No full textThese biennial reports are summaries of the activities of this agency. They were extracted from a series of Kansas agency reports covering over 100 state agencies and institutions bound together for each biennium., 1959/1960 - 1979/1980.
The Kansas State Soil Conservation Committee was established in 1937.
The State Soil Conservation Committee became the Kansas State Conservation Commission on July 1, 1972.
Collection contains reports for both agencies.The State Soil Conservation Committee (State Conservation Commission as of July 1, 1972) was created as an agency of the state to administer the State Soil Conservation District Law as enacted by the legislature in 1937. The law states that this Commission shall provide for the conservation of the soil, water and related resources of the state through the establishment of soil conservation districts, each district to be governed by a board of five supervisors. The State Commission is responsible for the subsequent election and appointment of soil conservation district governing bodies known as district supervisors. By 1954, a county-wide soil conservation district had been organized in each of the 105 counties. The special session of the legislature of 1958 provided that the State Conservation Commission should furnish assistance in the promotion, organization, development, and operations of watershed development in the small watersheds in Kansas and appropriated funds for this purpose. As each district was organized, the State Conservation Commission had the continuing responsibility of servicing and furnishing administrative guidance to these districts to carry out their job of getting soil conservation on the land; to keep districts informed of the activities and experiences of all other districts; co-ordinate the programs of the several districts organized under state law so far as this may be done by advice and consultation; to secure the co-operation and assistance of agencies of the federal government and agencies of state government to help the district boards carry out a conservation program on the farms in their respective districts; and to disseminate information throughout the state concerning the activities and programs of the Soil Conservation Districts. The overall goals of the Commission are to assist the conservation districts in the promotion and development of an efficient soil and water conservation program for Kansas; to assist the watershed districts with their flood control and water supply programs, all of which are designed to protect, conserve and enhance the natural resources of the state; and to utilize all available assistance in watershed protection and flood prevention as provided by the United States Department of Agriculture
