Conceptual Study Of Central Government Policies In Resolving The Papua Conflict In Indonesia (Papua Special Autonomy Perspective)
Since the implementation of Special Autonomy in Papua, various policies have been implemented by the central government to resolve conflicts in Papua. This policy is carried out through several regulations regarding the acceleration of welfare development in Papua as a way to resolve the Papuan conflict. The method used in this paper is juridical-normative with a conceptual approach to researching library materials using the object of the study of writing in the form of existing libraries. The purpose of this paper is to find out the policies of the Central Government in resolving the Papuan Conflict in Indonesia (Papua Special Autonomy Perspective). With the results of his research that the Central Government's policy in resolving the Papuan conflict in Indonesia (Papua Special Autonomy Perspective) is to solve the root problems in Papua with a welfare and security development policy under the legal umbrella of the Papua Special Autonomy Law and its derivatives regulations. However, this policy has not had a significant impact on resolving the conflict in Papua because it has not resolved the roots of the conflict that occurred in Papua. So one of the steps that must be taken is to open a space for peaceful dialogue to resolve the conflict thoroughly, thoroughly and with dignity
PEMILU SISTEM NOKEN DALAM DEMOKRASI INDONESIA ( Studi kasus di Kabupaten Jayawijaya Provinsi Papua )
Election nokens system that was born in the mountainous region of Papua is one of the works of indigenous culture and local wisdom that developed at this time. Especially when it comes momnetum public elections in the Highlands of Papua using a system of equivalent nokens the voice box. Nokens system is an electoral system that the user uses the noken hung on one of the wood and used as a substitute for sound box. Although technical and election procedures noken system different from the procedures in election management in general, but still indigenous peoples hold elections by the system because of their nokens system is fair and honest because it is the result of collective deliberation.
The purpose of this paper is divided into two: The first goal is to determine and analyze the application of the system of the noken in the general election in Jayawijaya Papua Province and the second goal is to determine and analyze the conformity between nokens system with the principles of the organization of general elections in Indonesia. This type of writing using normative legal writing that focuses on positive law and customary law, while the nature of the writing is descriptive analysis is to find a data problem then the data will be analyzed with normative juridical approach that adapts to the object of study with positive law. The results of this study showed that the application of the nokens in election administration system in Jayawijaya done in two ways, namely by way of big man and nokens hanging. Bigman system is done by all voting submitted to the traditional leaders or chiefs while hanging or nokens suspension system is that people come in person to the place of polling, see and enter ballots for party bag which had previously been agreed. Both systems are fair in their favor in accordance with the beliefs and customs of the people in the district of Jayawijaya Papua. Correspondence between nokens system with the principles of election there are two systems in the implementation, the system of big man and nokens system hanging or fastening system. Big man system in accordance with the principles of the election is a general principle, while the principle that does not fit is the principle of direct, free and secret. Then the nokens system hanging or fastening system in accordance with the principles are the principles of direct elections, public and free, while the principle that does not fit is the secret principle
KAJIAN SOSIOLOGI HUKUM TERHADAP PERILAKU MAHASISWA PAPUA DALAM MENGONSUMSI MINUMAN KERAS DI DAERAH ISTIMEWA YOGYAKARTA
Tesis ini berjudul Kajian Sosiologi Hukum Terhadap Perilaku Mahasiswa
Papua Dalam Mengkonsumsi Minuman Keras Di Daerah Istimewa Yogyakarta.
Tesis dengan judul tersebut bertujuan mengetahui dan mengkaji mengenai
perilaku mahasiswa Papua dalam mengkonsumsi minuman dan mayoritas
mahasiswa Papua dalam mengkonsumsi minuman keras di Daerah Istimewa
Yogyakarta. Penelitian ini merupakan penelitian empiris dengan pendekatan
sosiologi hukum dan antropologi hukum. Sumber data berupa data primer yang
terdiri atas bahan hukuk primer dan bahan hukum sekunder. Metode pengumpulan
data menggunakan studi kepustakaan dan wawancara. Bahan hukum primer dan
bahan hukum sekunder dianalisi dengan menggunakan metode analisis hukum.
Teori adaptasi antarbudaya, teori difusi kebudayaan dan teori sosial deviant
digunakan sebagai pisau analisis dalam mengkaji hasil penelitian. Hasil penelitian
ini menunjukan bahwa Perilaku mahasiswa Papua dalam mengkonsumsi minuman
keras di Daerah Isitmewa Yogyakarta adalah mereka tidak mengenal ruang dan
waktu dalam mengkonsumsi minuman keras di Daerah Istimewa Yogyakarta.
Mayoritas mahasiswa Papua dalam mengkonsumsi minuman keras di Daerah
Istimewa Yogyakarta adalah dikarenakan banyak mahasiswa Papua yang
mengkonsumsi minuman keras sebagai alat untuk menghilangkan stres, minum
miras sebagai alat untuk merangsang orang untuk berani, minum miras sebagai
alat persahabatan atau reuni, minum miras sebagai kebiasaan, minum miras
sebagai alat untuk menyegarkan kejenuhan atau kebosanan, minum miras sebagai
alat untuk ikut-ikutan atau diajak teman, minum miras sebagai media perpisahan,
minum miras karena adanya peluang atau kesempatan dan minum Miras karena
suatu Tradisi. Selain itu maraknya mahasiswa Papua mengkonsumsi minum
minuman keras juga disebabkan karena lemahnya penegakkan hukum oleh aparat
Kajian Konseptual Kebijakan Pemerintah Pusat untuk Menyelesaikan Konflik Papua di Indonesia (Prespektif UU Otonomi Khusus Papua)
Sejak 20 Tahun Implementasi UU Nomor 2 Tahun 2021 Perubahan kedua UU Nomor 21 Tahun 2001 Tentang Otonomi Khusus Bagi Provinsi Papua, sampai dengan saat ini tidak memberikan dampak secara signifikan bagi pembangunan di Papua. Hal tersebut diakibatkan oleh berbagai akar konflik Papua yang belum kunjung di selesaikan sampai dengan saat ini. Berbagai kebijakan dalam payung hukum otsus Papua dan regulasi berupa Inpres, Perpres, Perdasi, perdasus dan regulasi sectoral diterbitkan dengan model pendekatan Kesejahteraan dan Pendekatan Keamanan. Namun, tetap tidak memberikan dampak khususnya bagi Orang Asli Papua (OAP). Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bagaimana konsep kebijakan politik hukum Papua di Indonesia. Metode penelitian yang akan digunakan dalam penelitian ini adalah metode kualitatif dengan jenis penelitian normatif. Teori yang digunakan dalam penelitian ini adalah Teori Negara Hukum dan Teori L.M. Friedman. Hasil penelitiannya adalah Implementasi Otonomi Khusus Papua dan berbagai kebijakan pembangunan belum optimal mengakselerasi tingkat kesejahteraan khususnya Orang Asli Papua (OAP) di Papua dan belum mampu menyelesaikan konflik di Papua. Ada beberapa masalah utama terkait dengan implementasi kebijakan yang menjadi akar masalah pembangunan Papua, diantaranya : tidaknya grand design pembangunan Papua yang berjangka Panjang dan mengkat komitmen seluruh aktir pembangunan Papua, koordinasi lemah antar aktor pembangunan Papua, khususnya internal pemerintah, inkonsistensi kebijakan akibat kekosongan dan tumpang tindih hukum, Kebijakan Pembangunan Papua masih menerapkan pendekatan top-down, Penyalahgunaan dan tata Kelola anggaran yang buruk.
 
Methodius of Olympus : one of the Greek sources of Kontakia by Romanos the Melodist
In this article the author compares Thecla’s Hymn from Methodius of Olympus’ Symposium with some kontakia by Romanos the Melodist. The analysis of a few stanzas of Thecla’s Hymn shows that this work can be a model for the kontakia. Methodius in his song gives examples of heroes of the Old and New Testament that sing a refrain. Romanos in their kontakia made a similar structure, the refrain is variously linked to stanzas and often spoken by different characters

In this article the author analyses the literary sources of Thecla’s hymn from Methodius of Olympus’ Symposium. It is obvious that Methodius took over his concept of the treaty on chastity from Plato’s Symposium, but in the end of the work, or Thecla’s Hymn, is closer to Origen, from whom he borrowed the concept of mystical marriage of the Church and of the soul. In the hymn there are some common motifs with Song of Songs, especially with regard to the allegorical interpretation of love. The hymn is not Platonic, but it is a poetic summary of philosophical discussion, and praise and glory to Christ.</jats:p
TANGGUNG JAWAB HUKUM PLATFORM DIGITAL ATAS PENYALAHGUNAAN AI DALAM TRANSAKSI ELEKTRONIK
The implementation of Artificial Intelligence (AI) in electronic transactions has significantly enhanced efficiency and user convenience. However, the misuse of AI by digital platforms and third parties has introduced complex legal challenges, particularly concerning the legal responsibility of digital platforms in protecting consumers from fraud and exploitation. This study aims to analyze Indonesia's regulatory framework regarding the liability of digital platforms for AI misuse in electronic transactions and compare it with regulations in other jurisdictions. Employing a normative legal approach through legislative analysis and case studies, this research reveals that Indonesia's regulatory framework still has gaps in governing algorithmic transparency and platform accountability. A comparative analysis with the regulatory frameworks of the European Union and the United States indicates that stricter regulations can effectively mitigate AI-related risks in digital transactions. Therefore, this study recommends the establishment of more adaptive policies, mandatory algorithmic transparency, and the formation of a specialized regulatory body to ensure responsible AI implementation in electronic transaction
The veneration of Cyril and Methodius among the Croats
S najstarijim liturgijskim kalendarima zabilježen je i kult Ćirila i Metodija u Hrvata. Od ukupno 32 kalendara ime Ćirila i Metodija javlja se zajedno na 14. veljače u 28 kalendara, dok se u preostala 4 javlja samo Ćirilovo ime. Dan Metodijeve smrti zabilježen je 6. travnja u 4 kalendara, a 4. i 7. travnja donosi Metodijevo ime još po jedan kalendar. Stupanj liturgijskog slavlja donosi samo Baromićev tiskani brevijar kao du(plь) sv(oemu) êz(iku). Ćirilovo ime javlja se i u litanijama svih svetih u Prvome novljanskom brevijaru.
Odsutnost misnih obrazaca u čast Ćirila i Metodija u glagoljskim misalima autorica pripisuje nedostatku takvih obrazaca u latinskim misalima s kojih su glagoljaši prevodili.
Iznoseći poznate podatke o postanju Službi Ćirila i Metodija, kojima je uz 11 poznatih dodala još jednu iz Oksfordskih brevijara, autorica je pokazala da kontaminacija grčkog Soluna s hrvatskim Solinom u Službi Mavrovu brevijaru nije jedinstvena pojava ove Službe, nego da sličnih pojava ima i u drugim, pa čak i latinskim tekstovima, te je ne bi trebalo isključivo tumačiti kao namjernu izmjenu pisara glagoljaša. Na kraju je autorica pokazala da je kult sv. Braće bio poznat i u latinskoj crkvi prije 1880. godine kad su Ćiril i Metodije uvršteni u katalog svetaca katoličke crkve.The veneration of Cyril and Methodius among the Croats is traceable from their earliest liturgical calendars. Of a total of 32 such calendars, the names of Cyril and Methodius appear jointly in 28 calendars, while in the remaining four we find Cyril's name alone. Four calendars give April 6th as the date of Medthodius' death, whereas one calendar records it on April 4th and another on April 7th. Only Baromić's printed breviary makes explicit the rank of liturgical feast assigned: du(plь) sv(oemu) êz(iku). Cyril's name appears also in the litany of All Saints in the I Novi Breviary.
The author ascribes the absence of mass formularies in honour of Cyril and Methodius in Glagolitic missals to the lack of such formularies in the latin missals from which the Glagolitic copyists made their translations.
Drawing on the known data concerning of the origin of the Office of Cyril and Methodius, and adding to the 11 already known textual sources a twelfth from the Oxford Glagolitic breviary, the author demonstartes that the contamination of Solun (for Salonika) with Solin (in Croatia) in this Office in Mavar's Breviary is not a phenomenon unique to this ofice, but on the contrary there are similar features in other texts, indeed even in Latin ones, and therefore one ought not to explain in solely as a deliberate emendation of a Glagolitic scribe.
The author ends with evidence that the cult of the Holy brothers was known also in the Latin church prior to 1880 when the feast of SS Cyril and Methodius became a universal sollemnity
KHAZAR MISSION OF CONSTANTINE THE PHILOSOPHER: ON POSSIBILITY OF CYRIL AND METHODIUS’ PREACHING AMONG EAST SLAVS
In Russian and foreign historiography there is often raised the question of the timing of Christianity adoption by Eastern Slavs and the possible missionary activity of Cyril and Methodius among Eastern Slavs. The author collected and analysed available evidence of preaching of brothers from Salonika, and convincingly showed that the Christianization of Rus could have happened in 861, during their so-called «Khazar mission»
