    High-level Political Forum on Sustainable Development

    In 2013, the United Nations General Assembly established the High-level Political Forum on Sustainable Development (HLPF) as a central platform for the review and follow-up of the 2030 Agenda and the Sustainable Development Goals (SDGs). Every year, government representatives and societal stakeholders meet to assess progress of SDG implementation. The HLPF can be seen as a soft governance instrument as governments are free to decide whether they submit and how they formulate reports. Most national reports fail to critically engage with the problems of goal implementation and civil society actors do not have a strong role in the review. Growing political conflicts and limited resources are additional factors impeding the HLPF’s effectiveness. The HLPF could have stronger impacts if it incorporate stronger mechanisms for accountability, invite a larger participation of societal stakeholeders and build on digital tools and platforms to improve transparency and accessibility

    International organizations

    International organizations within and outside the United Nations system provide platforms for multilateral cooperation and give impulses for national policymaking to promote the implementation of the Sustainable Development Goals (SDGs). They set agendas, coordinate efforts across regions and countries, offer technical assistance and expertise, compile data and monitor progress and raise awareness about sustainable development. However, the influence of international organizations to foster SDG implementation is constrained by a lack of national ownership, prioritization and resources for the SDGs. While scholars have stressed the potential of the concept of orchestration whereby international organizations adopt coordination and facilitation functions to foster goal achievement, little is known about the effectiveness of such orchestration strategies. In general, despite the growing number of studies in this area, there is still a great need for further research on the role of international organizations in SDGs implementation

    The scope of the 2030 Agenda for Sustainable Development and its 17 SustainableDevelopment Goals is unprecedented. So is the broad ambition expressed in thisagreement. While the United Nations has rarely shied away from declaring farreaching policy aspirations in the past, the 2030 Agenda sets the bar high –possibly higher than it has ever been before, with ambitious goals to end hungerand poverty while simultaneously reducing unsustainable consumption andprotecting the natural foundations of life on earth. The Sustainable DevelopmentGoals also add new areas of policy ambition that have not been promoted in thisform before, such as reducing global and national inequalities or promoting goodgovernance, both now enshrined as stand-alone global policy goals

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.
