Koordination raumwirksamer Politik - einleitende Einführung in die Beiträge des ARL-Arbeitskreises
Risiken in Umwelt und Technik: Vorsorge durch Raumplanung
Umwelt- und Technikrisiken sind wie andere Erscheinungsformen von Erwartungsunsicherheit allgegenwärtig. Sie können beeinflusst, aber nicht abgeschafft werden. Die Einflussnahme beruht zum einen auf Vorsorge, zum anderen auf der Bereitschaft von Menschen, risikoreiche Aktivitäten zu wagen. Unabhängig davon, ob - wie im Fall von Technikrisiken - der Schaden primär anthropogen bedingt ist oder wie bei bestimmten Umweltrisiken davon unabhängig sein kann, verbindet sich mit beiden Fällen immer ein spezifisches Abwägungs- und Bewertungsproblem. Individuell wie auch kollektiv entschiedene rationale Risikopolitik wird diskutiert und als Grundlage für Vorsorge durch Raumplanung dargestellt. Abschließend werden regionalisierte und föderalistische Entscheidungsstrukturen und mögliche mit ihnen verbundene Anreizsysteme erörtert und mit wichtigen Voraussetzungen dargestellt. Der Beitrag mündet in Empfehlungen an die Raumordnung zur besseren Wahrnehmung ihrer Präventionsaufgaben.Similarly to other manifestations of uncertainty with regard to expectations, environmental and technological risks are ever-present. They can be influenced but not eliminated. The exertion of influence relates firstly to precautionary action and secondly to people’s readiness to tackle high-risk activities. Irrespective of whether – as in the case of technological risks – the damage is primarily human-caused or, as in the case of certain environmental risks, it may be unrelated, both cases are always linked to the specific problem regarding weighing up and evaluation. Rational risk policy made both individually and collectively is discussed and illustrated as a basis for precautionary action through spatial planning. Finally, regionalised and federal decision-making structures and possible associated incentive systems are discussed and set out with important prerequisites. The article leads into recommendations relating to spatial planning to improve awareness of preventative duties
Koordination der Europäischen Kohäsionspolitik in der Förderperiode 2014-2020 - zu den Kommissionsvorschlägen für einen Gemeinsamen Strategischen Rahmen der Europäischen Struktur- und Innovationsfonds
"Die ESI-Fonds sollen nach den Vorstellungen der EU-Kommission in der inzwischen angelaufenen Förderperiode entlang der gemeinsamen Zielsetzung von innovativem, nachhaltigem und integrativem Wachstum (EU-2020-Strategie) koordiniert werden. Die EU-Kommission hat dazu Verordnungsentwürfe und einen Gemeinsamen Strategischen Rahmen vorgelegt. Grundsätzlich kann bei den ESI-Fonds von einer horizontalen und vertikalen Interdependenz ausgegangen werden. Das damit verbundene horizontale Koordinationsanliegen entlang gemeinsamer Ziele für die ESI-Fonds ist insofern über weite Strecken nachvollziehbar. Trotzdem ist die horizontale Koordination unzureichend. Dies liegt daran, dass die Vorschläge der EU-Kommission sich vor allem darauf konzentrieren, in die Fachpolitik (EFRE, ELER, ESF) zusätzliche Ziele zu inkorporieren, die oft nicht zum Kernanliegen der Fonds zählen. Offen und eher unbestimmt bleibt hingegen, wie Winwin-Konstellationen für die beteiligten Fonds generiert, Zielkonkurrenz vermieden und unterschiedliche Anliegen miteinander kompatibel verfolgt werden können. Die vertikale Koordination beruht, wie schon in den früheren Förderperioden, auf einem Vollzugsföderalismus. Allerdings werden die Spielräume der Mitgliedsstaaten bei der Implementierung der Programme in Zukunft noch geringer ausfallen, obwohl der Zentralismus nicht mit Spillovereffekten im Zuge eines nicht harmonisierten Vorgehens legitimiert werden kann. Insofern sind Wettbewerb auf Mitgliedsstaatenebene, Dezentralisierung und Verzicht auf Harmonisierung wünschenswert. Kurzfristig wäre es für die kommende Förderperiode sinnvoll, die Forcierung der Zentralisierung zurückzunehmen und die horizontale Koordination zu verbessern. Langfristig könnten die ESI-Fonds und der Kohäsionsfonds in einen zweckgebundenen Wachstumsfonds überführt werden, der den Aufholprozess der entwicklungsschwachen Regionen finanziert." (Autorenreferat)"Policy dependencies between the EU-Structural Funds are caused by target and instrument dependencies, overlapping geographical areas of policy interventions and shared responsibilities between the EU and their member states. The EU-Commission proposal for a Common Strategic Framework for the period 2014–2020 deals with these dependencies. A set of rules which apply to all EU-Structural Funds will co-ordinate the cohesion policy in the EU and their member states. Regarding the co-ordination between the EU and the member states, the proposal continues the recent policy of centralisation at the European level. However, in terms of fiscal federalism this centralisation is not reasonable. Cohesion policy should improve economic, social and territorial cohesion and support the Europe 2020 targets (smart, sustainable and inclusive growth). Co-ordination along the EU-2020 objectives fails because the essential objectives of each fund are only partly in line with EU-2020 targets. Moreover, the Commission’s proposal overloads the funds with additional targets and objectives. Beside the specific objectives of each fund the proposal creates additional eleven thematic objectives and horizontal objectives. This increases the complexity and makes cohesion policy even more intransparent. In particular, additional objectives concerning support for gender equality, climate change policy and reinforcement of the social dimension lead to additional trade-offs and turns the Structural and Investment Funds away from their essential objectives. In the short run decentralisation and a concentration of essential objectives and interdependencies could lead to a more coherent and co-ordinated cohesion policy. In the long run cohesion policy at the EU level could be simplified in a way that only one growth fund finances infrastructure and education investments for the less developed member states." Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
