Secret Negotiations of Kale-I Sultaniye Treaty
By the Kale-i Sultaniye agreement, which was signed by the Ottoman Empire and Britain in 5 January 1809, Sublime Porte began to colloborate with the Britain, while she was putting political distance between her and France. However, this radical change didn’t occure instantly, on the contrary it was the result of secret talks which were held in 1807, by the new allies. In This study, the negotiations which were mentioned above, will be examine and the backround of the changes in the foreign policy of the Sublime Porte, after the Kale-i Sultaniye agreement will be tried to be reflected5 Ocak 1809’da İngiltere ile Osmanlı Devleti arasında imzalanan Kale-i Sultaniye anlaşması ile Babıâli Fransa ile arasına politik anlamda mesafe koyarken İngiltere ile işbirliği yapmaya başladı. Ancak bu köklü değişim bir anda gerçekleşmemiş, bilakis 1807’de Osmanlı devleti ve İngiltere arasında yapılan gizli görüşmeler sonucunda meydan gelmiştir. Bu çalışmada söz konusu görüşmeler ele alınacak ve Babıâli’nin dış politikasında yaşanan bu değişimin arka planı verilmeye çalışılacaktı
INL reconstruction of A/D converters via parametric spectral estimation
The work presented in this paper builds on previous research done by the authors detailing a novel procedure for obtaining a very fast measurement of the integral nonlinearity of an ADC. The core of the method is the parametric spectral estimation of the ADC output; the static characteristic is subsequently reconstructed as a sum of Chebyshev polynomials, in accordance with a previously developed procedure. The method allows one to test an ADC with sinusoids of any reasonable amplitude (even a slight overdrive is allowed), frequency (no synchronization is needed) and phase (which is digitally compensated). This approach is less accurate than the histogram test but incomparably faster (about 8000 samples are sufficient regardless of the ADC resolution)

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Measuring dynamic nonlinearity of A/D converters via spectral methods
In this paper an extension of a previously developed and well-proven technique for the estimate of the INL of an ADC via spectral analysis methods is presented and discussed. Until now the authors applied this technique only to estimate the static INL, but further in-depth analyses show that it can be used to measure the ADC response to a sine wave even if the dynamic nonlinearity cannot be neglected (i.e. when the frequency of the input signal is higher than a given limit). To prove the validity of the method the authors compare their results with those obtained by the time-consuming but certainly accurate method, i.e. direct comparison of the average of many output records with the input sine wave
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Frequency Domain Analysis for Dynamic Nonlinearity Measurement in A/D Converters
The paper discusses the problem of measuring the dynamic systematic error, or the dynamic input-output characteristic, of an analog-to-digital converter stimulated by a sinusoidal input. First of all it is shown that the statistical methods, although widely used, yield misleading results in dynamic conditions, i.e. when the converter characteristic presents hysteresis. Secondly, the paper presents a modified version of a frequency-domain method (Chebyshev test), previously developed by the authors for testing static devices. Both simulation and experimental results show that the Chebyshev test for dynamic nonlinearities is a very fast way to measure the input-output characteristic of an ADC affected by hysteresis error
