    State Dilemmas in Contemporary World Order

    The problems of the world order is often seen through the interaction of the leading centers of power. Nevertheless there is another approach, locating actorhood in the state, which forms the world order. State acts in international affairs, it has the right of legitimate violence, it also has the ability to concentrate the economic and human resources. Obviously, the nature of the state as part of the international system has an effect on the system itself, defining its key parameters. From that point of view, some questions arise: what happens to the state? What is the effect of its transformation on the contemporary world order? Why the state is changing? What hierarchy of states exists in the contemporary world order? The author proceed from the following theses. First, the nation state is no longer a universal formula of nation building. However, there is no balance between two key foundations of a legitimate order - fairness and efficiency. Second, the current world order is a mosaic of fundamentally different states. Each state is trying to find a formula for the combination of a fairness and efficiency. These formulas do not always coincide with each other, and it underlays the stability in international relations. Third, a small group of major powers still play the key role in the world order. The issue of sovereignty of many countries remains open. World order, as well as a state, is characterized by imbalance between equity and efficiency. The awaited harmony of these two principles may be spoofed again the triumph of efficiency oover justice -maintenance of order through the balance of power and a rigid hierarchy

    Novel zwitter-ionic nido-carboranyl azide 9-N3(CH2)3Me2N-nido-7,8-C2B9H11 was prepared by the reaction of 9-Cl(CH2)3Me2N-nido-7,8-C2B9H11 with NaN3. The solid-state molecular structure of nido-carboranyl azide was determined by single-crystal X-ray diffraction. 9-N3(CH2)3Me2N-nido-7,8-C2B9H11 was used for the copper(I)-catalyzed azide-alkyne cycloaddition with phenylacetylene, alkynyl-3β-cholesterol and cobalt/iron bis(dicarbollide) terminal alkynes to form the target 1,2,3-triazoles. The nido-carborane-cholesterol conjugate 9-3β-Chol-O(CH2)C-CH-N3(CH2)3Me2N-nido-7,8-C2B9H11 with charge-compensated group in a linker can be used as a precursor for preparation of liposomes for Boron Neutron Capture Therapy (BNCT). A series of novel zwitter-ionic boron-enriched cluster compounds bearing a 1,2,3-triazol-metallacarborane-carborane conjugated system was synthesized. Prepared conjugates contain a large amount of boron atom in the biomolecule and potentially can be used for BNCT

    DIALOGUES ABOUT THE RIGHTS OF NOBILITY ASSEMBLY IN THE CONTEXT OF THE ELECTORAL CONFLICTS IN RUSSIA OF THE FIRST QUARTER OF THE 19TH CENTURY

    The article presents the results of a research how, in the first quarter of the 19century, nobility assemblies expressed their disagreement with the governor’s decision not to confirm the results of vote or to discharge the elected candidates for the positions of noble leaders, employees of local administration and court. Historical sources for the research are individual complaints and collective applications of nobility assemblies, reports of governors, and the orders of the Minister of Internal Affairs on the question of elections. Attention is paid to the language features of the texts and the arguments used by the representatives of nobility assemblies regarding their right to challenge the gov-ernor’s decisions, even if their position contradicted the operating legal norms. As a result, several interconnected rational and emotional arguments were revealed: the arguments of “honour”, “service” and “general opinion”. The author states that the electoral conflicts in Russia of the last third of the 18th and the first half of the 19th centuries, regardless of whether they were the conflicts of values or the conflicts of interests, were a factor of the emergence of. © 2021, Permskii Gosudarstvennyi Natsional'nyi Issledovatel'skii Universitet.     A Biography of a Hero of the Soviet Union A. T. Sevastjanov

    The article is devoted to the difficult fate of the defender of Leningrad during days its blockade, a fighter pilot of air defense troops, Hero of the Soviet Union A. T. Sevastyanov (1917–23.04.1942). Night air ram German bomber from 4th to 5th November 1941 over Leningrad forever inscribed his name in the history of the city’s on Neva defense. However, in reports, essays, articles, biographical information Sevastyanov combat work reduced to the description of this feat, air combat (according to witnesses), in which the pilot was died April 23, 1942 as well as the discovery of his remains in June 1971. Archived documents can extend the repose of his militant work, and understand the reasons for which, because of circumstances beyond his control, led to the death. Contrary to the widespread opinion that the title of Hero of the Soviet Union was allegedly given to the pilot Sevastyanov posthumously, the author shows that the his award list was presented long before his death. It is important to emphasize the circumstances that largely predetermined the fate of the pilot. Sevastyanov died, piloting the MiG-3 and he did not have the opportunity to participate in air battles with this aircraft. Before that, covering the besieged Leningrad sky, he flew on an I-153 plane, which was used mainly for attack of ground targets, because its tactical and technical characteristics, especially speed and vertical maneuver, were lower than the same characteristics of the enemy airplanes. In addition, after the heroic night ram-attach on November 4, 1941 and until the last combat sortie, he did not took part in aerial battles

    Epsilon-Near-Zero Absorber by Tamm Plasmon Polariton

    Two schemes of excitation of a Tamm plasmon polariton localized at the interface between a photonic crystal and a nanocomposite with near-zero effective permittivity have been investigated in the framework of the temporal coupled-mode theory. The parameters of the structure have been determined, which correspond to the critical coupling of the incident field with a Tamm plasmon polariton and, consequently, ensure the total absorption of the incident radiation by the structure. It has been established that the spectral width of the absorption line depends on the scheme of Tamm plasmon polariton excitation and the parameters of a nanocomposite film. The features of field localization at the Tamm plasmon polariton frequency for different excitation schemes have been examined. It has been demonstrated that such media can be used as narrowband absorbers based on Tamm plasmon polaritons localized at the interface between a photonic crystal and a nanocomposite with near-zero effective permittivity

Бродского ("На смерть друга", "Келломяки", "Портрет трагедии") и их автоперевода, а также восприятию последнего англоязычным читателем. Работа состоит из двух частей - Истории вопроса и Анализа текста; в рамках первой главы рассматриваются такие аспекты вопроса, как процесс перевода, отличие двух поэтических традиций, восприятие характерных черт индивидуального стиля автора представителями разных культур, и привлекается мнение таких учёных, как Д. Бетеа, Л. Зубова, В. Полухина и др. Ключевой тезис работы основывается на диссертации Д. Л. Олсона "Укоренённый космополитизм в поэзии Шеймаса Хини, Дерека Уолкотта и Иосифа Бродского".This paper focuses on the research on three poems by Joseph Brodsky ("To a Friend: In Memoriam", "Kelomyakki" and "Portrait of Tragedy") and their autotranslations, as well as on perception of the latter by an English-speaking reader. The thesis consists of two main parts - the History of the Question and the Textual Analysis; within the first chapter, I am working with such aspects of the topic, as the translation process, the difference of two poetical traditions, the perception of the individual features of the author by representatives of the different cultures; I am referring to papers of various scholars, as D. M. Bethea, L. Zubova, V. Polukhina and others. The main idea of the thesis is analyzed within the concept stated in the dissertation of J. L. Olson "Rooted Cosmopolitanism in the Poetry of Seamus Heaney, Derek Walcott, and Joseph Brodsky"

J.F., M.K and S.H. acknowledge support from the state of Bavaria.Light amplification by stimulated emission of radiation, well-known for revolutionising photonic science, has been realised primarily in fermionic systems including widely applied diode lasers. The prerequisite for fermionic lasing is the inversion of electronic population, which governs the lasing threshold. More recently, bosonic lasers have also been developed based on Bose-Einstein condensates of exciton-polaritons in semiconductor microcavities. These electrically neutral bosons coexist with charged electrons and holes. In the presence of magnetic fields, the charged particles are bound to their cyclotron orbits, while the neutral exciton-polaritons move freely. We demonstrate how magnetic fields affect dramatically the phase diagram of mixed Bose-Fermi systems, switching between fermionic lasing, incoherent emission and bosonic lasing regimes in planar and pillar microcavities with optical and electrical pumping. We collected and analyzed the data taken on pillar and planar microcavity structures at continuous wave and pulsed optical excitation as well as injecting electrons and holes electronically. Our results evidence the transition from a Bose gas to a Fermi liquid mediated by magnetic fields and light-matter coupling.Peer reviewe

    Detection of a small target object in blurry images affected by affine distortions

    The paper proposes a novel and practically effective method for detecting, classifying, and estimating the coordinates of the image center of a small-size target object on a noisy scene, which is invariant to linear conformal transformations (rotation, shift, and scale). We consider a binary classifier that decides whether a particular part of the scene contains the desired image or only the background. The proposed approach implies an interactive procedure for finding an extremum of a function that approximates the likelihood function of the binary classifier. A two-step procedure based on the Nelder-Meade method is used to implement the extremum search. In order to ensure the robustness to noise and linear conformal transformations, both special training methods and the approach based on using an ensemble of classifiers, each of which corresponds to a certain scale, are applied in training the classifier. The author created a method for detecting a blurred image of a small-sized object in a scene that is distorted by correlated noise and proposes simultaneous estimation of the coordinates of the center of the target image. The method is robust to linear conformal distortions and has been successfully tested both on the artificial model and real images. The results of numerical study confirmed the robustness of the method to correlated noise of additive type and to linear conformal transformations. Within the framework of the proposed approach, the problem of constructing a confidence set for the coordinates of the target image center has been formally solved, and the efficiency of the obtained solution has been numerically investigated. The properties of the confidence set are formalized in the form of a theorem. The work also makes a comparison with the classical correlation-extreme method. If necessary, the proposed method can be easily generalized to the multiclass case. The method can be applied to machine vision systems, including online analysis of aerial survey data and to systems for video monitoring of the mechanical condition of complex technical equipment under conditions of strong meteorological disturbance
