    Designing a Network of Electric Charging Stations to Mitigate Vehicle Emissions

    Metropolitan authorities continue to seek programs and initiatives to reduce emissions in their jurisdictions. It has been shown that transitioning from fossil fuel to electric propulsion of transportation can help realize this goal. However, the current market penetration of electric vehicles (EVs) compared to internal combustion engine vehicles (ICEVs) remains very small. This paper proposes a framework to address this problem over a long-term analysis period. The paper accounts for consumers' vehicle-purchasing propensities and their route choices, locations of EV-charging and ICEV-refueling stations. In the proposed framework, new EV charging stations are provided at selected locations and/or existing gas stations are repurposed by the transport agency's decision-maker (through policy) in conjunction with the private sector (through investment). The paper presents a bi-level mathematical model to capture the decision-making processes of the transport agency and the travelers. Underlying the framework is a solid theoretical foundation for the EV charging network design. The design problem is solved using an active-set algorithm. The study results can serve as guidance for metropolitan transport agencies to establish specific locations and capacities for EV stations and thereby to contribute to long-term reduction of emissions.Accepted Author ManuscriptTransport and Plannin

    Robust design of CAV-Dedicated lanes considering CAV demand uncertainty and lane reallocation policy

    Reduced headways of connected and automated vehicles (CAV) provide opportunities to address traffic congestion and environmental adversities. This benefit can be utilized by deploying CAV-dedicated lanes (CAVDL). This paper presents a bi-level optimization model that captures CAV market size uncertainty. The upper level determines the links (and number of lanes) for CAVDL deployment to minimize emissions. It considers lane reallocation policies that account for the prospect of smaller width of CAV-dedicated lane due to the smaller lateral wander of CAV tire tracks. This can increase the total number of lanes on wide highway sections. At the lower level, equilibrium and demand diffusion models capture travelers’ route and vehicle-type choices. The bi-level model is formulated as a min–max mathematical program with equilibrium conditions and solved using the cutting-plane scheme and active-set algorithm.     The rise and fall of the Labour league of youth

    This thesis charts the rise and fall of the Labour Party’s first and most enduring youth organisation, the Labour League of Youth. The history of the League, from its birth in the early nineteen twenties to its demise in the late nineteen fifties, is placed in the context of the Labour Party’s subsequent fruitless attempts to establish and maintain a vibrant and functional youth organisation. A narrative is incorporated that illuminates the culture, organisation and political activism of the League and establishes it as a predominantly working class radical organisation. The reluctance on the part of the Labour Party to grant autonomy to its youth sections resulted in the history of the League of Youth being one of control, suppression and tension. This state of affairs ensured that subsequent youth groups, the Young Socialists and Young Labour, would be established in an atmosphere of reservation and scepticism. The thesis places the prime responsibility for the failure of the party’s youth organisations with the party leadership but also considers the contributory factors of changing social and political circumstances. A number of themes are explored which include the impact of structure and agency factors, the power of the Parliamentary Labour Party, the political socialisation of leading figures within the party, the social context in which each of the groups emerged and the extent to which the youth groups were prey to intra-party factionalism. The thesis redresses the balance of research where most accounts have focussed on the Young Socialists and traces the common characteristics that are prevalent in the way the party leadership has approached its relationship with its youth organisations. Use has been made of previously unpublished primary source material, the major source being the League of Youth members themselves whose recollections have helped to demonstrate the arguments put forward in this thesis

    Robust Design of Electric Charging Infrastructure Locations under Travel Demand Uncertainty and Driving Range Heterogeneity

    The rising demand for electric vehicles (EVs), motivated by their environmental benefits, is generating an increased need for EV charging infrastructure. Also, it has been recognized that the adequacy of such infrastructure helps promote EV use. Therefore, to facilitate EV adoption, governments seek guidance on continued investments in EV charging infrastructure development. Such investment decisions, which include EV charging station locations and capacities, and the timing of such investments require robust estimates of future travel demand and EV battery range constraints. This paper develops and implements a framework to establish an optimal schedule and locations for new charging stations and decommissioning gasoline refueling stations over a long-term planning horizon, considering the uncertainty in future travel demand forecasts and the driving range heterogeneity of EVs. A robust mathematical model is proposed to solve the problem by minimizing not only the worst-case total system travel cost but also the total penalty for unused capacities of charging stations. This study uses an adaptation of the cutting-plane method to solve the proposed model. Based on two key decision criteria (travelers' cost and charging supply sufficiency), the results indicate that the robust scheme outperforms its deterministic counterpart.     Darbā tiek pētītas kvazi sakārtotas un labi kvazi sakārtotas kopas. Darbā dotas vairākas ar kvazi sakārtojumiem saistītu jēdzienu definīcijas, svarīgākās pamatīpašības, kā arī kvazi sakārtotu kopu piemēri, ar pamatojumiem, kāpēc šīs kopas ir vai nav labi kvazi sakārtotas. Šo darba daļu var uzskatīt par metodisku materiālu, kas iepazīstina ar kvazi sakārtotu kopu teoriju. Tālāk darbā tiek pētīti arī atvasinātie kvazi sakārtojumi – uz jau zināmām labi kvazi sakārtotām kopām balstīti sarežģītāku struktūru sakārtojumi. Starp tiem sniegti divi jauni rezultāti, kas nav līdz šim publicēti. Visnozīmīgākā darba daļa tiek veltīta permutāciju kopas kvazi sakārtojumam. Darbā ir definēts jauns kvazi sakārtojums permutāciju kopai, kas ir atšķirīgs no līdz šim publicētajiem, kā arī pierādīts, ka šis jaunais kvazi sakārtojums nav labs kvazi sakārtojums.The thesis is devoted to quasi ordered and well quasi ordered sets. It provides definitions of notions related with quasi orderings, describes the most important characteristics of these orderings and supplies examples of quasi ordered sets with proofs whether they are well quasi ordered or not. The second part of the work concerns derived quasi orderings – more complicated quasi ordered structures that are based on already known well quasi ordered sets. Among the examples of such orderings are two new results of the author that have not been published before. The most important part of the work deals with quasi orderings of permutations. The author proposes a new definition for a quasi ordering of permutations that differs from the one known previously as well as provides a proof that this new quasi ordering is not a well quasi ordering
