Occupied City: New Orleans Under the Federals 1862–1865
No full textNew Orleans is the largest American city ever occupied by enemy forces for an extended period of time. Falling to an amphibious Federal force in the spring of 1862, the city was threatened with the possibility of Confederate recapture even as late as 1864. How this tension affected the lives of both civilians and soldiers during the occupation is here examined.
Gerald M. Capers finds that the occupation policies of General Benjamin F. Butler and General Nathaniel P. Banks were successful and that Butler’s harsh policies were by no means as vicious as legend would have it. Banks at first reversed Butler’s harsh policies, but was gradually compelled to become less lenient. Banks did succeed in establishing a civil government under Lincoln’s orders, but Congress refused to recognize the civil government and imposed a reconstruction government at war’s end.
Life for the average resident of New Orleans, Capers states, was much better during the occupation than it was for Southerners in areas still in Confederate control. Relative economic decline had begun in the 1850’s but New Orleans even enjoyed a war boom during the last two years. And although America’s only brief experience as an occupation force at the time had been in Vera Cruz during 1846, Butler and Banks performed their duties well.

Building scale in community impact investing through nonfinancial performance measurement
Get PDFThe measurement of nonfinancial performance is becoming increasingly important in the community impact investing industry, where individuals and institutions actively deploy capital in low-income domestic markets for both financial and social returns. Quality data ensure that the creation of jobs, construction of community facilities, financing of affordable housing, and other benefits that characterize the sector are delivered cost-effectively and transparently. This paper discusses the limited practice and future direction of nonfinancial performance measurement by revisiting four key questions: ; 1. Does nonfinancial performance measurement really matter for investors? ; 2. If it does matter, is nonfinancial performance measurement even possible? ; 3. If nonfinancial performance is possible to measure, what form should it take? ; 4. How will nonfinancial performance measurement increase community impact investing? ; The paper examines the barriers to a more robust regime of nonfinancial performance measurement and posits both that innovation in the sector ought to be driven by the discrete but explicit needs and demands of investors, and that greater accountability has a special role to play in making disclosure more attractive. The report concludes that nonfinancial performance measurement directly informs the investment process and is essential to growing community impact investing because it provides latent sources of capital with market-level information on the tradeoffs between financial and social return. Although the industry is unlikely to discover the “silver bullet” of nonfinancial performance measurement in the near future, there is reason to be hopeful: measurement strategies can – and will – converge through private- and public-sector innovation.Community development
CAPERS-LRD-z9: A Gas-enshrouded Little Red Dot Hosting a Broad-line Active Galactic Nucleus at z = 9.288
No full textWe present CAPERS-LRD-z9, a little red dot (LRD) that we confirm to be a z = 9.288 broad-line active galactic nucleus (BLAGN). First identified as a high-redshift LRD candidate from PRIMER NIRCam photometry, follow-up NIRSpec/PRISM spectroscopy of CAPERS-LRD-z9 from the CANDELS-Area Prism Epoch of Reionization Survey (CAPERS) has revealed a broad 3500 km s−1 full width at half-maximum Hβ emission line and narrow [O iii] λλ4959, 5007 lines, indicative of a BLAGN. Based on the broad Hβ line, we compute a canonical black hole mass of log ( M BH / M ⊙ ) = 7.58 ± 0.15 , although full consideration of systematic uncertainties yields a conservative range of 6.65 5% (although systematic uncertainties on the black hole mass prevent strong conclusions). However, the shape of the UV continuum differs from typical high-redshift star-forming galaxies, indicating that this UV emission may also be of AGN origin; hence, the true stellar mass of the host may be still lower.GALSPE

Inverse Design of Thin-Plate Elastic Wave Devices
Get PDFMotivated by recent advances in the inverse design of electromagnetic
materials, we develop two methods for manipulating flexural waves on thin
elastic plates. Firstly, we derive a technique for determining plate pinning or
mass-loading of a thin plate, designing structures that focus elastic energy,
or isolate a region of space from vibrations. Taking inspiration from the
adjoint method in electromagnetism, we show how to design graded plates to act
as lenses or perform mode shaping. Both of the methods presented are simple,
versatile and straightforward to implement, making them useful for designing a
wide range of devices for sensing, energy harvesting and vibration isolation
The spirituality of childbirth
No full textFor many couples the birth of their baby is a deeply spiritual experience. In our industrialised culture however, this sacred moment has generally come to be regarded as a medical event in hospital, drained of its spiritual dimensions. Many midwives and caregivers intuitively know about birth spirituality, but their medicalised training does little to prepare them to engage with it confidently. After considering some descriptions of spirituality and implications for birth practice in this paper, I trace the history of Western notions of spirituality in contrast to other cultural traditions. Three alternative woman-centred models of spirituality are then considered for their relevance to birthing. In articulating the sacredness of birth, I argue for a uniquely female spirituality, which is currently disadvantaged by a male-derived model of obstetrics. Finally, I consider some practical measures to enable caregivers to work with female spirituality for enhanced birth outcomes
