    These two volumes constitute the second part (nun-taw) of the Syriac-Arabic dictionary of the 10th cent. physician Isho bar Ali (the first half of the dictionary had been published in 1874 by G. Hoffmann). Each Syriac word is defined in Arabic, often with more than one Arabic equivalent; in addition, the author deals not just with individual Syriac words, but in some cases with phrases. Gottheil used 21 manuscripts (from Oxford, London, Paris, Berlin, Leiden, and Rome) for this edition, and he has supplied a thorough critical apparatus; the manuscripts are described in the introduction. While some manuscripts give the Arabic glosses in Syriac characters (i.e. Garshuni), Gottheil has presented them here in Arabic script. These two volumes will be of great interest to Syriac lexicographers and those who study interactions between Syriac and Arabic.Contains an English introduction by Richard J.H. Gotthei

    Agricultural credit constraints and borrowing behavior of farmers in rural Punjab

    The government of Pakistan introduced several agricultural credit programmes through institutional sources. The impact of these programmes was less than optimal due to rambling credit policies. The farmers were facing many constraints to avail agricultural credit in a timely fashion. The collateral inter alia was one of the major constraints. The objective of the paper is to identify constraints and suggest remedial measures to make efficient use of agricultural credit schemes. Majority of the farmers revealed that they could not avail credit because of needed collateral. The hard hits were tenants and share croppers who do not own land, and thus were unavailable to avail credit. The high mark up both from formal and informal sources was another constraint. The borrowing behavior of the respondents was estimated through the logit model and identified the determinants of credit constraints. The results showed that the coefficients of transitory income, education level, and predicted interest rate have important bearing on borrowing behavior.     Sjećajući se početka rada Hine moram iskreno reći da smo je mi, već i tada iskusni novinari, doživjeli trojako: najprije nam je laknulo jer smo dobili agenciju nakon rastanka s Tanjugom, zatim smo je kritizirali jer nam se činilo da dobivamo premalo informacija, a onda smo postali zahvalni zato što su nam Hinini materijali bili jasan pokazatelj smjera u doba manipulacija javnošću. Hina nam je postala nezaobilazna. Znatno je veći izbor informacija i zbog i Hinine suradnje s drugim svjetskim agencijama, povećao se broj servisa, širi se izbor kanala distribucije informacija, veza je vrlo dobra, suradnja također. No, danas se javlja i novo pitanje: postaje li agencija konkurencija medijskim kućama? Svakako da, ali moramo biti mudri i stvoriti svima prostor za preživljavanje. Kako nema ništa starije od jučerašnje vijesti pročitane danas u novinama, pisani mediji će morati znatno mijenjati pristup svojem sadržaju i upakirati ga, dakako, u privlačan omot. Agencije će uvijek pokrivati najvažnije događaje na nacionalnoj i internacionalnoj razini, jer imaju ljude i opremu, pa mogu odgovoriti takvim zadacima. Novine će se morati, žele li dobiti nove mlade čitatelje ili zadržati stare, sa svojim profesionalnim resursima okrenuti lokalnom sadržaju. Agencije, prema tome i Hina, imat će i dalje važnu ulogu u medijima. Prilagodbe trebaju početi već danas. Medijske kuće postaju multimedijalne (novine, online, tv, radi o ...), a agencije također (tekst, fotografija, audio i videozapis ...), dakle, šire svoje distribucijske kanale. Hina i hrvatski izdavači novina, moraju učiniti isto.When Hina was founded, the reactions of us, journalists, were triple. First we were relieved because we got our own news agency, than we were not satisfied because we thought we are getting not enough information, and then we became grateful because Hina’s materials were a guide to us in the age of media and public manipulation. Hina became unavoidable. The choice of information keeps growing because of Hina’s cooperation with other agencies, there are more services to use, more channels of distribution, better links and cooperation. But, the question today is: is the agency becoming a threat to the media? Certainly, yes, but we have to be wise and create enough space for everyone. Since there is nothing older than the news we red yesterday, the printed media will have to modify their approach and find a new way and attractive design to promote it. Agencies will always cover important event on the national and international level, because they have the people and the equipment to respond to the tasks. The newspapers will have to, in order to keep their readers, turn to the local contents. Agencies, Hina also, will keep their role in the media. The adjustments have to start today. Media houses are becoming multimedia (newspapers, online, TV, radio ...), and agencies as well (text, photographs, audio i video ...) are spreading their distribution channels.     Novim je Zakonom iz godine 2001. Hini, kao javnoj ustanovi posebne vrste, zajamčena financijska i poslovna samostalnost što je temelj i njezine uredničke neovisnosti. U sladu s europskim standardima, novim zakonodavnim rješenjem učinjen je i važan pomak u financiranju Hine. Umjesto financiranja iz državnih potpora, financijski odnosi Hine i države sada se temelje na ugovorima o skupnoj pretplati na informativne usluge. No, i u takvom poslovnom i tržišnom pozicioniranju Hine ostale su bez potpunog odgovora neke dvojbe. One postoje i u nekim drugim srednjim i malim europskim novinskim agencijama, osobito u zemljama s manjim potencijalima medijskog tržišta. S jedne strane Hinina je prva zadaća što potpunije udovoljiti temeljnim informativnim potrebama hrvatske javnosti, dakle ispunjavati zadaće od javnog interesa kroz Opći servis vijesti. Te zadaće se ne mogu reducirati niti financirati polazeći samo od komercijalnih kriterija. Naprotiv. U uvjetima dramatične komercijalizacije medija troškovi ozbiljne agencijske informacije ostaju vrlo visoki, a komercijalna im vrijednost pada. Postoje još i zakonske obveze poticanja pluralizma medija, što zapravo znači da Hina svoje proizvode i usluge ne može jednakomjerno naplaćivati na svim dijelovima tržišta. Drugi dio dvojbe sadržan je u pitanju – što ubuduće činiti sa specijaliziranim informativnim servisima i uslugama koje medijski i ostali korisnici danas trebaju i traže? Hina ih je pokrenula desetak, ali s obzirom na imperativ podizanja profesionalne razine Općeg servisa vijesti, u Hini nije bilo dovoljno ni kadrovskih ni financijskih potencijala da se oni razviju do doista isplative razine. Nabrojit ću samo nekoliko takvih “mrtvih kapitala”: baza podataka Eva sada obuhvaća samo Hinine vijesti, a bilo bi je moguće razviti do cjelovitijeg medija – monitoringa; Hina-web sa svim svojim komparativnim prednostima može prerasti u profitni news-web, foto-servis, OTS, multimedijske usluge. Te djelatnosti, izrasle na novim potrebama tržišta, novim tehnologijama i s komercijalnim potencijalima, trebalo bi tom tržištu u cijelosti i izložiti. Na tom tragu može se zamisliti buduće poslovno-pravno organiziranje Hine u dva dijela: neprofitni, u postojećem pravno-organizacijskom okviru neprofitne javne ustanove i drugi, profitni, otvoren prema poslovnim partnerima koji bi u takve projekte bili spremni uložiti svoja znanja ili novac.The new legislative on Hina from the year 2001, guaranties to the institution its financial and business sovereignty, which is the basis of the editorial independence. The new legislative, coordinated with European standards, is an important step forward in financing Hina. Instead of financing through government support, the financial relations between Hina and the government are now based on contracts for the group subscription on informative services. However, uncertainties continue to exist even with such market positioning of Hina. They also exist in other news agencies of smaller European countries, especially in countries with a small media market. The primary task of Hina is to fulfil basic informative needs of the Croatian public functioning as a Public news service. This task can not be reduced or financed by the commercial criteria. The dramatic media commercialisation keeps the expenses of serious agency information high, while their commercial value lowers. Hina has a legal obligation to promote media pluralism, which means that Hina can not charge its product and services equally in all market segments. Another uncertainty is in the question what to do with other specialized informative services that other media and users need and demand? Hina started a dozen of those services, but the imperative of rising the professionalism of the Public news service, made it impossible for Hina, with its staff and financial potentials, to develop to a profitable level. Some of those “dead capitals” are: data basis EVA which now contains only Hina news, and could have developed to a complete medium – monitoring; Hinaweb with all its comparative advantages can grow into a news-web, photo-service, OTS, multimedia services. These activities based on the new market needs, new technologies and commercial potentials should be a part of the market. Future legal and business Hina organization can, therefore, be organized in two parts: non-profitable, with the existing legal and organisational frame, and profitable, open to new business partners which would be willing to invest their knowledge or finances into the project

    The central theme of this volume is the work of Sabahattin Ali, the Turkish author and translator from German into Turkish who achieved posthumous success with his novel Kürk Mantolu Madonna (The Madonna in the Fur Coat). Our contributors analyze this novel, which takes place largely in Germany, and several other texts by Ali in the context of world literature, (cultural) translation, and intertextuality. Their articles go far beyond the intercultural love affair that has typically dominated the discussion of Madonna. Other articles consider Zafer Şenocak’s essay collection Deutschsein and transcultural learning through picture books. An interview with Selim Özdoğan rounds out the issue.Im Mittelpunkt dieses Bandes steht das Werk des türkischen Autors und Übersetzers aus dem Deutschen Sabahattin Ali, der mit seinem Roman Kürk Mantolu Madonna (Die Madonna im Pelzmantel) zu posthumem Ruhm gelangte. Der Roman, der zum Großteil in Deutschland spielt, und andere seiner Werke werden unter Aspekten der Weltliteratur, (kultureller) Übersetzung und Intertextualität diskutiert. Damit reicht der Fokus weit über die bislang im Vordergrund stehende interkulturelle Liebesgeschichte in der Madonna hinaus.
