A sixth division, Operations, ensures that the others have the necessary resources to provide high-quality services.Pursuant to Executive Reorganization Order No. 30 dated February 10, 2003 ("ERO 30"), and 2003 Kansas Senate Bill No. 285, the Division of Housing of the Kansas Department of Commerce and Housing (the "KDoCH Division of Housing") was transferred from the Kansas Department of Commerce and Housing to Kansas Development Finance Authority (KDFA), effective July 1, 2003 to be organized in accordance with the KDFA Act. Kansas Housing Resources Corporation (KHRC) was incorporated, effective July 1, 2003, by the Kansas Development Finance Authority (KDFA) to be a subsidiary of KDFA pursuant to K.S.A. 74-8904(v)

North, Interim Secretary, Kansas Department of Commerce."I would like to offer comments on STAR Bonds and Senate Bill 434. ... The language modifies and limits the definition of"project costs" to those costs necessary to implement the tourist attraction component of a project. ... Bill adds a prohibition against using STAR Bonds to pay for ingress and egress roads to the tourist attraction. ... Places significant restrictions on the types of retail in a District. ... Caps the state's investment in a STAR Bond project dependent on the amount of local investment. ... The impact of all of these proposed changes could be significant as many of the pending projects listed above are nearing completion. ... In order to clarify legislative intent, it is suggested the references to the term "approved" be fully defined and clarify if the language is applicable to existing projects.
