The savings collapse during the transition in Eastern Europe

    No full text
The authors assess the presence and extent of involuntary savings by comparing the predicted savings rates of market economies with those of the pre-transition economies. On balance, predicted savings rates fell short of actual savings rates, especially for the former Soviet Union and the Baltics -- providing some support for the notion of excessive pre-transition savings. Comparing the savings behavior of market economies and transition economies, they found substantial similarities, except for a negative link between savings and GDP growth. As the fastest-growing transition economies are at the bottom of the adjustment J-curve, the finding is consistent with consumption smoothing. Finally, they explored whether differences in the extent of economic liberalization affected savings rates in the cross-section of transition economies. They found that liberalization is associated with lower savings, with a one-year lag. To the extent that liberalization is perceived as an indicator of likely future growth, this behavior is consistent with smoothing in the face of a J-curve change in output.Insurance Law,Banks&Banking Reform,Economic Theory&Research,Environmental Economics&Policies,Insurance&Risk Mitigation,Environmental Economics&Policies,Banks&Banking Reform,Economic Theory&Research,Insurance&Risk Mitigation,Rural Poverty Reduction

Translating the Author-Function: The (Re)Narration of Christa Wolf

    No full text
Narrative theory continues to offer new perspectives on the intercultural transfer of texts. Embedded in new narratives, the text opens up to new interpretations, resulting in the loss and acquisition of meaning. The writer’s persona or author-function (Foucault 1977) is also renegotiated by cultural transfer, as it is cumulatively and dynamically constructed through readings of an author’s texts and literary or biographical contexts. The translated author-function may differ considerably from the domestic, and may also interact with it as in the case of the East German writer Christa Wolf, whose international author-function has served for contrast (if not conflict) with her reception in the German Democratic Republic and united Germany. This was particularly marked during the 1990s, when revelations about Wolf’s political activity led to censure by the German media and literati. This paper demonstrates how the translation of Wolf’s texts and the construction of her international author-function have renegotiated her position within her domestic literary field

    Smart material wolf note eliminators

    No full text
S.286-291Wolf notes are unwanted modulated sounds that can occur in string instruments, violoncellos in particular. The elimination of these wolf notes is a well-known challenge for violin makers. Some mechanical wolf note eliminators have become popular and are used by many cellists and violin makers to reduce the problem. These conventional solutions are usually based on the physical principles of tuned mass dampers or simple rubber dampers. Generally, these wolf note eliminators are able to eliminate the wolf notes. Unfortunately, they affect the whole cello sound even if no wolf note occurs. Another drawback is their sensitivity to environmental conditions, such as the ambient temperature or the humidity. An interdisciplinary approach, combining the experiences and methods of musicians, instrument makers, and engineers in the use of so-called smart materials has allowed the development of active and semi-active solutions to eliminate wolf notes with negligible effects to the whole cello sound while being independent of environmental influences. An active and a semi-active smart material wolf note eliminator, and the corresponding development challenges are presented. Both systems work with a piezo ceramic patch actuator, which must be applied to the surface of the cello body. The semi-active approach is based on resonant shunt damping while the active approach is implemented by means of a triggered velocity feedback controller. Effects of both systems on the wolf notes and the cello sound, compared to those of conventional mechanical dampers, are pointed out, and a complete wolf note elimination using the active system is presented
