The new law of procedure in public administration
The author refers to his earlier articles published in the journal and discusses the changes
that have recently been introduced into Poland's law of procedure, or are about to be introduced.
He devotes much consideration to the Act of May 11, 1995, on the Chief Administrative Court,
together with some model changes. However, the very wide range of powers now conferred on the
Court may lengthen the time period of settling complaints.
The author points at the disintegration of the law of procedure, manifest, among others, in the
exclusion of proceedings in the Chief Administrative Court from the Code of Administrative Proceedings.
The attempt to exclude from the Code which gives the citizen large proceedings securities,

Administrative courts in the 1990s
Proper understanding of the nature and developmental tendencies of general
administrative courts requires a retrospect view, reaching to the pre-war period.
Despite the absence of administrative courts from the Polish scene for over forty
years, there is undoubtedly a certain consistent developmental line. Namely, the
dratfs of administrative courts legislation from 1958 and 1972 clearly referred to
the Acts on the Supreme Administrative Tribunal; the same Acts had great influence
on the Law of 31 January 1980 on the Chief Administrative Court.
The author characterises the organisation and the scope of activity of the
Chief Administrative Tribunal. Then he presents the amendments introduced in
1990, in particular the widening of ratione materiae jurisdiction (a general clause
with very few exceptions) and granting to that Tribunal the powers resulting
from the emergence of local self-government (i.a. judicial control of acts connected
with the execution by state authorities of supervision over local self-government,
settlement of competence disputes between local self-government and central
state administration organs).
In the final part of his article the author investigates developmental prospects

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Development of General Administrative Procedure
La première codification polonaise de la procédure administrative, du reste
l'une des premières codifications dans le monde, fut le décret de 1928 inspiré du
modèle autrichien. Ce décret resta en vigueur après la guerre jusqu'à la fin de 1960
sans renouvellement formel. Cela ne veut pas dire qu'il n'a pas été sujet à des
modifications indirectes dans les nouvelles conditions de régime. Ces modifications
ont commencé à se produire surtout au moment de l'introduction en 1951 des „plaintes
et motions". Cette institution introduisant une „actio populaires" et un nouveau
genre de procédure, a désactualisé certaines dispositions de la procédure administrative non contentieuse de 1928. Son effet cependant fut également un certain
dualisme dans la procédure.
Le code de procédure administrative — loi du 14 juin 1960 — a éliminé ce dualisme
harmonisant les „plaintes et motions" avec la procédure administrative sensu
stricto, c'est à dire la procédure „quasi-juridictionelle". Il a également pris en considération
d'autres nouvelles institutions de l'état socialiste: la participation d'organisations
sociales à la procédure, ainsi que l'intervention du procureur au service de
la légalité. Un grand mérite du C.p.a. est de formuler les principes généraux de la
procédure administrative, tels que le principe de la légalité, le principe de stabilité
des décisions administratives définitives, le principe selon lequel les organes administratifs
doivent, par leur façon de procéder consolider la confiance des citoyens envers
les organes de l'Etat, etc.
Tendant à assurer à la partie en cause la position la plus favorable que possible
dans la procédure administrative, le C.p.a. rapproche encore plus fort cette procédure
du procès judiciaire civil. Il définit donc plus largement la notion de partie en
cause, il renforce la garantie d'impartialité dans la procédure, il élargit les droits
de la partie en cause dans la procédure d'enquête, il introduit et modifie les
anciens moyens juridiques (recours et réclamations) etc.
La codification de la procédure administrative non contentieuse de 1960 a reçu
en général, dans le pays et à l'étranger, des opinions très positives. Elle a ouvert
une nouvelle époque importante non seulement dans le développement de la
procédure administrative. Une intéressante littérature se développe très vivement
ainsi que la juridication des organes centrais de l'administration de l'état.
Parmi les problèmes les plus importants et les plus difficiles de la pratique administrative,
il convient de citer l'unité d'interprétation des prescriptions du code de
procédure administrative; conséquemment à cela on a entre autres émis des propositions
