Results of Mental Health Well-Being and Burnout Screening Among Medical Students: A Descriptive Study Comparing 2020 and 2024 Data
Objective: Medical students frequently experience burnout, stress, anxiety, and depression. Research on this issue in Russia is scarce and challenging to compare due to the lack of studies on this topic in the country. The aim of the present study was to comparatively analyze the mental well-being and mental health needs of medical students in St. Petersburg, Russia, over time using the same methodology. Methods: An anonymous structured online survey was conducted among students of a medical institute in June–July 2024. The Short General Health Questionnaire (GHQ-12), Oldenburg Burnout Inventory (OLBI), and CAGE questionnaire were used in the study. Results were compared with the data of a survey conducted at the same institute in 2020. Results: The sample included responses from 152 students (76.3% women). The majority of respondents (95.4%) reported experiencing significant stress in their lives, with education-related factors (83.6%), uncertainty about the future (72.4%), and the current geopolitical situation (73.0%) being the leading sources of stress. According to the GHQ-12, screening was positive in 88.2% of students (cf 84.8% in 2020; p = 0.389). Screening for burnout using the OLBI showed positive results in 87.5% (cf 73.3% in 2020; p = 0.002) of students for disengagement and 90.1% (cf 80.0% in 2020; p = 0.012) of students for exhaustion. Screening with the CAGE tool identified a risk of problematic alcohol use in 20.4% of students (cf 20.0% in 2020; p = 0.930). Conclusions: The study showed increased burnout in students in 2024 compared to 2020 and stable rates of problematic alcohol use and positive screening for minor mental disorders

Органи Національної поліції України як суб’єкт запобігання та протидії корупції в Україні
The author of the article has studied the legal status of the agencies of the National Police of Ukraine as a subject of prevention and counteraction to corruption. On the basis of the analysis of the current Ukrainian legislation, as well as professional scientific sources, it has been established that the status of such a subject is defined either as “the subject of preventing corruption” or as “the subject of counteracting to corruption”, which does not quite accurately reflect the essence of the activities of the police in this direction. The author has carried out a comparison of legislation defining the legal principles for anti-corruption activities in general, as well as the principles of the police activity of Ukraine as a subject of prevention and counteraction to corruption in particular. As an example of the activities of the National Police of Ukraine as a subject of prevention and counteraction to corruption, the author has provided fundamental differences between the categories of “prevention of corruption” and “counteraction to corruption”.
The expediency of using a single legal structure “the subject of prevention and counteraction to corruption” has been substantiated. In this regard, it has been emphasized that the activities of the National Police of Ukraine on preventing and counteracting to corruption are the only, integral area of the implementation of its powers.
It has been clarified that the agencies of the National Police of Ukraine, acting as a subject of prevention and counteraction to corruption, realize their powers both in internal relations and externally. Due to the analysis of procedural legislation, the author has established the types of corrupt and corruption-related offenses, which should be addressed by the agencies of the National Police as a subject of prevention and counteraction to corruption. The author’s vision of the essence of the agencies of the National Police of Ukraine as a subject of prevention and counteraction to corruption has been presented.
The author has determined some shortcomings of the legal regulation of the legal status of the National Police agencies as a subject of prevention and counteraction to corruption. The ways of solving such shortcomings have been offered.Рассмотрен правовой статус органов Национальной полиции Украины как субъекта предотвращения и противодействия коррупции. Обоснована целесообразность использования единой конструкции «субъект предотвращения и противодействия коррупции». Выяснено, что полиция как такой субъект реализует свои полномочия как во внутриведомственных отношениях, так и во внешних. Приведено авторское видение сущности полиции Украины как субъекта предотвращения и противодействия коррупции. Установлены отдельные недостатки правового регулирования правового статуса полиции как субъекта предотвращения и противодействия коррупции и предложены пути решения некоторых из них.Розглянуто правовий статус органів Національної поліції України як суб’єкта запобігання та протидії корупції. Обґрунтовано доцільність використання єдиної конструкції «суб’єкт запобігання та протидії корупції». З’ясовано, що поліція як такий суб’єкт реалізує свої повноваження як у внутрішньовідомчих відносинах, так і у зовнішніх. Описано авторське бачення сутності поліції України як суб’єкта запобігання та протидії корупції. Установлено недоліки правового регулювання правового статусу поліції як суб’єкта запобігання та протидії корупції та запропоновано шлях вирішення деяких із цих проблем

The Current State of Normative and Legal Regulation of Bankruptcy Procedures in Ukraine
It has been emphasized that one of the means of overcoming the financial crisis is a properly functioning institution of bankruptcy. It has been found out that the efficiency of bankruptcy proceedings in Ukraine is low, due to the long duration of such a procedure and its high cost. The national legislation regulating bankruptcy procedures in Ukraine has been analyzed. Comparative and legal analysis of the Bankruptcy Procedure Code of Ukraine and other normative and legal acts regulating the scope of restoring the solvency of the debtor or his recognition as a bankrupt has been carried out. The contradictory and sometimes radically conflicting provisions of the Bankruptcy Procedure Code of Ukraine have been determined. It has been established that, although the Bankruptcy Procedure Code of Ukraine was adopted not so long ago, and it came into force almost a year ago, it was amended several times. It is evidence of improper normative and legal regulation of bankruptcy procedures, which, in particular, finds its manifestation in the absence of stability in the functioning of this sphere of public relations. It has been noted that the name of the Bankruptcy Procedure Code of Ukraine requires adjustment in regard its change into the Code of Ukraine on Procedures for Restoring the Debtor’s Solvency or Declaring Him Bankrupt, which will fully comply with the subject matter of its normative and legal regulation. Particular attention has been paid to the provisions of the Bankruptcy Procedure Code of Ukraine, which determine the features of its entry into force. It turns out that the Bankruptcy Procedure Code of Ukraine was in force for six months, but not enacted, which is a complete disregard for legal techniques. The instructions of the Bankruptcy Procedure Code of Ukraine on determining the features of normative and legal regulation of legal relations in the field of bankruptcy procedures have been analyzed. The author has suggested the following wording of Part 1 of the Art. 2 of the Bankruptcy Procedure Code of Ukraine: “Bankruptcy proceedings are regulated by the Constitution of Ukraine, International Treaties of Ukraine, the binding nature of which is approved by Verkhovna Rada of Ukraine, this Code, the Commercial Procedural Code of Ukraine and other laws of Ukraine”
