    An Evaluation of the Transferability of Manufacturing-Derived Lean Improvement Tools and Techniques to the Local Government Sector

    The unsustainable increases in public spending have resulted in extreme pressure from the UK Government in the Local Government (LG) sector to improve performance, service and efficiency. The Lean philosophy, which is an approach to reduce waste, was developed within the Manufacturing sector and has been used in manufacturing organisations to improve operational performance for over 30 years. This research investigated the transferability of the Lean philosophy from the Manufacturing sector to LG. The research was conducted in conjunction with North East Consultants (NEC) whose manufacturing derived lean model has been the vehicle for evaluating the issue of transferability to the LG sector. Case study research was undertaken within three local authorities and nine detailed case studies have been completed, each covering a lean intervention within a different area of business within LG. Data collection for each case study involved extensive semi-structured interviews to collect rich qualitative data from (i) lean consultants, (ii) LG senior management and (iii) LG lean team members, in addition to quantitative data on intervention performance. Individual and cross case analysis has identified that the Lean philosophy is transferable into this particular setting and can deliver improvements of the range expected, but that the LG setting is very different from the Manufacturing sector in terms of the variation, nature and outputs of the processes contained within it. In addition, a number of significant model deficiencies have been identified. These deficiencies which can be considered to impede the success, adoption and sustainability of the Lean philosophy within LG cover both model content and delivery and can broadly be categorised as: (i) the inappropriate selection of tools and techniques, (ii) a diagnostic tool not sufficiently adapted for use in the LG sector, (iii) a training and delivery model whose timescales and content do not aid participant learning and buy-in, (iv) a lack of consideration regarding the sustainability of the lean approach post-consultation, relating to (a) the development of internal lean leaders and (b) how the Lean philosophy can be embedded as an ongoing element in helping to deliver department objectives. To aid the success and sustainability of the lean approach to waste reduction in the LG sector a new framework has been suggested which will recognise the differences between the Manufacturing sector and LG and seek to overcome the deployment and sustainability deficiencies highlighted in the research

    Examination of 12 paired peritoneal ectopic and eutopic endometria for histochemical binding of Dolichos biflorus agglutinin, normally found in the mid–late secretory part of the cycle, showed a failure of lectin binding in 9 of 11 secretory-phase lesions although the eutopic specimens generally stained normally. This failure of glycan expression in the secretory phase may result from various anomalies, including an inability to respond to progesterone, possibly due to a lack of, or to nonfunctional, progesterone receptors, suggesting that an ectopic environment may produce changes in tissue cell biology and hormonal responsiveness compared with that of eutopic endometrium. Our recent study (1) on the ultrastructure of ectopic lesions from a cohort of women with endometriosis showed many abnormalities, including indications of a failure to exhibit the normal process of differentiation in the secretory half of the cycle. This was manifested by an absence of glycogen deposition in basal vacuoles and of both giant mitochondria and nucleolar channel systems in the early–midsecretory phase of the cycle. There was also considerable heterogeneity in the morphology of the glands and cystic structures observed in the electron microscope. We have now investigated whether these ultrastructural changes are accompanied by a parallel failure to show biochemical differentiation, because we have also previously shown that normal endometrial tissue undergoes a progesterone-dependent biosynthesis of glycans bound by Dolichos biflorus lectin [2] and [3]. The study group originally comprised 26 women with visually and biopsy-proven endometriosis who had undergone laparoscopic excision of endometriotic deposits and endometrial curettage, as previously described (1); however, only 12 biopsies proved to contain glandular structures in the area of tissue selected for this part of the study. Menstrual cycles (28–30 days) were regular according to the history taken at the time of the outpatient appointment, and normal ovulatory pattern was confirmed by day 21 serum progesterone. The stage of endometriosis at the time of laparoscopy was determined according to the revised American Society for Reproductive Medicine scoring system (4); all were red lesions.     Following a study in a baboon model of endometriosis, we here describe the morphology of ectopic peritoneal lesions in the human to examine the effects of an ectopic site on glandular structure and function. Ectopic biopsies from 17 women with endometriosis were fixed and processed for electron microscopy. Certain biopsies were also probed for intermediate filaments using immunohistochemistry. Ultrastructurally, lesions showed many different glandular morphologies with indications of delayed maturation compared to normal endometrium. Mesothelium covered some lesions and there was evidence of mesothelial invasion into the stroma. Ectopic endometriotic lesions from women with endometriosis showed ultrastructural differences from eutopic endometrium, with indications that mesothelial invasion may contribute to gland development in some lesions

Bakalaura darba mērķis ir, pamatojoties uz mārketinga teorētisko avotu analīzi, izpētīt SIA „LG Electronics Latvia” veidoto mārketinga komunikāciju efektivitāti, kā arī izstrādāt priekšlikumus tās uzlabošanai. Darba gaitā autors izmanto dažādas informācijas apkopošanas un analīzes metodes. Teorētiskās daļas veidošanai darba autors izmantoja literatūras referatīvās analīzes metodi. Informācijas iegūšanai par SIA „LG Electronics Latvia” tika izmantoti autora personīgās darba pieredzes laikā izdarītie novērojumi, kā arī tika izanalizētas uzņēmuma reklāmas, sabiedriskās saskares un citi informācijas avoti. Pētījuma daļā darba autors izstrādāja anketu ar mērķi noskaidrot sabiedrības domas par SIA „LG Electronics Latvia” veiktajiem mārketinga komunikācijas pasākumiem. The goal of the study is to investigate efficiency of LG Electronics Latvia Ltd marketing communications by applying a method of theoretical sources analysis and to develop proposals for its enhancement. Various methods of information gathering and analysis have been applied by the author. For the development of the theoretical part, the author used a method of the publications analysis. For acquiring of the information about the LG Electronics Latvia Ltd, the author used his own observations on the enterprise that have been based on his earlier working experience within the company. Moreover, advertisements, promotions, public communication and other materials of the company have been analysed. For the research part of the bachelor work, the author elaborated a questionnaire - in order to clarify a public opinion on the marketing communication measures performed by the LG Electronics Latvia Ltd. The obtained date were compiled and analysed. The total volumes of the bachelor paper, excluding the annex, are 67 pages. The paper also includes 18 figures, 3 tables, 3 annexes.     Endometrial curettings from a cohort of 24 women with endometriosis were compared with matched biopsies from 14 healthy, fertile women and examined for ultrastructural changes and the secretion of glycans bound by the lectin from Dolichos biflorus. Ultrastructural analysis of glandular endometrial tissue from women with stages I to III endometriosis showed heterogeneous responses to the disease, biopsies often showing a mixture of features, combining delays in the maturation sequence with characteristics of later phenotypes particularly in the mid-late secretory phase of the menstrual cycle. Expression of glycans bound by Dolichos biflorus agglutinin was very variable in these cases but generally matched the observed ultrastructure. Biopsies from women with stage IV endometriosis showed immature gland morphology later in the cycle and also failed to express Dolichos biflorus agglutinin—binding glycans, suggesting an association between histological and biochemical function in advanced disease states. These findings may explain in part endometriosis-associated subfertility as blastocyst attachment is intimately associated with appropriate glycosylation and gland morphology

    Azimuthal anisotropy of Lg attenuation in eastern Tibetan Plateau

    The Q of seismic phase Lg is measured to approach the crustal Q(beta), which can be used to infer crustal rheology. A reverse two-station/event method is used to measure the interstation Q(Lg), which theoretically eliminates effects from the source and site response. Strong azimuthal anisotropy of 1/Q(Lg) in northern Tibet is observed, which approximately correlates with the seismic velocity anisotropy observed using both surface waves and teleseismic S waves. Both the intrinsic and scattering attenuation contribute the isotropic Q, whereas the anisotropic Q may be associated with the fractures and faults in the crust. Strong 1/Q(Lg) is observed in the northwestern Songpan-Ganzi fold belt, where the high-Q directions correspond with the orientations of major strike-slip faults. Intrinsic and scattering Q values are estimated for different tectonic terranes in eastern Tibetan Plateau. The intrinsic Q values are approximately 500 in the northern Tibetan Plateau, which suggests a hot (similar to 700 degrees C) crust, consistent with low seismic velocity measurements. Our result suggests that the crust of northwestern Songpan-Ganzi fold belt may be hotter than that of the Qiangtang terrane, which may be related to the strain heating along the major strike slip fault zones that dominate the northernmost Tibet.Geochemistry & GeophysicsSCI(E)5ARTICLEnull11
