    A study of the report of the Expert Committee on College Libraries (1993) appointed by Government of Kerala under the chairmanship of V.P. Joy, IAS. Opines that it is the first of such attempts by any State Government in India Joy Committee considers that the successful performance of the college librarian demand a clear understanding of academic objectives, a significant level of academic expertise and working partnership with heads of teaching departments. Joy recommended that librarian should be brought under the definition of teacher and that the academic qualification of the library staff should be at par with those of the teachers in colleges. The recommendations include granting academic status and service conditions on par with teachers to the college librarians, amendments to purchase rules to enable acquisition of electronic documents, staff formulae based on user strength and levels, implementing mechanisms for participatory development of the system, and methods and procedures for qualitative development of the college library collections

    Copulas have become a popular tool in multivariate modeling successfully applied in many fields. A good open-source implementation of copulas is much needed for more practitioners to enjoy the joy of copulas. This article presents the design, features, and some implementation details of the R package copula. The package provides a carefully designed and easily extensible platform for multivariate modeling with copulas in R. S4 classes for most frequently used elliptical copulas and Archimedean copulas are implemented, with methods for density/distribution evaluation, random number generation, and graphical display. Fitting copula-based models with maximum likelihood method is provided as template examples. With the classes and methods in the package, the package can be easily extended by user-defined copulas and margins to solve problems.

    Towards a methodology for coordination mechanism selection in open systems

    Agent-oriented software engineering (AOSE) is a promising approach to developing applications for dynamic open systems. If well developed, these applications can be opportunistic, taking advantage of services implemented by other developers at appropriate times. However, methodologies are needed to aid the development of systems that are both flexible enough to be opportunistic and tightly defined by the application requirements.     We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
