    The role of digitalisation in public organisations in Morocco: Inductive lessons and theoretical implications

    Cet article examine l\u27impact de la digitalisation sur les processus organisationnels et la performance des administrations publiques au Maroc, en utilisant une approche qualitative et des études de cas sur cinq organisations publiques. Les résultats révèlent que la digitalisation améliore l\u27efficacité organisationnelle, la gestion des ressources humaines et financières, ainsi que l\u27accessibilité des services pour les citoyens. L\u27automatisation des processus réduit les délais de traitement, tandis que les outils numériques renforcent la collaboration inter-départementale et l\u27engagement citoyen. De plus, la transparence administrative, facilitée par la publication en ligne des rapports financiers, accroît la confiance des citoyens. L\u27article souligne aussi l\u27importance de la formation continue des employés pour réussir cette transformation numérique. Un modèle conceptuel est proposé, articulé autour de cinq hypothèses clés : l\u27automatisation des processus, l\u27optimisation de la gestion des ressources, l\u27amélioration de l\u27accessibilité et de l\u27engagement citoyen, le rôle modérateur de la formation des employés, et le renforcement de la transparence par la digitalisation des processus administratifs.    This article examines the impact of digitalisation on the organisational processes and performance of public administrations in Morocco, using a qualitative approach and case studies of five public organisations. The results show that digitalisation improves organisational efficiency, the management of human and financial resources, and the accessibility of services for citizens. Process automation reduces processing times, while digital tools strengthen inter-departmental collaboration and citizen engagement. In addition, administrative transparency, facilitated by the online publication of financial reports, increases public confidence. The article also stresses the importance of ongoing employee training to ensure the success of this digital transformation. A conceptual model is proposed, based on five key hypotheses : the automation of processes, the optimisation of resource management, the improvement of accessibility and citizen engagement, the moderating role of employee training, and the strengthening of transparency through the digitalisation of administrative processes

    The Governance of Sustainable Development According to Imam Ali\u27s Letter 53 and the UN Agenda 2030: A Comparative Study of the Two Charters

    This research is a comparative study between the famous Letter 53 of Imam Ali Ibn Abi Taleb and the UN Agenda 2030. With a textual analysis of the 117 passages of the fourth Caliph\u27s epistle, we study sustainable development goals (SDGs) stated by Agenda 2030 in Letter 53. Besides, we analyze the governance of sustainable development, according to Imam Ali\u27s economic vision. In the light of this comparative study, it has been observed that SDGs 1, 2, 3, 4, 5, 6, 7, 8, 10, 13, 14, 15, 16, 17 of Agenda 2030 are the most expressed in the said Letter. Finally, we conclude our analysis with a comparative table showing a substantial similarity between the two charters\u27 vision. Nevertheless, some differences appear in specific themes\u27 objectives and a growing distinction between the SDGs and those grouped under Innovation and Technological Improvement

    The Legacy of Leadership According to Imam Ali\u27s Letter 53: A Comparative Perspective with the New Management

    This comparative study examines the qualities of leadership from two distinct perspectives: Imam Ali\u27s renowned Letter 53 and New Management. The goal of the study is to compare and contrast the two techniques, notwithstanding the distinct historical and cultural settings in which each methodology originated. Also, this essay describes the core values of the new management, which include maximizing efficiency, customer satisfaction, innovation, quality assurance, productivity growth, and employee empowerment. In the same spirit, Imam Ali\u27s leadership principles—including delegation, active listening, informed decision-making, tolerance, empathy, and respect—are presented. After a comparison of the similarities and differences between the two methodologies, we study these traits in-depth and talk about their individual benefits and drawbacks in connection to the various scenarios. Also, we point out the parallels and discrepancies between these two leadership philosophies, notably in terms of delegating, judgment, and empathy. We finish this comparison research by reflecting on the article\u27s application in the real world and discussing how managers and leaders may use both approaches to create their own leadership styles. We also discuss future directions for leadership research by taking Imam Ali\u27s teachings into account. In light of this comparison, our study offers an in-depth analysis of two leadership methods and their points of convergence and divergence, with the aim of enriching contemporary leadership thinking and highlighting the legacy of Imam Ali

    Transparence et performance organisationnelle : une étude des principes de la lettre 53 du Nahj al-Balāgha dans le secteur public Marocain

    La gouvernance transparente est cruciale pour l'efficacité des institutions publiques, comme le démontre la lettre 53 du Nahj al-balāgha, écrite par l'Imam Ali Ibn Abi Taleb. Ce document, adressé à Mâlik al-Ashtar, propose des principes fondamentaux pour une gestion transparente et responsable. Cet article examine la pertinence de ces principes dans le contexte des institutions publiques marocaines contemporaines. À travers une enquête menée auprès de 126 organismes publics, l'étude évalue l'application des concepts de transparence issus de la lettre 53 et leur effet sur les performances organisationnelles. Les résultats indiquent que l'adoption des principes de transparence recommandés contribue positivement à l'efficacité administrative et à la gestion des ressources. Cependant, l'influence sur la satisfaction des usagers demeure limitée. L'étude met en lumière des défis dans l'application pratique des principes de transparence et propose des recommandations pour renforcer leur mise en oeuvre afin d'améliorer la confiance publique et la performance des institutions

    Cette recherche explore l'application des principes de la Lettre 53 d'Imam Ali dans 126 organisations publiques marocaines afin d'améliorer leur performance. L'étude se concentre sur l'impact de trois dimensions clés : la transparence, la responsabilité et la participation, en les analysant comme variables indépendantes, tandis que la performance organisationnelle est considérée comme la variable dépendante. En adoptant une approche quantitative, trois hypothèses ont été testées. Les résultats révèlent une influence positive significative de la transparence sur la performance, confirmant l'hypothèse principale. Cependant, la responsabilité n'a pas agi en tant que médiateur comme prévu, ce qui pourrait refléter une conception différente de ce principe dans la gouvernance actuelle. Quant à la participation, bien qu'elle soit importante, elle n'a pas joué de rôle médiateur entre transparence et performance. L'article est structuré en plusieurs sections : une présentation détaillée du cadre théorique et méthodologique, suivie d'une analyse des résultats. Enfin, des recommandations pratiques sont proposées pour intégrer les principes de la Lettre 53 dans la gouvernance des institutions publiques marocaines, afin d'améliorer leur transparence et leur performance

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
