    Port Development and Land Use through the Danish Planning System: An analysis of the Danish planning framework with a particular focus on port development and land use.

    This project deals with development and land use in port areas with a particular emphasis on the physical and spatial planning of such. The aim of the project is to examine how development and use of lands can be managed and planned through a planning framework from National through regional and down to municipal and local level in order to investigate how and if the planning framework is in place to efficiently and sustainably support and protect the future development of ports. In order to examine this in more detail, an example of Denmark with particular attention on Aalborg’s Port is chosen to give a working example of a planning framework. The research also investigates, through theory, how the relationship of the city and port has changed both physically and in terms of planning. The research gathers and discusses a number of different theories concerning the port industry and port planning with particular attention put on the national planning act, policies, reports and plans concerning port development at different levels of governance. An analytical framework is then designed to analyse the Danish planning system from the perspective of port planning with various reflections made on the theory concerning the subject

    Åhh nej, så er den gal igen - vand i haven! Gode råd er dyre; hvad gør man? Ringer til forsyningen! Vandafledning er jo deres opgave. De må derfor have den rette faglighed og erfaring til at håndtere højtstående grundvand. Og ja, det har forsyningen helt rigtigt, men hvorfor så en blank afvisning på at hjælpe "en borger i nød"? Ja, hvorfor er forsyningen nødsaget til at gå uden om håndtering af højtstående grundvand, når de har viden og infrastruktur, der let kan tilpasses til også at favne håndtering af højtstående grundvand?For at kortlægge det relevante lovgrundlag herfor undersøges det, hvordan gældende lov beskriver forsyningens virksomhed særligt med henblik på håndtering af højtstående grundvand.Hertil kommer klarlæggelse af regulering og planlægning af forsyningens virkefelt. På baggrund heraf er detmuligt at afgøre, hvorvidt gældende lov kan rumme forsyningens professionelle løsning af problemerne med højtstående grundvand. Der udarbejdes slutteligt en anbefaling til forsyningen for deres videre virke på netop dette felt.Oh no, not again - the garden is covered by water! What to do? Why are the utility company compelled to avoid dealing with high groundwater levels when they have the needed knowledge, skills and infrastructure easily adaptable so that they could also embrace dealing with high groundwater levels?In order to describe the current legal framework a study of the present law specifically focused on the utilities’ responsibilities and field of action is conducted. This also includes clarifying the regulation and planning of the utilities field of action. On this basis it is possible to determine whether the present law can embrace a professional solution to the problems with high groundwater levels as suggested. Finally, a recommendation is made for the utilities concerning their future work in this field

    Projektet ”Modernisering af myndighedshøringen ved udstykningskontrollen” omhandler mulighederne for at forny myndighedshøringen vedr. udstykningskontrollen i form af den grønne og hvide erklæring. Projektet er initieret af den aktuelle debat omkring fornyelsen af myndighedshøringen, som er opstået pba. ulemperne ved den utidssvarende grønne erklæring. Historiske analyser af selve myndighedshøringen og også af udviklingen for digitalisering af ejendomsdannelsesprocessen leder frem til en dybere forståelse for problemområdet, hvorved grundlaget for nærmere analyser om udformningen af en ny digital ordning kan påbegynde. Det konkrete arbejde vedr. udstykningskontrollen og hele forelæggelsesgrundlaget for myndighederne har således en klar reference til et af tidens større fokusområder, nemlig digitalisering og effektivisering af den offentlige forvaltning. Via analyser af aktuelle forhold samt interviews af de centrale aktører i udstykningskontrolprocessen opstilles implementeringshensyn og forhold, som en ny ordning bør efterleve. Projektet præsenterer slutteligt et forslag til en prototype, som eksemplificerer hvordan en fremtidig ordning på baggrund af de foretagne valg og krav rent principielt kunne se ud.This project, titled ”Modernization of authority hearings by subdivision control”, deals with the possibilities to renew the hearing of the authorities regarding to the control of subdivision, consisting of the green and white declaration. The project is initiated by the current discussions of the renewal on the control of subdivision, which is occurred due to the disadvantages of the outdated greendeclaration. Historic analysis of the hearing of the authorities and the digitization of the process for property formation leads to a deeper understanding of the problem. This creates a basis for closer analysis of the development of a new digital solution. The specific work on the control of subdivision and the entire presentation to the authorities have in this way an evident reference to a current major focus, the digitization and efficiency of the public administration. Through analysis of the current situation and interviews of the central participants in the process for control of subdivision considerations will be outlined for implementation and general conditions which a new solution must be complied with. Finally the project ends with a proposal for a prototype, which illustrates how a future fundamental solution would look like based on the selected choices and requirements

    Kørekort til geografiske grunddata?: - et indblik i de semiprofessionelle brugeres håndtering af geografiske grunddata

    Er de semiprofessionelle brugere klar til at håndtere geografiske grunddata? Dette projekt sætter fokus på, hvordan de semiprofessionelle brugere kommer i kontakt med og anvender geografiske grunddata. Udgangspunktet for projektet er Regeringen, KL og Regionernes bud på en bedre udnyttelse af grunddata – Grunddataprogrammet.Projektets baggrundsanalyse viser, at Grunddataprogrammet primært tager udgangspunkt i produktion, optimering, forbedring samt distribution af grunddata. For at belyse en anden side af anvendelsen og håndteringen af grunddata tager projektets analyse udgangspunkt i de semiprofessionelle brugere og den organisation, de arbejder. Hvordan kommer de semiprofessionelle brugere i kontakt med data, hvordan bruger de dem og med hvilket formål?Ved at gennemføre feltbesøg hos fem organisation hhv. tre private virksomheder, en kommune samt en offentlig styrelse blev oplysninger om den praktiske anvendelse af geografiske grunddata, indsamlet. Feltbesøgene viste, at der hos størstedelen af organisationerne ikke er fokus på hvordan organisation og medarbejdernes kompetencer påvirker anvendelsen af grunddata. Der er hos organisationerne generelt en manglende struktur omkring data, dataanvendelse, metadata og kvalitetssikring. Medarbejderne har en udpræget trial-and-error tilgang til dataanvendelse, hvilket i de fleste situation er nok, men medarbejderne er samtidig ikke bevidste om, hvornår der i dataanvendelsen opstår fejl.Som supplement til feltbesøgene blev en gruppe geodata-interesserede og geodata-afhængige inviteret til en workshop og bedt om at genererer ideer til den fremtidige håndtering af geodata. Igennem ideerne, blev det tydeliggjort, hvilke behov som brugerne pt. søger at dække. På workshoppen kom det frem, at flere af deltagerne ønsker klare standarder for data, både med hensyn til ensretning af datas udformningen, nemmere kombination af forskellige datasæt og bedre mulighed for at sammenligne data. Andre deltagere fokuserede på et bedre overblik over eksisterende data og automatisering i datafangst og -håndteringen.En bedre sikring af anvendelsen af grunddata kan ske ved at ledelse og GIS-ansvarlige i organisationerne, konkret tager stilling til anvendelsen af geografiske grunddata. Ved at etablere en strategi for organisation, kompetencer og teknik og deres indbyrdes afhængighed, kan det store arbejde som allerede er i gang i organisationerne styres i den rigtige retning, og geografiske grunddata udnyttes optimalt.Are the semiprofessional users ready to handle geographic basic-data? This project focuses, on how the semiprofessional users gets in contact with and uses geographic basic-data. The starting point is the Government, Local Government Denmark and Danish Regions’ basic-data initiative, which tries to improve the use of basic-data in Denmark. The project’s background analysis shows that the basic-data initiative mainly is regarding the production, optimization, improvement and distribution of basic-data. To elucidate another side to the use and handling of basic-data, the project’s analysis focusses on the semi-professional users and the organization they work in. How do the semi-professional users get in contact with data, how they use it and for what purpose?By conducting field visits at three private companies, a municipality and a public agency information on the practical use of geographic basic-data was collected. The field visits showed that the majority of the organizations did not respond to how organization and the users’ skills affect the use of basic-data. There was generally a lack of structure around data, data use, metadata and quality assurance. Employees have a strong trial-and-error approach to data use, which in most situation is enough, but at the same time, the employees are not aware of errors, when they occurs.In addition to field visits, a group of geodata interested and geodata dependent were invited to a workshop. At the workshop they were asked to generate ideas for the future management of geodata. Through the generated ideas, it was clarified which needs the participants currently sought to cover. Several of the participants wants clear standards for data, both in terms of uniformity of design, easier combination of different datasets and better ways to compare data. Other participants focused on a better overview of existing data and automation of data capture and data management.A better use of basic-data can be ensured, if the direction and GIS managers takes a critical view on the use of geographical basic-data in their organization. By establishing a strategy for the organization, skills and technology and their interdependence, the great work that is already launched in the organizations can be steered in the right direction and thus improve the use of geographic basic-data.<br/

    Use of localized buildings: geocoding of BBR

    Dette projekt handler om anvendelse af stedfæstede bygninger. For at kunne anvende geokodningen, skal der være en velfungerende infrastruktur, en SDI, som styrer rammerne for indsamling, vedligeholdelse og distribution før anvendelse er muligt. SDI'en for stedfæstede bygninger beskrives ligeledes. Indsamlingen er sket i det landsdækkende geokodningsprojekt, hvor mere end 90 % af bygningerne registreret i BBR fik tilknyttet et koordinat, som er sikkert placeret indenfor bygningens geografiske udbredelse. Vedligeholdelsen varetages primært af kommunerne, men Udviklings- og Forenklingsstyrelsen arbejder også dagligt med kvalitetsforbedrende tiltag i BBR. Anvendelserne af BBR og af geokodningen er mange, og især er geokodningen effektiv til at forbedre datakvaliteten i BBR.Projektet kigger også på fremtiden for geokodning af BBR, hvor enheder eller tekniske anlæg kunne være næste skridt

    Spatiality of environmental law

    Digital society challenges the traditional perception of legal sources. The use of maps as a basis for public administration dates far back, but e-Government's use of digital maps that include legal information creates new legal obstacles. In the coming decades, the inspire directive of 2007 will determine the interplay between geographic data and technology in the fields of environmental legislation, environmental policy and environmental management. This article examines the legal regulation of spatial information as established by the inspire directive, on one hand, and on the other hand, examines legal regulation as spatial information. It aims to deepen the understanding of spatiality as a core element of environmental law, and to connect it to the basic concept of representation used in giscience. It concludes that the future path for e-Government demands a shift in legal paradigm, from maps showing representations of applied legal norms, to maps build on datasets that have legal authority. That will integrate legal and geographic information systems, and improve the legal accountability of decision support systems used in e-Government services based on spatio legal data.</p
