The cost and performance of paid agricultural extension services : the case of agricultural technology transfer in Nicaragua

Budgets for extension services have been reduced in many countries. One response to these reductions in public services in some countries has been to privatize extension services - with extension services provided for a fee, by either public agencies or private companies. Under the new approach, producers become clients instead of beneficiaries. The authors examine ways to measure the cost of providing paid-extension services and its performance and apply these indicators to data on Nicaragua, where paid extension has existed for several years. Data were insufficient to compare the quality of privately and publicly provided extension services, but available data suggest that the costs of extension have declined over time. Results suggest that paid extension is feasible and has a positive impact, even in a relatively poor country such as Nicaragua. The national system for agricultural technology-transfer services was redesigned to include three main modules: mass media and free demonstrations; cofinanced extension services; and private extension services. The relatively high cost recovery rates in Nicaragua and the economic performance of the two paid programs show that even poor farmers are willing to pay for a service that improves their economic efficiency and ability to earn a living. To the surprise of everyone involved, Nicaragua's producer clients understood that without cost-sharing, the system would not endure.ICT Policy and Strategies,Agricultural Knowledge&Information Systems,Environmental Economics&Policies,Enterprise Development&Reform,Montreal Protocol,Agricultural Knowledge&Information Systems,ICT Policy and Strategies,Environmental Economics&Policies,Governance Indicators,General Technology

Determinants of the Dinar-Euro Nominal Exchange Rate

This paper studies drivers of daily dynamics of the nominal dinar-euro exchange rate from September 2006 to June 2010. Using a novel semiparametric approach we are able to incorporate the evidence of nonlinearities under very weak assumptions on the underlying data generating process. We identify several factors influencing daily exchange rate returns whose importance varies over time. In the period preceeding the financial crisis, information in past returns, changes in households’ foreign currency savings and banks' net purchases of foreign currency are the most significant factors. From September 2008 onwards other factors related to changes in country's risk and the information processing in the market gain importance. NBS interventions are found to be effective with a time delay.Foreign exchange market, Partially linear model, Kernel estimation

Rethinking Lavoix's Attribution of the Dinar dated 210 AH/AD 825-826

The paper aims at reconsidering a dinar attributed to the 'Abbasid caliph al- Ma’rnun (198-218 AH/AD 813-833), first published in 1887 by the French scholar H. Lavoix. Later on, this attribution was repeated, without questioning, by a number of scholars despite the fact that - at the beginning of the 20th century - the Sicilian numismatist B. Lagumina had noticed that the legends on the gold specimen in the BnF's coin cabinet were comparable to the silver issues of the revolt leader Mansur b. Nasr al-Tunbudr. The author of this contribution proves, using historical sources and through a close scrutiny of the known specimens, both in gold and silver, that the dinar catalogued by Lavoix is a gold issue minted in al-Qayrawan by Mansar b. Nasr al-Tunbudr and that it cannot be considered, as previously believed, as an Abbasid dinar

The The Significance of Using the Dinar and Dirham as Currencies in the Islamic Economy: Analysis of Weaknesses and its Benefits

    No full text
This article intends to describe today's feasibility of using the dinar and dirham currencies in the Islamic economic system. The application of Dinar and Dirham is considered more appropriate because they have a fixed value and guarantee stability. The dinar and Dirham currencies are deemed capable of solving currencies, such as coping with massive inflation in the world currency system. Dinar and Dirham can realize the stability of exchange rates and increase international trade progress, especially in Islamic countries throughout history. The author analyzes books from the library with a descriptive analysis approach. In theory, dinars and dirhams stabilize a country's finances if supported by production factors. This will accelerate the turnaround of money and the economy. However, the Dinar and Dirham also do not escape various problems. For example, the large hoarding of gold and silver, the obstacles between a country, the possibility of a monopoly by a government with more gold reserves, and very high production capabilities

Gold dinar as a consumer product: modified version of the theory of planned behaviour

This study is a conceptual discussion that explores the literature concerning the purchase intention of the gold dinar in Malaysia. Although some research has been done on gold dinar acceptance in the past, a thorough marketing research perspective has been missing in this niche. Yet the gold dinar market is quite dynamic with many public and private initiatives yielding mixed response from the public. The literature suggests that the theory of planned behaviour (TPB) is a good analytical approach to understand the purchase intention of Malaysian customers. However, the author of this theory, Ajzen, has discarded the construct of knowledge as irrelevant to the process of formationof behavioural intention. On the other hand, the competing cognitive behavioural theories postulate knowledge as an important variable, at least in the context of consumer behaviour. Thus, this study proposes a modified version of the TPB that includes objective product knowledge and subjective productive knowledge as exogeneous variables. A conceptual framework is presented with attitude and perceived behavioural control as mediators. A total of 16 hypotheses were generated. Fresh marketing behavioural perspective and consumer knowledge inclusion offers new and potentially more insightful avenues for understanding public behaviour towards gold dinar by academics and practitioners

Efficiency and equity considerations in pricing and allocating irrigation water

Economic efficiency has to do with how much wealth a given resource base can generate. Equity has to do with how that wealth is to be distributed in society. Economic efficiency gets far more attention, in part because equity considerations involve value judgements that vary from person to person. The authors examine both the efficiency and the equity of different methods of pricing irrigation water. After describing water pricing practices in a number of countries, they evaluate their efficiency and equity. In general they find that water use is most efficient when pricing affects the demand for water. The volumetric, output, input, tiered, and two-part tariff schemes all satisfy this condition and can be efficient although whether efficiency is short-run or long-run, first- or second-best, varies. Pricing schemes that do not directly influence water input -- per-unit areas fees for example -- lead to inefficient allocation. But they are usually easier to implement and administer and require less information. The extent to which water pricing methods can effect income redistribution is limited, the authors conclude. Disparities in farm income are mainly the result of factors such as farm size and location and soil quality, but not water (or other input) prices. Pricing schemes that do not involve quantity quotas cannot be used in policies aimed at affecting income inequality. The results somewhat support the view that water prices should not be used to effect income redistribution because water prices are a poor vehicle for reducing income inequality. But pricing schemes that involve water quota rules can reduce income inequality. The authors demonstrate this with a two-rate tiered pricing scheme combined with equal quotas of the cheaper water.Water Conservation,Environmental Economics&Policies,Water and Industry,Drylands&Desertification,Economic Theory&Research,Town Water Supply and Sanitation,Water Supply and Sanitation Governance and Institutions,Water Conservation,Water and Industry,Environmental Economics&Policies
