    Viet Thanh Nguyen, author of the Pulitzer Prize winning The Sympathizer and its sequel The Committed, joins esteemed scholar Colleen Lye of UC-Berkeley for a candid discussion about the Asian-American novel and the role of literature and theory in radical social movements. Colleen is drawn to the mix of philosophy and suspense in Viet's work and wonders if he considers himself a member of the theory generation; that is, writers for whom literary theory is not just a way of reading texts but an impetus to create new literary forms for grappling with ideas. Viet, schooled in deconstruction and postcolonial theory, accepts the designation with a caveat: If he is a novelist of ideas, then he is a novelist of revolutionary ideas. Inspired by Fanon's anticolonialism and Gayatri Spivak's concept of the double bind, Viet's defiantly politicizing aesthetic looks to place the colonial subject, particularly the Vietnamese refugee, at the center of multiple stories of American and French imperialism. Colleen and Viet reflect on the role of academic training in Viet's transformation from Asian-Americanist scholar into Asian-American novelist and discuss the peculiarities of immigrant Asian identity in terms of language. Mother tongues, bilingualism, orphaned language, and adopted language all become metaphors for how Asian-American writers must balance the loss of heritage and weight of expectation with the call to self-invention.     The emerging legal framework for private sector development in Viet Nam's transitional economy

    A major objective of Viet Nam's transition to a market economy has been to reactivate the private sector in a mixed economy. Several new laws have been introduced in the past five years to implement this policy and to create an enabling environment for the private sector. The author reviews some of the more important laws and regulations that affect Viet Nam's private sector activities, including laws on real property, intellectual property, companies, domestic investment, foreign investment, bankruptcy, contracts, and dispute resolution. Anti-monopoly law has not yet been introduced in Viet Nam. The issue of competition is addressed in the context of trade law, the relative roles of the state and private sector, and restrictions in company law. These areas all establish the foundation of a legal framework for a market economy. The author concludes that Viet Nam's legal framework, like China's, is still influenced by ideology, which causes problems in such areas as private ownership of real property and with such fundamental legal concepts as"due process of law."It is noted that the private sector is constrained by the lack of an independent judiciary, the absence of private land ownership, other uncertainties in property law that limit the develpoment of financial markets, and the inherent bias of the system in favor of the state sector (and collective ownership). Also noted is a law-abiding attitude, equally important to development has been slow to develop. The author goes on to point out that the foreign investment process is too complicated, and its company law too restrictive. A first priority should be to strreamline regulations, as well as liberalize trade policy and increase efforts in privatization of state enterprises. In this respect the author notes that export processing zones may be a useful interim instrument to attract foreign investment but should be phased out over time.     Marketing constraints on rice exports from Viet Nam

    The paper describes the spectacular growth of rice exports from Viet Nam during the period 1989 to 1997. From a situation of food shortages, the country is now the second largest rice exporter after Thailand. Export projections indicate that there is potential for further export growth in all but the most pessimistic scenarios. This potential is constrained, however, by the relatively underdeveloped marketing system. A few large state enterprises have access to capital and export licenses, but private traders and millers are generally small and medium enterprises with limited credit and no legal access to world markets.     Improved differential evolution for enhancing the aggregated channel estimation of RIS-aided cell-free massive MIMO

    Cell-Free Massive multiple-input multiple-output(MIMO) systems are investigated with the support of a reconfigurable intelligent surface (RIS). The RIS phase shifts are designed for improved channel estimation in the presence of spatial correlation. Specifically, we formulate the channel estimate and estimation error expressions using linear minimum mean square error (LMMSE) estimation for the aggregated channels. An optimization problem is then formulated to minimize the average normalized mean square error (NMSE) subject to practical phase shift constraints. To circumvent the problem of inherent nonconvexity, we then conceive an enhanced version of the differential evolution algorithm that is capable of avoiding local minima by introducing an augmentation operator applied to some high-performing Diffential Evolution (DE) individuals. Numerical results indicate that our proposed algorithm can significantly improve the channel estimation quality of the state-of-the-art benchmarks.<br/

    Impacts of International and Internal Remittances on Household Welfare: Evidence from Viet Nam

    This paper measures the impact of international and internal remittances on household welfare of remittances-receiving households using data from Viet Nam Household Living Standard Surveys 2002 and 2004. It is found that the receiving of international and internal remittances increased both income and consumption expenditures of the recipients. The impact of remittances on non-food expenditures tended to be higher than the impact on food expenditures. For international remittances, the impact on income was much higher than the impact on consumption expenditures. It means that a large proportion of international remittances were used for saving and investment. For the receipt of internal remittances, the impact on income was just slightly larger than the impact on consumption expenditures.
