The usage of social media in public institutions as a public relations tool: An examination on ministries
Hayatın her alanında, birbirinden farklı özelliklere sahip internet araçlarından faydalanılmaktadır. Günümüz internet araçlarından en önemlisinin ve en yaygın olarak kullanılanın sosyal medya olduğu söylenebilir. Bu özelliklerinden dolayı kuruluşlar, yeni iletişim teknolojileri olarak adlandırılan bu araçları etkin bir şekilde kullanmak durumundadırlar. Klasik yaklaşımla kamu yönetimini sürdürmenin kolay olmadığı günümüzde, kamu kurumlarının da, yeri geldiğinde, özel sektör yaklaşımıyla hareket etmeleri gerekmektedir. Bu bağlamda bakanlıklar, sosyal medya araçlarını kullanarak vatandaşlara; onları ilgilendiren herhangi bir konuda, yer ve zaman kısıtlaması olmaksızın bilgi verebilmektedirler. Devlet-vatandaş iletişiminde sosyal medyanın artan öneminden hareketle ortaya çıkan bu çalışma, bakanlıkların vatandaşları bilgilendirmede sosyal medya araçlarını halkla ilişkiler bağlamında nasıl kullandıklarını ortaya koyma amacıyla ele alınmıştır. Bakanlıkların, sosyal medyayı Grunig ve Hunt'ın dört halkla ilişkiler modelinden kamuyu bilgilendirme ve iki yönlü simetrik modelleri çerçevesinde, hangi seviyede kullandıkları değerlendirilmiştir. Çalışmanın evrenini 16 bakanlık oluşturmuş ve bunların Twitter, Facebook, Instagram ve YouTube araçları ile Ağustos, Eylül ve Ekim 2018 tarihleri arasındaki paylaşımları içerik analizi yöntemiyle incelenmiştir. Analiz sonucunda bakanlıkların sosyal medya araçlarını yoğun bir şekilde kamuyu bilgilendirme modeli kapsamında kullandıkları ve iki yönlü simetrik anlayışıyla iletişime çok az geçtikleri tespit edilmiştir.Internet tools with different features are used in all areas of life. It can be said that social media is the most important and the most widely used one in today's internet tools. Because of these reasons, organizations need to use these tools, which are called new communication technologies, effectively. In today's world where public administration is not easy to maintain with a classical approach, public institutions need to act with a private sector approach when it is necessary. In this context, ministries use social media tools to provide citizens with information on any subject that is of interest to them without time and space constraints. This study, which emerged from the increasing importance of social media in state-citizen communication, was conducted in order to show how ministries used social media tools in informing citizens about public relations. Ministries' use of social media in terms of public disclosure and two-way symmetric models of four public relations models of Grunig and Hunt were analyzed. The universe of the study was composed of 16 ministries and the posts they shared through Twitter, Facebook, Instagram and YouTube on August, September and October 2018 were analyzed by content analysis method. As a result of the analysis, it has been determined that ministries use social media tools intensively in accordance with the public information model and that they have little contact with citizens by using two-way symmetrical method
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
The role of country image on preference, satisfaction and recommendation in the context of educational diplomacy: A study on international students
Uluslararası öğrencilerin öneminin her geçen gün arttığı dış politikada, Türkiye'nin önemli bir konuma gelmesi ve bunu koruyabilmesi için birtakım çabalar içine girmesi gerekmektedir. Bu noktada da kamu diplomasisi araçlarından biri olan eğitim diplomasisi çabalarına ağırlık verilmelidir. Eğitim diplomasisinin merkezinde ise, uluslararası öğrenciler yer almaktadır. Bu bağlamda uluslararası öğrencilerin; yurt dışı eğitim yeri tercihlerinde hangi faktörlerin etkili olduğu, memnuniyetlerinin oluşması ve ülkelerine döndüklerinde Türkiye'yi tavsiye etmeleri için nelerin yapılması gerektiği belirlenmelidir. Bu problemden hareketle çalışmada, uluslararası öğrencilerin yurt dışı eğitim yeri tercihleri, memnuniyetleri ve tavsiye etme niyetleri üzerinde eğitim diplomasisi bağlamında ülke imajının rolünün ne olduğunun belirlenmesi amaçlanmıştır. Açıklayıcı araştırma deseninin tercih edildiği bu araştırmada, Konya'daki devlet üniversitelerinde öğrenim gören ve kota örnekleme yöntemiyle belirlenen 408 uluslararası öğrenciden anket tekniğiyle veriler toplanmıştır. Alan yazını taramasında, belirtilen dört değişkenin bir arada ölçüldüğü ve eğitim diplomasisi bağlamında değerlendirildiği herhangi bir araştırmaya rastlanılmadığından, bu boşluğun doldurulması amaçlanmıştır. Bu nedenle alan yazınından derlenen ifadelerden eğitim diplomasisi bağlamında ülke imajı, yurt dışı eğitim yeri tercihi, memnuniyet ve tavsiye etme niyeti ölçekleri geliştirilmiştir. Ölçeklerin güvenirliklerin ve geçerliliklerin sağlanması için yapılan açıklayıcı faktör analizi, doğrulayıcı faktör analizi, vd. analizler ile ölçeklerin uygunluğu tespit edilmiştir. Araştırmanın beş hipotezi ise Yapısal Eşitlik Modellemesiyle test edilmiş ve ülke imajının; tercih; memnuniyet ve tavsiye etme niyeti üzerinde; memnuniyetin de, tavsiye etme niyeti üzerinde istatistiksel olarak anlamlı ve pozitif etkisi bulunmuştur. Bulgular; ülke imajının, tercih ve memnuniyet üzerindeki etkisinin çok güçlü; ancak tavsiye etme niyeti üzerindeki etkisinin ise görece düşük olduğunu göstermektedir. Ayrıca memnuniyet ile tavsiye etme niyeti arasında anlamlı ve pozitif bir ilişki bulunmuştur. Veriler, uluslararası öğrencilerin memnuniyetleri arttıkça tavsiye etme niyetlerinin de artacağını göstermektedir.In foreign policy, where the importance of international students is increasingly growing, Turkey needs to make certain efforts to achieve and maintain a significant position. At this point, importance should be given to education diplomacy studies, which are one of the public diplomacy tools. International students are at the heart of education diplomacy. Therefore, it is essential to first determine the factors influencing international students' preferences in choosing study abroad destinations, their satisfaction levels, and what needs to be done to encourage them to recommend Turkey after returning to their home countries. Based on this problem, the study aims to uncover the role of country image in international students' study abroad preferences, satisfaction, and intention to recommend, within the context of education diplomacy. In this study, which employs an explanatory research design, data were collected via questionnaire from 408 international students enrolled at public universities in Konya, selected through quota sampling. A review of the literature indicated no prior research that simultaneously examined and assessed the four specified variables within the context of educational diplomacy. Consequently, this study seeks to address this gap by developing scales— derived from existing literature—to measure country image, study destination preference, satisfaction, and recommendation intention. To ensure the reliability and validity of the scales, explanatory factor analysis, confirmatory factor analysis, and other analyses were performed, confirming the appropriateness of the scales. The five hypotheses of the study were tested using Structural Equation Modeling and it was found that country image has a statistically significant and positive effect on preference, satisfaction and recommendation intention; and satisfaction has a statistically significant and positive effect on recommendation intention. In addition, a significant positive relationship was found between satisfaction and recommendation intention
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
