    The problems in this research are formulated as follow, first, how is the standard value calculated in the transition of BPHTB land rights? Second, how to assure the standard value in the calculation of BPHTB on the transfer of land rights? This research is a normative research supported by empirical data with the approach of legislations. On the basis of this study we concluded that, first, there is uncertain quantification of BPHTB amount to be paid, with the obligation that inhibit the validation process of registration of land rights transfer. Secondly, there should be standard fixed value as the basis for calculating BPHTB by the competent authority, such as the Taxable Value on Property Tax

    Fee for Acquisition of Land and Building (BPHTB) is an obligatory fee that must be paid by any parties receiving rights over land and building. In order to get certainty in paying BPHTB, it is necessary to change the values used as the standard in calculating BPHTB. This research discusses: first, what is the difference of transaction value gap with (NJOP PBB) in SPPT PBB? Second, what values that can be selected to be used as the standard of calculating BPHTB? This research was conducted using normative method supported by primary data. The findings conclude that: first, transaction values are generally higher than NJOP PBB written in SPPT PBB. Second, in order to gain certainty in the payment of BPHTB, it is necessary to set a reasonable value in NJOP PBB as written in SPPT PBB to be used as a standard in calculating BPHT

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     This research is based on the fact that the number of divorce rate that occurred in Gunung Kidul regency recently, even on average there are about 100 divorce decisions every six months and this has not been the case of divorce into the Religious Courts. With this high divorce rate becoming a further interest to study it in a study of the role of government in this case the Religious Courts in the effort to overcome and handling Divorce in Gunung Kidul Regency in addition to looking for the reasons why the divorce rate is so high.In the concept of the State welfare law, the government has an obligation to play an active role in creating prosperity for the community in the form of creating an atmosphere of tranquility, happiness and order in various aspects of community life, especially in the family field. The function and role of government which are then deregulated in various organs and government institutions are so dominant in creating the ideals of the welfare state law.This research was conducted by using normative legal research methods supported by secondary data in the form of legal materials and data relating to the role of government in this case the Religious Court in the control and handling of divorce that occurred in Gunung Kidul Regency.In literature research that will produce secondary data is done by studying the documents relating to the research topic which is then analyzed by using qualitative analysis based on the norms or theories applicable which then described in the form of identification, analysis and then compiled back in order to draw conclusions. The results of this study are expected to be useful for the development of science, especially the science of law and more specifically the law of State administration and constitutional law. Besides, this research is also expected to provide inputs in an effort to maximize the role of government in creating community welfare through efforts to overcome and decrease divorce rate that occurred in Gunung Kidul Regency. Keywords: Role of PA, handling, handling, divorc
