a une augmentation du rendement des éleves après l’instauration de l’interdiction des cellulaires à l’école, ce qui suggère que les téléphones mobiles sont sources de distraction pour l’apprentissage et l’introduction d’une interdiction à l’école limite ce problème.In my thesis, I use compelling research designs to address important public policy issues. My first chapter estimates the causal impact of the party allegiance (Republican or Democratic) of U.S. governors on labor market outcomes. I match gubernatorial elections with March CPS data for income years 1977 to 2008. Using a regression discontinuity design, I find that Democratic governors are associated with lower average individual earnings. I provide evidence that this is driven by a change in workforce composition following an expansion in employment of workers with low and medium earnings. I also find that Democratic governors cause a reduction in the racial earnings gap between black and white workers through an increase in the annual hours worked by blacks relative to whites. My second chapter analyze how shootings in high schools affect schools and students using data from shooting databases, school report cards, and the Common Core of Data. The chapter is co-written with Dongwoo Kim. We examine schools’ test scores, enrollment, and number of teachers, as well as graduation, attendance, and suspension rates at schools that experienced a shooting, employing a difference-in-differences strategy that uses other high schools in the same district as the comparison group. Our findings suggest that homicidal shootings significantly decrease the enrollment of students in Grade 9, and reduce test scores in math and English. We find no statistically significant effect for suicidal shootings on any outcome variables of interest. Using student-level data from California, we confirm that some of the effects on student performance occur as a result of students remaining enrolled and not only due to changes in student body composition. My third chapter investigates the impact of school mobile phone policy on student performance. The chapter is co-written with Richard Murphy. Combining a unique dataset on autonomous mobile phone policies from a survey of schools in four cities in England with administrative data, we investigate the impact of imposing a mobile phone ban on student performance. Our results indicate an improvement in student results after a school bans the use of mobile phones; this suggests that mobile phones distract learning and imposing a ban limits this problem

Les deux premiers s'intéressent à l'évaluation, par des méthodes d'estimations, de l'effet causal ou de l'effet d'un traitement, dans un environnement riche en données. Plus précisément dans ce chapitre j'évalue l'effet de la spécialisation au secondaire sur le choix de filière à l'université et la performance. Dans le premier chapitre, j'étudie l'estimation efficace d'un paramètre de dimension finie dans un modèle linéaire où le nombre d'instruments peut être très grand ou infini. L'utilisation d'un grand nombre de conditions de moments améliore l'efficacité asymptotique des estimateurs par variables instrumentales, mais accroit le biais. Je propose une version régularisée de l'estimateur LIML basée sur trois méthodes de régularisations différentes, Tikhonov, Landweber Fridman, et composantes principales, qui réduisent le biais. Le deuxième chapitre étend les travaux précédents, en permettant la présence d'un grand nombre d'instruments faibles. Le problème des instruments faibles est la consequence d'un très faible paramètre de concentration. Afin d'augmenter la taille du paramètre de concentration, je propose d'augmenter le nombre d'instruments. Je montre par la suite que les estimateurs 2SLS et LIML régularisés sont convergents et asymptotiquement normaux. Le troisième chapitre de cette thèse analyse l'effet de la spécialisation au secondaire sur le choix de filière à l'université. En utilisant des données américaines, j'évalue la relation entre la performance à l'université et les différents types de cours suivis pendant les études secondaires. Les résultats suggèrent que les étudiants choisissent les filières dans lesquelles ils ont acquis plus de compétences au secondaire. Cependant, on a une relation en U entre la diversification et la performance à l'université, suggérant une tension entre la spécialisation et la diversification. Le compromis sous-jacent est évalué par l'estimation d'un modèle structurel de l'acquisition du capital humain au secondaire et de choix de filière. Des analyses contrefactuelles impliquent qu'un cours de plus en matière quantitative augmente les inscriptions dans les filières scientifiques et technologiques de 4 points de pourcentage.This these is organized in three chapter; the first two chapters are in Econometrics and the third in labor Economics. I investigate how to establish causal effect or treatment effect in high dimensional setting using regularization techniques. The last chapter of this thesis focuses on the outcomes associated with general and specific education. In particular I study the effect of specialization in high school on college major choice and performance in college. In the first chapter, entitled \textquotedblleft Regularized LIML for many instruments \textquotedblright (joint with Marine Carrasco), I consider the efficient estimation of a finite dimensional parameter in a linear model where the number of potential instruments is very large or infinite. The use of many moment conditions improves the asymptotic efficiency of the instrumental variables estimators. I propose regularized a versions of the limited information maximum likelihood (LIML) based on three different regularizations: Tikhonov, Landweber Fridman, and principal components. The second chapter, entitled \textquotedblleft Efficient estimation with many weak instruments using regularization techniques \textquotedblright, (Joint with Marine Carrasco), extends the previous works, to allow for the presence of a large number of weak instruments or weak identification. The problem of weak instruments is due to a very small concentration parameter. To boost the concentration parameter, I propose to increase the number of instruments to a large number or even up to a continuum. I show that normalized regularized 2SLS and LIML are consistent and asymptotically normally distributed. The third chapter of this thesis is entitled \textquotedblleft High school human capital portfolio and college outcomes" investigates the trade-off between acquiring specialized skills, in high school, which will be useful for a particular college major and acquiring a package of skills that diversifies risk across majors. Using the 1980 High School and Beyond (HS\&B) survey, I study the empirical relationship between college performance and different types of courses taken during formal high school education. This panel shows that students sort into majors according to the subject in which they acquired more skills. However, I find a U-shaped relation between diversification and college performance, suggesting a trad-off between specialization and diversification. The underlying trade-off is assessed by estimating a structural model of high school human capital acquisition and college major choice. Policies experiments suggest that one more high school quantitative course increases enrollment in Science Technology Engineering, and Math (STEM) majors by 4 points percentage
