    Relation between the National Assembly of the Republic of Slovenia and the Government of the Republic of Slovenia

    V diplomskem delu je bilo obravnavano razmerje med državnim zborom in vlado Republike Slovenije. Državni zbor v Republiki Sloveniji predstavlja nosilca zakonodajne oblasti, vlada Republike Slovenije pa je eden izmed nosilcev izvršne oblasti. Na podlagi delitve oblasti, ki je opredeljena tudi v Ustavi Republike Slovenije, naj bi bili omenjeni veji oblasti ločeni, njuno razmerje pa uravnavajo mehanizmi ravnovesij in zavor, ki so prav tako opredeljeni v Ustavi. Uporabljeni mehanizmi naj bi zagotavljali stabilnost političnega sistema in preprečevali preveliko koncentracijo moči v enem političnem organu ter zlorabo te moči. Statistična in partikularna obravnava podatkov o uporabi teh mehanizmov je pokazala nizko uspešnost uporabe mehanizmov. Mehanizmi so se poleg osnovnega namena nadzora uporabljali tudi za promocijo političnih strank, pridobivanje političnega vpliva in merjenje moči med političnimi strankami in njihovimi predstavniki. V bistvu se mehanizmi ravnovesij in zavor uporabljajo za dokazovanje in pridobivanje politične moči, ravno nasprotno prvotnemu namenu. Vseeno v večini mandatov mehanizmi niso ogrozili stabilnosti političnega sistema.This graduation thesis focuses on the relationship between the National Assembly and the Government of the Republic of Slovenia. The National Assembly of the Republic of Slovenia represents the legislative branch, whereas the Government of the Republic of Slovenia is a part of the executive branch. Based on the separation of powers, also defined in the Constitution of the Republic of Slovenia, the aforementioned branches shall be separated, whereas their relationship shall be governed by a mechanism of checks and balances, also defined in the Constitution. The applied mechanisms are supposed to guarantee the stability of the political system and prevent a too dense concentration of power in one authority, as well as any abuse of such power. Statistical and particular processing of data on the application of those mechanisms has shown little success in the application of the mechanisms. Beside their fundamental control function, the mechanisms have also been used for the promotion of political parties, gaining political influence, as well as measuring power among political parties and their representatives. The mechanism of checks and balances is actually used to demonstrate and gain political power, e.g. the exact opposite of its primary function. Despite it all, the mechanisms did not endanger the stability of the political system during most terms

    HoloBar: Rapid Command Execution for Head-Worn AR Exploiting Around the Field-of-View Interaction

    International audienceInefficient menu interfaces lead to system and application commands being tedious to execute in Immersive Environments. HoloBar is a novel approach to ease the interaction with multi-level menus in immersive environments: with HoloBar, the hierarchical menu splits between the field of view (FoV) of the Head Mounted Display and the smartphone (SP). Command execution is based on around-the-FoV interaction with the SP, and touch input on the SP display. The HoloBar offers a unique combination of features, namely rapid mid-air activation, implicit selection of top-level items and preview of second-level items on the SP, ensuring rapid access to commands. In a first study we validate its activation method, which consists in bringing the SP within an activation distance from the FoV. In a second study, we compare the HoloBar to two alternatives, including the standard HoloLens menu. Results show that the HoloBar shortens each step of a multi-level menu interaction (menu activation, top-level item selection, second-level item selection and validation), with a high success rate. A follow-up study confirms that these results remain valid when compared with the two validation mechanisms of HoloLens (Air-Tap and clicker)

    Origin and development of muscle cramps

    Cramps are sudden, involuntary, painful muscle contractions. Their pathophysiology remains poorly understood. One hypothesis is that cramps result from changes in motor neuron excitability (central origin). Another hypothesis is that they result from spontaneous discharges of the motor nerves (peripheral origin). The central origin hypothesis has been supported by recent experimental findings, whose implications for understanding cramp contractions are discussed

    V diplomskem delu je izdelana analizo energetske sanacije stanovanjske hiše za različne ukrepe. Opisano je obstoječe stanje stavbe, njenega ovoja, pogojev bivanja, oken in ogrevalnega sistema. Preračunane so tudi toplotne izgube stavbe pred prenovo in po njej. Na podlagi toplotnih izgub je dimenzioniran nov uplinjevalni kotel na drva in njemu pripadajoč zalogovnik toplote. Izdelana je tudi primerjava izvajanja dveh ali treh hkratnih ukrepov v zvezi z višino nepovratnih finančnih spodbud.In the thesis the energy renovation analysis for the residential building is made. The existing building condition, heat protection, living conditions, windows and heating system is described. Heat loses are calculated before and after renovation. The new wood boiler and heat storage are dimensioned by the new heat lose calculation results. At the end there is also a comparison of the procedures made in regard of financial resources
