Mtoro bin Mwinyi Bakari : Swahili lecturer and author in Germany
This book presents a study of the life history of Mtoro bin Mwinyi Bakari (c. 1869 - 1927). Mtoro bin Mwinyi Bakari grew up and studied Islamic Sciences in Bagamoyo, Tanzania. He became a Swahili lecturer and author in Germany and is known to have written Desturi za Wasuaheli, an important work in Swahili culture. The book introduces the wider historical context of his writings, and, in particular, reconstructs the racism and discrimination in both the colonial and metropolitan contexts, features which negatively influenced his career and his life as a whole. The study also offers insights into contributions of the colonized to the study of African languages and cultures during this same historical context
Perbedaan Penggunaan Toritatejoshi ‘Dake’ Dan ‘Bakari’ Dalam Novel Sakura House Karya Shizuko Toudou
An individual who only has little knowledge on grammar may use nouns, verbs, and adjectives in Japanese easily this is not the case with particles. Particles cannot be replaced or used at whim. This is the case with the particles ‘dake’ and ‘bakari’. These particles in Bahasa Indonesia language have the same meaning with “hanya”. This article analyzes particles ‘dake’ and ‘bakari’ to determine the difference of the two particles. Source of data is the novel Sakura House by Toudou Shizuko and theory from Tomita Takayuki. Based on the analysis it is found that from the four functions of dake only three are found and from the seven functions of bakari only three functions are found. The authors conclude that differences in the two particles are present on several different functions that have both particle and that the bakari may not follow potential words, while dake can. In this study, the author uses descriptive analytical method and literature review. </jats:p
Role of Management in improving project performance in Telecommunication industry: A case of Tigo Tanzania.
The effectiveness of the telecommunications business is determined by the management structure in place. It is well known that competent management leads to good results in the workplace or on a project. The study looked at how management may help improve project performance in the telecommunications industry. The research focused on how the four phases of project management planning, organizing, leading, and controlling affect the success of the TIGO telecommunications business in the Kinondoni municipality of Dar es Salaam. In light of this, the research team decided to focus on 70 TIGO officers as its sample population. Both primary and secondary sources of information were used to compile the study's findings. Descriptive statistics and a regression model were used to examine the data. Descriptive statistics were used to determine the percentage, mean, and standard deviation. Regression analysis was used to calculate the probabilities and establish the statistical significance. Qualitative data analysis was used to get more information for the study. According to the findings, the roles of planning, organizational structure, and leadership are highly effective in project performance, and there is a significant relationship between the roles of planning, organizational structure, and leadership in project performance. The study proposes that more focus be placed on the role of industry leaders, as they are the primary executors. It also suggests that planning should be undertaken at each level of new activity in order to fulfil the major objectives.

A study of - TATE : in comparison to - TA BAKARI
本稿は、日本語のアスペクト表現「~(動詞・連用形+)たて」の意義素を國廣(1982) の意味分析の方法を用い、中村(1999)で分析した「~たばかり」との比較を通して、特にその語義的特徴と統語的特徴を分析したものである。その結果、「~たて」の意義素には、語義的特徴としては「~たばかり」と同じくと、さらにという二つがあることが今回の分析によって新たに明らかとなった。同時に、統語的特徴としては、「~たての[名詞]」という統語構造に於いては加工・生産活動を表す動詞が、また、「~たて+接続表現」という統語構造に於いては主体または対象の質的変化を表す動詞(句)が前接することが判明した。最後に、今後の課題として、「~たて」の前接動詞のより詳細な析出と分類及び学習者のための説明記述の改善の必要性を論じた。In this paper, the author analyses the semantic features in the sememe of the Japanese aspectual expression - TATE in comparison to - TA BAKARI, using the methodology of semantic analysis in Kunihiro (1982). As a result, two lexical semantic features , similar to - TA BAKARI, and were discovered. On the other hand, as syntactic features in the sememe, it was found that a verb of productive/processing activity precedes - TATE in the structure [-TATE NO + noun] and a verb expressing qualitative change of the agent or object precedes -TATE in the structure [-TATE + conjunction equivalent + following clause]. Finally, as a remaining problem, further investigation of verbs which appear before -TATE and, based on this, improvement of grammatical explanations for Japanese language learners will be needed
Performing Arts and Promotion of Tourism in Tanzania: A Study of The Bagamoyo and the Makuya Arts Festivals
This study examines the link between the performing arts and tourism in Tanzania and assesses the extent to which the performing arts do promote the tourism industry
in Tanzania. Current practice in the tourism industry in Tanzania emphasises on nature tourism with less emphasis on cultural tourism, especially the performing arts. This has led to a seeming academic gap between tourism and the performing arts. No comprehensive study has been done to compare theory and practice and find out why
performing arts and tourism are not closely linked and the extent to which the performing arts promote the tourism industry. The study examined The Bagamoyo
Festival of Arts and Culture and The Mtwara’s MaKuYa Festival. It adopted a primary data collection approach using questionnaire and interview instruments
targeted at different stakeholders including tourists, tour operators and performing artists. From the results of the study, it was observed that performing arts could be used to promote tourism in their own right as well as promoting nature tourism
attractions. However, challenges include inadequate skills on how to produce and market performing arts for touristic audiences and an absence of a collaboration model between performing arts and tourism sectors.From the empirical findings of this research there is a need for a multi-faced approach of tourism productdevelopment and to reposition the performing arts as a tourist product and branding it as a complete experience that combines the experience of culture with the experience of visiting nature tourist attractions of Tanzani
Re-examination of -TA BAKARI : From a semantic point of view
本稿は、筆者がNakamura(1990)に於いて分析した日本語のアスペクト表現「~たところ」「~たばかり」の意義素のうち、後者の意義素を構成する意義特徴を國廣(1982)の方法論によって再検討したものである。その結果、「~たばかり」の意義素には、Nakamura(1990)で析出されたとという二つの意義特徴の他に、今回の分析によって新たにという第三の意義特徴があることが明らかになった。但し、この意義特徴のという表現の内包には「意義素の外縁」と考えられる要素も含まれており、なお検討の可能性が残されている。また、今回の分析のために収集した資料から、「~たばかり」は、その文例の約70%が「~たばかりの[名詞]」という名詞修飾構造になっていること、及び名詞修飾構造を除いた用例中約20%が後続主節と逆接関係になっていることが判明し、この表現を教材化する場合は、これらの構造的特徴にも留意する必要があることを述べた。In this paper, the author re-analyzes the semantic features in the sememe of the Japanese aspectual expression -TA BAKARI, using the methodology for semantic analysis in Kunihiro (1982). As a result, a third semantic feature is discovered, in addition to the two semantic features and presented in Nakamura (1990). However, this new semantic feature includes a fuzzy element in its connotation, and needs much further investigation. In addition, it is found that 70% of occurrences of -TA BAKARI are in the structure and 6% in a structure with a disjunctive coordinate conjunction. On the basis of this data, it seems necessary to rewrite grammatical explanations and examples in Japanese textbooks
Sputum microscopy for the diagnosis of HIV-associated pulmonary tuberculosis in Tanzania.

In many resource poor settings only sputum microscopy is employed for the diagnosis of HIV-associated pulmonary tuberculosis; sputum culture may not be available. We determined the diagnostic accuracy of sputum microscopy for active case finding of HIV-associated pulmonary tuberculosis using TB culture as the reference standard. 2216 potential subjects screened for a TB vaccine trial submitted 9454 expectorated sputum specimens: 212 (2.2%) were sputum culture positive for Mycobacterium tuberculosis (MTB), 31 (0.3%) for non-tuberculous mycobacteria, and 79 (0.8%) were contaminated. The overall sensitivity of sputum microscopy was 61.8% (131/212) and specificity 99.7% (9108/9132). Sputum microscopy sensitivity varied from 22.6% in specimens with < 20 colony forming units (CFU)/specimen to 94.2% in patients with > 100 CFU/specimen plus confluent growth. The incremental diagnostic value for sputum microscopy was 92.1%, 1.8% and 7.1% for the first, second and third specimens, respectively. The positive predictive value and negative predictive values for sputum microscopy were 84.5% and 99.1%, respectively. The likelihood ratio (LR) of a positive sputum microscopy was 235.1 (95% CI 155.8 - 354.8), while the LR of a negative test was 0.38 (95CI 0.32 - 0.45). The 212 positive sputum cultures for MTB represented 103 patients; sputum microscopy was positive for 57 (55.3%) of 103 patients. Sputum microscopy on 3 expectorated sputum specimens will only detect 55% of culture positive HIV-infected patients in active screening for pulmonary tuberculosis. Sensitivity is higher in patients with greater numbers of CFUs in the sputum. Culture is required for active case finding of HIV- associated pulmonary tuberculosis.\u

Enhancing the capacity of EARDP-community initiatives to provide sustainable and responsive quality micro-lending services in Patandi Village, Arumeru District - Arusha Region
Rural micro financing remains very challenging and in developing countries it is generally weak, despite the efforts of different donors, Governments and Private investors to improve it. However, important lessons are emerging from these experiences that provide useful guidelines on how to expand and make more effective the provision of rural financial services.
Globally the evidences and arguments suggest that microfinance interventions may increase incomes, contribute to individual and household livelihood security, and change social relations for the better.
EARDP - Community Initiatives in Patandi village Arumeru District Arusha Region implements micro credit and poverty alleviation programs that support small scale entrepreneurs. The organization has highlighted the importance of considering capacity strengthening of rural micro - finance set up. Major outcomes of the project involved establishment of job functions, procedures for loan tracking, grants contract from McKnight, reviewed loan portfolio, book of accounts and financial procedures as well as launching of VICOBA groups. Enhancing enrollment, retention and completion of pastoralist children in primary education at Balangdalalu and Mingenyi villages in Hanang district, Manyara Region
This project paper addresses the problem of poor accessibility of pastoral children to Primary Education. Special attention is given to the pastoral Barbaig community in Hanang District as the case study.
The central idea here is to inculcate the importance of education to pastoral communities. Poor accessibility of children to primary education is a major concern. Survey findings indicate low enrolment, high dropout and low retention in the localities visited. It is an indisputable fact that the problem of low enrolment and retention and high dropout is growing with increasing poverty in the area where the survey was conducted. Overall, the persistence of the problem is caused by general poverty status of the majority of parents. Other equally contributing factors were low awareness on the importance of education among parents, non conducive schooling environment, long distance to schools and migration of parents in search of pastures and grazing and associated negative culture and traditions of pastoral communities.
Basing on these findings, GET CBO addressed the primary gaps hindering pastoralist children to access primary education by putting strategies to enhance enrolment and retention and address dropouts. It was also recommended for the government to put in place strategies which respond to the needs and living conditions of children from the marginalized communities, especially the pastoralists in particular in relation to primary education.
