Educational technologies in the professional training of librarian specialists of the Republic of Cameroon
To improve the library education in the Republic of Cameroon, the author analyzes current pedagogical technologies, which are considered as a kind of social technologies, and included various aspects and levels. In the absence of a generally accepted classification of educational technologies, nevertheless, five main groups are revealed by a type of training: contextual, problematic, project, game, interactive ones. The paper shows technologies used for each kind, as well as the possibility of using different groups of pedagogical technologies in the library staff training in the Republic of Cameroon. A separate group of education technologies is distance learning such as multimedia technologies, electronic textbooks, teleconferences and webinars. The author emphasizes that the movement forward the innovative culture development, forming pedagogical skills and professional and personal competencies of library workers in Cameroon today is associated with innovative educational technologies. They open up new opportunities for the manifestation of creative initiative both teachers and students, give a chance to see a unique collective result, which together stimulates the process of professional training
Проблемы повышения квалификации и непрерывного образования библиотечно- информационных кадров в Республике Камерун
The actual problems of the advanced training, retraining and continuous education for staff of Library and Information Science specialists in the Republic of Cameroon have been examined. Some suggestions for future improvements coming from advanced foreign experience have been proposed. The author exposes a series of contradictions characterizing the system for re-education and re-qualification of librarians in the Republic of Cameroon. The absence of an integral vocational training system with basic standards in defining the functions and significance of librarianship has been indicated. This current analysis solicits senior librarians in the Republic of Cameroon to specialize in different branches of their training. Considering the current situation, the author designates the future directorate of strategic development and continuous training in the country to undertake cardinal systematic transformations in this domain. Having made an analysis of foreign experience, the author indicates the need for training library staff with several levels of specialization, using progressive training teaching models, an opportunity that will create a specialized research centre in the domain of librarianship in the Republic of Cameroon. Priority tasks with guaranteed judicial standards in librarianship in the country have been defined. The author indicates the need for the creation of a practical and scientific professional publishing house that will publish documents focused on development of the various branches/orientations of information, library scientific and practical books, as well as documents that are conceptual and methodical in nature. Furthermore, the author suggests the creation of a unique network for continuous education at the national level.В статье рассматриваются актуальные проблемы повышения квалификации, переподготовки и непрерывного образования библиотечно-информационных специалистов в Республике Камерун. Выявлен ряд противоречий, характерных для системы переподготовки кадров Камеруна. Указано на отсутствие целостной системы профессионального обучения подготовки и четкости в определении его назначения и функции, отсутствие нормативной базы. Дается анализ современного кадрового состава библиотек Камеруна. Обозначены стратегические направления развития и совершенствования системы непрерывного образования в стране путем кардинальных преобразований. Проанализировав зарубежный опыт, автор указывает на необходимость формирования многоуровневой системы подготовки специалистов и использования прогрессивных моделей обучения, целесообразности создания в Камеруне научно-исследовательского центра в области библиотечного дела. Определены первоочередные задачи в области нормативно-правового обеспечения этой сферы. Отмечается потребность в основании профессионального научно-практического печатного издания, информирующего о развитии различных направлений библиотечной и книговедческой науки и практики, а также публикующего материалы концептуального и методического характера
Reference Services in the Libraries of the Republic of Cameroon: Current State, Problems and Prospects
The reference services in Cameroonian libraries are lagging in the exercise of their activities. Thus, this study raises the problem of the organization and functioning of reference services in the libraries of Cameroon. The purpose of the research is to provide an updated view of research issues in reference services in the libraries of the Republic of Cameroon. It outlines the definition of the notion «reference service»; opens his essence, characteristics, and content; reveals the current state of reference services for Cameroonian libraries and the main factors influencing the activities of reference services in libraries of Cameroon. The research defines the attributes of a reference librarian and proposes and defines several ways and trends for the future improvement of reference services in the libraries of Cameroon. As part of the research conducted, the following methods were used: observation and interviews carried out in Cameroon libraries. The results of this study would, no doubt, be of great benefit to all libraries in Cameroon and should ideally be completed by the Cameroonian reference services

Negative trends in the system of library education in the Republic of Cameroon and their the exterior and intrinsic factors are examined. Among the exterior factors are: the low economic development of the country and the labor market; lack of efficient standards and laws and state regulation of education, culture and library activities; low literacy and education level; undeveloped information culture; severe natural and climatic conditions. Insufficient standard, regulation, methodological, staff and logistical support of library education, insufficient application of modern pedagogical and information and communication technologies of education make the intrinsic factors. The author also emphasizes that the exterior and intrinsic factors are interrelated and interdependent: developed information and communication technologies, finances and logistics of library professional education always depend on the country’s economic development, and library education legislation depends on the national policy for libraries and education, and this is true for the Republic of Cameroon. Until the negative factors are eliminated, the level of professional training of librarians and their professional motivation will remain low.Рассмотрены негативные явления в системе подготовки библиотечных кадров Республики Камерун, которые непосредственно зависят от внешних (макро) и внутренних (микро) факторов. К внешним факторам, влияющим на подготовку кадров, отнесены: низкий уровень экономического развития страны и рынка труда; отсутствие эффективной системы нормативно-правового и государственного регулирования образования, культуры и библиотечного дела; недостаточный уровень грамотности и образованности населения; неразвитость информационно-коммуникационной инфраструктуры страны; низкий уровень информационной культуры населения; сложные природно-климатические условия. Внутренние факторы: недостаточный уровень нормативно-правового, учебно-методического, кадрового и материально-технического обеспечения библиотечного образования; слабое использование современных педагогических и информационно-коммуникационных технологий в процессе обучения. Отмечено, что внешние и внутренние факторы взаимозависимы и взаимодействуют между собой, усиливая друг друга. Так, развитость информационно-коммуникационных технологий, материально-технического обеспечения учебного процесса подготовки библиотечных работников непосредственно зависит от уровня экономического развития страны, а нормативно-правовое обеспечение библиотечного образования – от государственной политики Республики Камерун в области библиотечного дела и образования и т.д. Подчёркнуто: если негативные явления не устранить, то система подготовки специалистов библиотечного дела Камеруна, а также мотивация сотрудников к повседневной активной профессиональной деятельности, останутся на низком уровне, не соответствующем требованиям мирового библиотечного образования и информационного сервиса
Current state and tendencies of developing library-information services in the Republic of Cameroon
The article reflects the state of affairs in the field, which generalizes an operational experience of libraries in the Republic of Cameroon and foreign countries. The authors pay attention to the factors influencing the development of library-information services by proposing and suggesting solutions to develop this situation. The authors consider the library structure in the country, their various divisions and the personnel number using statistical tools; characterize the structure of library collections on their languages; examine in detail the most effective methods of serving users. The article managers the problems related to acquisition of libraries, stocks regulations and redistribution. The problem of insufficient training and retraining of library specialists in the library profession is brought up. Authors draw attention to unsatisfactory development of the material-technical base in Cameroon libraries, which is a consequence of the meager appropriations. The energy crisis in the country does not permit stable Internet connection. The necessity of creating portals and web-sites for libraries in the Republic of Cameroon was noted. Sufficient causes that have a direct impact on the quality of library information services for users are outlined. Authors propose a system for structuring the library system and indicate developing priorities of library-information services of the Republic of Cameroon. The article gives a comparative analysis of libraries’ activity in different countries. The authors conclude that there is no complete system of library-information servicing, flexible mechanisms and their interrelation. The country has no a single information space based on modern technology, reading rooms of major libraries fail to meet the growing demand for information services. Based on this study, the paper shows that there is need to create a unified platform for the Republic of Cameroon; identifies problems and different forms of developing the library-information service. The authors propose to pay more attention to modern remote non-stationary forms of library service delivery to the population as the most promising direction.</jats:p
Современное состояние и перспективы библиотечно-информационного образования в Республике Камерун
The article is devoted to the goals and objectives of the national development of the concept of professional library education, reflecting the reform on the basic ideas of library and information education. It proposes priority solutions to support legal fields in libraries of the country. It highlights prospective directions to organize the system of professional training of library staff. From this analysis and international experience the author express the need for international norms and standardization of professional library and information education.Освещены цели и задачи разработки в Республике Камерун национальной концепции профессионального библиотечного образования, отражающей основополагающие идеи его реформирования. Предложены варианты решения первоочередных задач в области нормативно-правового обеспечения библиотечного дела в стране. Обозначены перспективные направления оптимизации системы профессиональной подготовки библиотечных кадров. Автор указывает на необходимость, опираясь на зарубежный опыт, перейти к международной стандартизации библиотечно-информационного образования. Сделан вывод о том, что профессиональное образование - стимул к проведению преобразований в стране, поскольку оно помогает решать социально-экономические задачи, способствует росту интеллектуально-культурного уровня страны
The competence approach as the basis to form training system for library professionals in the Republic of Cameroon
The article deals with the attitude of specialists to the competence approach in higher education, the stages of the “competence” formation concept are shown. The authors share the point of view of specialists, who emphasize the practical orientation of competences, and the competence approach itself is based on the practical orientation of education. After the analysis of publications, the authors come to the conclusion that the training of librarians in the Republic of Cameroon should ensure the formation of the following three groups of competences: 1) academic competencies, including basic knowledge and skills; 2) social and personal competences, including cultural and value orientations connected with the attitude of a person to himself as a personality (personal competence) and related to the person as a subject of interpersonal communication (communicative competence); 3) professional competencies. The authors show the basic technological competences required by Cameroonian library staff and believe that they should be incorporated into special academic disciplines and curricula of the department of documentary information. The authors conclude that academic, socio-personal and professional competences should be the basis not only for the educational standard of higher library education (getting bachelor’s and master’s degrees), which should be developed in Cameroon, but also for the entire system of training of highly qualified library personnel in the country
Создание организационно-функциональной структуры библиотечного образования в Республике Камерун
The paper considers the works of Russian specialists and scientists from other countries devoted to the organizational and functional process of training of library personnel. The author proposes to use this experience to form the system of library education in the Republic of Cameroon. The organizational and functional structure of library staff training in the Republic of Cameroon should include the following multifunctional and successively interrelated levels: specialized secondary library education, higher library education, training of scientific personnel and additional training programs for the professional development and retraining of specialists. For realization of such a structure dedicated to the training of specialists, it would seem appropriate to decide at the government level on the establishment of a Library and Information Science College in the country, which would focus on training of mid-level specialists, primarily for small public libraries. At the University of Yaounde ІІ, it is important to create a Library and Information Science Faculty and start the Master’s Degree training of students in librarianship; and in the longer term, Postgraduate programs for scientific staff. Organisation of qualification improvement and professional retraining can be carried out by joint efforts of the University of Yaounde ІІ and the major libraries of Cameroon. Practical introduction of the organizational and functional structure as the basis for implementation of training system for library staff in the Republic of Cameroon shall be carried out on the basis of classical management functions: planning, organization, motivation, coordination and regulation, control, taking into account the external and internal factors influencing the training of library staff.Проанализированы работы российских специалистов, а также ученых из других стран, посвященные организационно-функциональному процессу подготовки библиотечных кадров. Предлагается применение данного опыта для формирования системы библиотечного образования в Республике Камерун. Организационно-функциональная структура библиотечного образования Республики Камерун должна включать следующие многофункциональные и преемственно связанные уровни: среднее специальное библиотечное образование, высшее библиотечное образование, подготовка научных кадров и дополнительные профессиональные образовательные программы по повышению квалификации и переподготовке специалистов. Для реализации такой структуры представляется целесообразным на государственном уровне решить вопрос о создании в стране библиотечного колледжа, который будет ориентирован на подготовку специалистов среднего звена, в первую очередь для небольших публичных библиотек. В Университете Яунде ІІ необходимо создать библиотечно-информационный факультет, на котором начать подготовку магистрантов, а в более отдаленной перспективе и научных кадров в аспирантуре. Организацию повышения квалификации и профессиональной переподготовки можно осуществить совместными усилиями Университета Яунде ІІ и крупнейших библиотек Камеруна. Практическое внедрение организационно-функциональной структуры как основы формирования системы подготовки библиотечных кадров в Республике Камерун должно быть реализовано на базе классических функций управления: планирования, организации, мотивации, координации и регулирования, контроля с учетом внешних и внутренних факторов, влияющих на подготовку библиотечных кадров
