    Deposited with permission of the author. © 1989 Paul Zoltan Ban.The intention of this study is to examine the relevance of applying the Queensland Adoption Act 1964-1988 to the traditional adoption practice of Torres Strait Islanders. The concept of adoption as defined by the Queensland adoption legislation reflects the cultural context of “white Australia” and the intention of the Adoption Act 1964-1988 is to legalise a specific concept of adoption. This study will show that the Queensland Government, through the Department of Family Services, the Department which has the responsibility for implementing adoption legislation, does not make any allowance for differing views of adoption. The accepted definition of adoption is biased toward the dominant white culture in Queensland and the legislation was intended to service the needs of the dominant white culture

    Stimulating the Division of Innovative Labor by Regional Competition for R&D Subsidies – A New Approach in German Innovation Policy

    The paper deals with a new approach in German innovation policy that organizes contests of initiatives for public funds. Based on an overview of the different programs we investigate the advantages and problems of such an approach. We find that this type of policy may have a large impact and can, therefore, be regarded a rather efficient instrument of innovation policy. Compared to conventional policies implementation is a much more critical issue. The contest approach may require more flexibility on the side of the administration, particularly with regard to the design of the assistance. The main disadvantage is the additional time that is required for conducting the contest. As a distinct “picking the winner” instrument it is not suited as a means for achieving a leveling-out of welfare levels.     Implicit Learning of Recursive Context-Free Grammars

    Context-free grammars are fundamental for the description of linguistic syntax. However, most artificial grammar learning experiments have explored learning of simpler finite-state grammars, while studies exploring context-free grammars have not assessed awareness and implicitness. This paper explores the implicit learning of context-free grammars employing features of hierarchical organization, recursive embedding and long-distance dependencies. The grammars also featured the distinction between left-and right-branching structures, as well as between centre-and tail-embedding, both distinctions found in natural languages. People acquired unconscious knowledge of relations between grammatical classes even for dependencies over long distances, in ways that went beyond learning simpler relations (e.g. n-grams) between individual words. The structural distinctions drawn from linguistics also proved important as performance was greater for tail-embedding than centre-embedding structures. The results suggest the plausibility of implicit learning of complex context-free structures, which model some features of natural languages. They support the relevance of artificial grammar learning for probing mechanisms of language learning and challenge existing theories and computational models of implicit learning

    A Comparison of Mozart\u27s Missa Brevis in C Major, K.220 and Kodaly\u27s Missa Brevis

    This document uses historical research and performance practices in choral music to reveal the meaning of Mozart’s Missa Brevis in C, K. 220. The focus of this research compares the development of Mozart’s composition to the Hungarian Twentieth-century composer, Zoltan Kodaly’s, setting of the Missa Brevis written for choir and organ. The author gives a detailed analysis of both compositions, which further explains the influences and musical nuances of the 18th century Catholic church music. In addition to preparing a choral performance for K. 220, other missa brevis by Mozart are briefly discussed and organized by origin, performing forces, difficulty level, and duration. This analytical approach ultimately reveals that Mozart’s K. 220 serves as a festive and unified model of choral excellence throughout the history of sacred choral music.
