    The essence of the notion of «professional potential» within the framework of academic field of public administration

    The contemporary model of global development, which calls for innovations and dynamics, challenges the sphere of public administration not only to adjust to it, but also to be at the head of this process as public administration uses mechanisms that determine the vector of development of the country and its place in the world. Taking into account the fact that recent global studies and practice of the world leading companies in the private sector indicate the importance of human factor, of potential of a person, the definition of the essence of the notion of «professional potential» within the framework of public administration is absolutely essential in order to shape the national development strategy. Recent research and publications analysis. Such scientists as L. R. Bila, M. F. Holovatyi, S. V. Kivalov, V. R. Milyiaieva, I. I. Nyniuk, L. A. Pashko, V. M. Soroko, V. A. Spivak, I. H. Surai, V. V. Vasyliev referred to the notion of «professional potential» in their scientific works. The peculiar features of professional competence are mentioned in the exploratory studies of such national and foreign researchers, as L. I. Danylenko, V. A. Hoshovska, T. Ye. Isaieva, L. H. Karpova, V. R. Miliaieva, J. Raven, M. K. Smith as well as in the documents developed by the experts of «DeSeCo» program of the Council of Europe. Paper objective is to determine the essence of the notion of «professional potential of an individual» within the framework of academic field of public administration and its comparison with professional competence. Paper main body. In order to specify the essence of the notion of «professional potential» within the framework of academic field of public administration the author carried out the respective theoretical and comparative analysis. Namely the author considers scientific views on the essence of the notion of «professional potential» and «professional competence», defines common and distinctive features; substantiates the meaning of using professional potential of the an individual during the assignment to positions in state bodies and the meaning of professional competence – for shaping the content of professionals’ training in the subject area of «Public management and administration». The notions of «professional potential» and «professional competence» are distinguished by the following feature: professional competence is fixed during a particular period of time, certain criteria and requirements can be set with regard to it, while professional potential is inexhaustible and requires the need to develop it constantly. By means of the development of professional potential an individual becomes more competent, and therefore there is an interconnection between these two notions. Conclusions of the research. Therefore professional potential of civil servants is a multifaceted characteristic of an individual that includes objective and subjective factors, latent capabilities, theoretical knowledge, empirical skills, practical experience, psychophysiological qualities, professional competence

    Misuse of Institutions: Lessons from Transition

    The paper explores a phenomenon often observed in transition economies, when newly established institutions are misused, i.e., applied or resorted to for reasons which have little in common with their intended or anticipated purpose. In such incidences institutions become sources of private gains and lose their value-creation role and capacity. We offer a typology of institutional misuse (illustrated by examples from Russian transition), discuss its consequences, and explore reasons why governments and societies fail to serve as institutions’ guardians.     Exportní potenciál českých vinařů na vietnamském trhu

    The food and beverage sector remains one of the key sectors of the Vietnamese economy, and with a growing middle class and income, consumers are beginning to prefer high-quality alcohol. These factors have a positive impact on companies planning to expand their business in the Asian market. French, Italian, and Chilean winemakers are already presenting their products in Vietnam. The aim of this work is to adequately assess whether Czech winemakers have the same chance of success, taking into account market dynamics, the cultural origin of consumers, export potential, and competitiveness. The assessment is complemented by an analysis of possible obstacles, an overview of key events in Vietnamese history, an interview with an expert in the field of Czech winemaking, and a data analysis of relevant indicators.Sektor potravin a nápojů zůstává jedním z klíčových sektorů vietnamské ekonomiky, a s rostoucí střední společenskou třídou a příjmy začínají spotřebitelé upřednostňovat kvalitní alkohol. Tyto faktory mají pozitivní dopad na společnosti, které plánují rozšířit své podnikání na asijském trhu. Francouzští, italští a chilští vinaři již prezentují své produkty ve Vietnamu. Cílem práce je adekvátně posoudit, zda mají čeští vinaři stejnou šanci na úspěch, s přihlédnutím k dynamice trhu, kulturnímu původu spotřebitelů, exportnímu potenciálu a konkurenceschopnosti. Posudek je doplněn analýzou možných překážek, přehledem klíčových událostí ve vietnamské historii, rozhovorem s odborníkem v oblasti českého vinařství a datovou analýzou relevantních indikátorů

    This paper documents collusion between firms using micro-level data on 4.4 million first-price sealed-bid procurement auctions conducted in Russia in 2011−2017. The data contains unique information on the timestamps of all bids and the bidding data itself. This study is one of the first to use bid timing to design a method for detecting collusion between firms based on a simultaneous bidding pattern: bidders place bids simultaneously or within a small time interval. The method performs well and identifies at least 7−25% of winner - runner-up bid pairs as collusive in validation subsamples: the pharmaceutical industry, known for its propensity to collusion in Russia, and three cartels formed by pharmaceutical firms. In the main data, the share of collusive winner - runner-up bid pairs varies between 8% and 23%. For a more general case that considers the pairs of each bidder with four other auction participants closest in the rank price, the share of collusive bid pairs is around 13%. In both cases, the share of collusive bid pairs is the highest in two-bidder auctions and gradually declines as the number of bidders increases. Collusive firms tend to place bids simultaneously more frequently when a few bidders participate in auctions, because of higher chances of manipulating auction outcomes. I also document...Tato práce se zabývá analýzou koluzí mezi společnostmi na základě údajů o 4,4 milionu tajných dražeb s první cenou v sektoru veřejných zakázek v Rusku v letech 2011-2017. V datech jsou kromě informací o samotných aukcích obsaženy unikátní údaje o času podání jednotlivých nabídek účastníků. Tato studie je jednou z prvních, která využívá data o času podání nabídek k vývoji metody identifikace koluzí mezi firmami na základě souběžného podání žádostí: účastníci podávají žádosti současně nebo v krátkém časovém intervalu. Metoda je testována na ověřovacích vzorcích, kterými jsou farmaceutický průmysl, známý svým sklonem ke koluzím v Rusku, a tři kartely tvořené farmaceutickými společnostmi. Metoda se osvědčuje a odhaluje tajné dohody mezi vítězem a uchazečem s nejnižší další nabídkou nejméně v 7−25% takových dvojic. V datech se všemi aukcemi se podíl párů, mezi jejichž účastníky existuje koluze, pohybuje mezi 8 a 23%. V obecnějším případě, pokud analyzujeme páry každého uchazeče s dalšími čtyřmi uchazeči, kteří jsou si cenově nejblíže, činí podíl dvojic v tajné dohodě přibližně 13%. V obou případech je podíl párů s koluzí nejvyšší v aukcích se dvěma účastníky a postupně klesá s rostoucím počtem účast- níků.
