The smoke and fumes of the city: Air protection in Helsinki from 1945 to 1982
This dissertation examines air pollution and air protection in post-war Helsinki. The period studied ends in 1982 when the Air Protection Act entered into force, thus institutionalising air protection in Finland as a socially governed environmental matter. The dissertation is based on the research traditions of environmental politics and urban environmental history.
The development of air protection is approached from the perspectives of politicisation and institutionalisation. The dissertation also investigates how air pollution grew into a social issue and presents various discursive ways of analysing air pollution and protection. The primary research material consists of municipal documents and newspapers, while supplementary material includes journal articles and interviews. The event history of air protection is described through an analysis of the material, including source criticism. The social ways of dealing with air pollution and the emergence of air protection are analysed in the light of case-specific air quality disputes from both factual and discursive perspectives. This approach enables the contextualisation of the development of air protection as part of the local history of post-war Helsinki.
The dissertation presents the major sources of air pollution in Helsinki and describes the deterioration of air quality in a society which emphasised the primacy of economic prosperity. The air issue emerged during the 1950s in neighbourhood disputes and was exacerbated into a larger problem in the late 1960s. Concurrent to the formation of the field of environmental protection in Finland, an air protection organisation was established in the 1970s in Helsinki. As a result, air protection became a regular part of municipal government. Air protection in Helsinki developed from small-scale policies focused on individual cases into a large, institutionalised air protection system managed by experts. The dissertation research material gave rise to the following major research themes: the economic dimension of the air issue, the role of science in the formation of the environmental problem, and the establishment of norms for acceptable air quality and reasonable limits to air pollution in the urban environment. The paper also discusses the inequitable distribution of the negative effects of air pollution between the residents of different districts. The dissertation concludes that air protection in Helsinki became a local success story although it was long marred by inefficiency and partial failure.Kaupungin savut ja käryt Ilmansuojelu Helsingissä 1945-1982
Tutkimuksessa selvitetään ilmansaastumisen ja -suojelun kehittymistä sotienjälkeisessä Helsingissä. Tarkasteluajanjakso päättyy vuoteen 1982, jolloin ilmansuojelulaki tuli voimaan ja sinetöi institutionalisoituneen ilmansuojelun Suomessa osaksi yhteiskunnallisesti hallinnoituja ympäristökysymyksiä. Tutkimus sijoittuu ympäristöpolitiikan ja urbaanin ympäristöhistorian tutkimusperinteisiin.
Ilmansuojelun kehittymistä lähestytään politisoitumisen ja institutionalisoitumisen näkökulmista. Tutkimuksessa tarkastellaan myös ilmansaastumisen rakentumista yhteiskunnallisena kysymyksenä sekä erilaisia diskursiivisia tapoja jäsentää ilmansaastumista ja -suojelua. Työn pääasiallisena aineistona ovat kunnallishallinnon asiakirjat sekä sanomalehtiaineisto. Täydentävänä aineistona on käytetty suppean asiantuntijayleisön tavoittaneita aikakauslehtiartikkeleita sekä haastatteluita. Ilmansuojelun tapahtumahistoria on kuvailtu lähdekriittisen aineistoanalyysin perusteella. Ilmansaastumisen yhteiskunnallisia käsittelytapoja ja ilmansuojelun muotoutumista on analysoitu tapauskohtaisten ilmanlaatukiistojen kautta sekä fakta- että diskursiivisesta näkökulmasta. Lähestymistapa mahdollistaa ilmansuojelun kehityksen kontekstualisoinnin osana sotienjälkeisen Helsingin paikallishistoriaa.
Työssä esitellään Helsingin merkittävimpien ilmansaasteiden päästölähteiden kehitys ja kuvaillaan ilmanlaadun heikentymistä taloudellisen hyvinvoinnin ensisijaisuutta korostaneessa ilmapiirissä. Ilmakysymys rakentui 1950-luvulta alkaen pihapiirin kiistoista kärjistyäkseen 1960-luvun jälkipuoliskolla aiempaa laajemmaksi ongelmaksi. Rinnakkain kansallisen ympäristönsuojelun kentän muotoutumisen kanssa rakennettiin Helsingissä 1970-luvun aikana ilmansuojelun organisaatiota, jonka myötä ilmansuojelu vakiintui osaksi kunnallishallintoa. Ilmansuojelun historiallinen kaari kulki Helsingissä pienestä, yksittäistapauksiin keskittyvästä ilmansuojelupolitiikasta kohti suurta ilmansuojelupolitiikkaa, eli asiantuntijoiden hallitsemaa institutionalisoitunutta ilmansuojelujärjestelmää. Aineiston kautta tutkimuksen merkittäviksi teemoiksi nousivat ilmakysymyksen taloudellinen ulottuvuus, tieteen rooli ympäristöongelman rakentumisessa sekä rajankäynti kaupunkiympäristön kohtuullisesta saastumisesta ja hyväksyttävän ilmanlaadun rajoista. Tutkimus käsittelee myös ilmansaastumisen haittojen epäoikeudenmukaista jakautumista eri kaupunginosien asukkaiden välillä. The Wartime Biography of Helsinki 1914 - 1918
The dissertation studies the crises in urban life in Helsinki during the First World War. The study examines how and why the war challenged everyday life and the survival strategies of the city and its citizens. The theoretical bases of this study are Amartya Sen s theory on the standard of living and Juha Siltala s writings about the aspiration to equality during times of crises. The impacts of World War I are examined in a wider European urban context.
In this study I demonstrate how the fate of the urban community of Helsinki was in many ways similar to most other European urban communities during World War I. The basic structures of urban life were threatened and people had to cope with food and energy shortages, housing problems, increasing costs of living and security problems. In Finland, Russia and Germany the governments and city administrations could not fulfill the demands created by the equal share of sacrifice in the big cities. Black markets and profiteers became necessary parts of everyday life.
The February Revolution of 1917 threw the entire Russian Empire into a period of struggle for power. The streets of the cities of the Empire were full of angry city-dwellers who were tired of worsening standards of living and an unequal share of sacrifice. As a capital city, the streets of Helsinki were not only places of local unrest but also locations for the national struggle for power. The Finnish revolution started in Helsinki at the beginning of 1918, and Helsinki was the capital and heart of the revolution for two and a half months. Urban unrest, streetfights and terror were not limited to the Russian Empire. Similar processes were launched in Germany and other Eastern European countries in the following years.
During the time of crises the city of Helsinki and its city-dwellers had to develop their own survival strategies. The city had to organize many kinds of support for the hungry, jobless and poor. At the same time the city had no power or even the will to be the only provider for citizens. Everyone had to learn how to fulfill the needs of everyday life during wartime. People started to establish many kinds of social networks and individual organizations to cope with the worsening problems. No one could survive alone in the big city during the times of crises.Tässä tutkimuksessa on tarkasteltu Helsingin ja helsinkiläisten elämää eurooppalaisessa urbaanissa kontekstissa ensimmäisen maailmansodan kriisiaikana. Tutkimuksen kohteena on ollut, miten ja miksi kriisiaika vaikutti helsinkiläisten elämään, miten aikalaiset ongelmatilanteet kohtasivat ja minkälaisia ratkaisuja he ongelmiin hakivat. Tutkimuskysymyksiä on lähestytty kolmen tutkimusteeman, turvallisuuden, taloudellisen toimeentulon ja elämän perusehtojen täyttymisen kautta. Tärkeimpinä tulkinta-aparaatteina on käytetty Amartya Senin ja Juha Siltalan omissa kriisiaikojen tutkimuksissaan esiin nostamia vertaisuuteen ja oikeudenmukaisuuden tunteeseen liittyviä ajattelumalleja. Näiden avulla on tarkasteltu sitä, miten aikalaiset kokivat kriisiajan ongelmat ja niihin valtiollisella tai paikallisella tasolla haetut ratkaisut.
Helsingin ja helsinkiläisten kokemukset vuosilta 1914 - 1918 osoittavat, miten suuressa modernissa kaupungissa eläminen on riippuvaista monenlaisista teknisistä, taloudellisista, poliittisista ja sosiaalisista verkostoista - niin paikallisesti kuin globaalisti. Mitä enemmän näiden toiminta vaikeutuu, sitä ongelmallisemmaksi kaupunkilaisten elämä muodostuu. Monet maailmansodan kriisiajan ongelmista Helsingissä johtuivat aluksi maailmansodasta ja olivat luonteeltaan yleiseurooppalaisia tai vähintään Venäjän imperiumia koskevia - kriisiaika tuli kaupunkiin ulkopuolelta. Pitkittyessään kriisistä tuli myös sisäinen ja vaikeudet johtivat lopulta myös paikallisyhteisön hajoamiseen toisiinsa vihamielisesti suhtautuneisiin ryhmiin. Kaupungissa asutaan tiiviisti muiden ihmisten keskellä, jolloin elämisen keskeisenä edellytyksenä on kaupunkiyhteisön jäsenien keskinäinen toimeentulo ja luottamus. Jos ongelmia ei pystytä ratkaisemaan niin, että suurin osa yhteisön jäsenistä kokee ratkaisut oikeudenmukaisiksi tai välttämättömiksi, on uhkana yhteisön hajoaminen kilpaileviin ryhmiin ja lopulta pelastukoon ken voi -tunnelma. Helsingissä yleistä tahtoa ja voimaa kaupunkiyhteisön koossa pitämiseen ja uhrauksiin ei oikeastaan missään vaiheessa maailmansotaa löytynyt. Sen sijaan alatasolla kaupunkilaiset muodostivat monenlaisia verkostoja, joiden avulla pyrittiin etsimään helpotusta kriisiajan ongelmiin. Näiden avulla pyrittiin etsimään turvaa, elintarvikkeita, ansiomahdollisuuksia ja selviytymispelin kannalta tärkeitä tietoja.

The Finnish Competition State and Entrepreneurial Policies in the Helsinki Region
The thesis examines the intensification and characteristics of a policy that emphasises economic competitiveness in Finland during the 1990s and early 2000s. This accentuation of economic objectives is studied at the level of national policy-making as well as at the regional level through the policies and strategies of cities and three universities in the Helsinki region. By combining the analysis of state policies, urban strategies and university activities, the study illustrates the pervasiveness of the objective of economic competitiveness and growth across these levels and sheds light on the features and contradictions of these policies on a broad scale. The thesis is composed of five research articles and a summary article.
At the level of national policies, the central focus of the thesis is on the growing role of science and technology policy as a state means to promote structural economic change and its transformation towards a broader, yet ambivalent concept of innovation policy. This shift brings forward a tension between an increasing emphasis on economic aspects – innovations and competitiveness – as well as the expanding scope of issues across a wide range of policy sectors that are being subsumed under this market- and economy oriented framework. Related to science and technology policy, attention is paid to adjustments in university policy in which there has been increasing pressure for efficiency, rationalisation and commercialisation of academic activities. Furthermore, political efforts to build an information society through the application of information and communication technologies are analysed with particular attention to the balance between economic and social objectives. Finally, changes in state regional policy priorities and the tendency towards competitiveness are addressed.
At the regional level, the focus of the thesis is on the policies of the cities in Finland’s capital region as well as strategies of three universities operating in the region, namely the University of Helsinki, Helsinki University of technology and Helsinki School of Economics. As regards the urban level, the main focus is on the changes and characteristics of the urban economic development policy of the City of Helsinki. With respect to the universities, the thesis examines their attempts to commercialise research and thus bring academic research closer to economic interests, and pays particular attention to the contradictions of commercialisation. Related to the universities, the activities of three intermediary organisations that the universities have established in order to increase cooperation with industry are analysed. These organisations are the Helsinki Science Park, Otaniemi International Innovation Centre and LTT Research Ltd.
The summary article provides a synthesis of the material presented in the five original articles and relates the results of the articles to a broader discussion concerning the emergence of competition states and entrepreneurial cities and regions. The main points of reference are Bob Jessop’s and Neil Brenner’s theses on state and urban-regional restructuring. The empirical results and considerations from Finland and the Helsinki region are used to comment on, specify and criticise specific parts of the two theses.Suomi muuttui 1990-luvulla kohti kilpailuvaltiota

Suomi nousi 1990-luvun lopulla kansainvälisten talousvertailujen kärkeen. Alettiin puhua ”Suomen mallista”, jossa vahva korkean teknologian talous yhdistyy laaja-alaiseen ja tasa-arvoiseen hyvinvointivaltioon. Antti Pelkosen väitöstutkimuksen mukaan kehitys Suomessa alkoi kuitenkin muistuttaa yhä enemmän kilpailuvaltiota, jossa talouden kasvu ja kilpailukyky ovat yhä hallitsevampia tavoitteita ja jättävät laajemmat yhteiskunnalliset tavoitteet varjoonsa. Sekä valtion politiikassa että Helsingin seudun kaupunkien ja yliopistojen strategioissa kilpailukyvyn edistäminen ja markkinavetoisuus ovat korostuneet 1990-luvulta alkaen. Samalla yhteiskunnallinen ja alueellinen eriarvoisuus on lisääntynyt tuntuvasti.
Väitöstutkimuksessa analysoidaan valtion ja pääkaupunkiseudun kaupunkien politiikan muutoksia sekä yliopistojen strategioita ja toimintaa 1990-luvulla ja 2000-luvun alussa. Tutkimus osoittaa, että taloudellisesta kilpailukyvystä on tullut keskeinen tavoite valtion tiede-, teknologia-, yliopisto-, tietoyhteiskunta- ja aluepolitiikassa. Samalla innovaatioiden edistämisestä on muodostumassa kaikille valtion politiikan alueille tärkeä näkökulma. Tällaisen laaja-alaisen innovaatiopolitiikan keskeinen tulevaisuuden haaste on tasapainottaa taloudelliset näkökohdat laajempien yhteiskunnallisten tavoitteiden, kuten kestävän kehityksen ja hyvinvoinnin kanssa.
Helsingin seudulla muotoutui 1990-luvulla kilpailukykypolitiikka, jossa korostuivat alueen taloudellinen kehitys, korkean teknologian osaamiskeskittymien kehittäminen ja seudun kansainvälisen houkuttelevuuden edistäminen. Seudun kolmen yliopiston (Helsingin yliopisto, Teknillinen korkeakoulu ja Helsingin kauppakorkeakoulu) toiminnan analyysi osoittaa, että tutkimuksen kaupallisesta hyödyntämisestä on tullut olennainen osa yliopistojen toimintaa. Samalla kaupallinen toiminta aiheuttaa yliopistoissa monenlaisia ongelmia, jotka liittyvät toiminnan taloudelliseen kannattavuuteen, yliopistojen taloudelliseen ja hallinnolliseen asemaan sekä kaupallisen toiminnan yhdistämiseen yliopistojen perustehtävien, tutkimuksen ja opetuksen kanssa.
Väitöstutkimus koostuu viidestä tieteellisessä aikakauslehdessä julkaistusta artikkelista sekä laajasta yhteenvetoartikkelista. Moved by the City : Experiences of Helsinki in Finnish Prose Fiction 1889-1941
This study analyses experiences of Helsinki in prose fiction published in Finnish in the period 1889-1941. It examines the relationships that are formed between Helsinki and fictional characters, focusing, especially, on the way in which urban public space is experienced. Particular attention is given to the description of movement through urban space. The primary material consists of more than sixty novels, collections of short stories and individual short stories. Theoretically, this study draws on two sets of frameworks: on the one hand, the expanding field of literary studies of the city, and on the other hand, theoretical concepts provided by humanistic and critical geography, as well as urban studies. Following an introduction, which includes a concise history of Helsinki, a theoretical chapter charts the relevant concepts and theoretical approaches to the city in literature.
The analysis of the selected corpus is divided into five chapters, loosely following a chronological order and structured thematically. In each chapter, one key text is used as a window from which to approach particular thematics. The third chapter analyses experiences of arrival in the city, using Juhani Aho s Helsinkiin (1889) as a prototypical text. The fourth chapter studies experiences of urban public space around the turn of the century, with particular attention given to Eino Leino s Jaana Rönty (1907). In the fifth chapter, Arvid Järnefelt s kaleidoscopic Veneh ojalaiset (1909) functions as a key novel to approach experiences of a transforming and even disappearing Helsinki. The sixth chapter, focusing on Mika Waltari s Suuri illusioni (1928), analyses the aestheticization and internalization of the urban experience in 1920s and 1930s Helsinki novels. The seventh and final chapter examines the cumbersome movement of socially marginalized characters on the urban fringes, with Joel Lehtonen s Henkien taistelu (1933) as a key primary text.
This study argues that around the turn of the twentieth century, literary Helsinki was approached from a surprisingly rich variety of generic and thematic perspectives which were in close dialogue with international contemporary traditions and age-old images of the city, and defined by events typical of Helsinki s own history. This created a fascinating and varied imagination of the city that set the tone for later literary descriptions. Helsinki literature of the 1920s and 1930s further developed the defining traits that took form around the turn of the century, adding a number of new thematic and stylistic nuances. The city experience was increasingly aestheticized and internalized, and as the description of the city moved inwards, the experience of Helsinki became dominated by a sense of centrifugal dynamics. The centre of the city became less prominent in literature, and in its place, the margins of the city and specific socially defined neighbourhoods gain in importance.Tutkimukseni analysoi koettua Helsinkiä vuosina 1889 1941 ilmestyneessä suomenkielisessä proosakirjallisuudessa. Tutkimus tarkastelee sitä, millaisia suhteita kirjalliset henkilöhahmot luovat Helsinkiin ja ennen kaikkea sitä, miten he kokevat kaupungin. Erityishuomion kohteena ovat kaupunkitilassa liikkumisen kuvaukset. Tutkimusaineisto koostuu yli kuudestakymmenestä romaanista, novellikokoelmasta ja yksittäisestä novellista. Tutkimus hyödyntää kahta teoreettista viitekehystä: yhtäältä kansainvälistä kaupunkikirjallisuuden tutkimusta, toisaalta kaupunkitutkimusta.
Aineiston analyysi jakautuu viiteen käsittelylukuun, jotka jäsentyvät temaattisesti ja kronologisesti. Jokainen luku keskittyy yhteen temaattiseen kysymykseen, jota tarkastellaan valitun avainteoksen kautta. Tutkimuksen kolmas luku käsittelee kaupunkiin saapumista erityisesti Juhani Ahon teoksessa Helsinkiin (1889). Neljäs luku tarkastelee Eino Leinon Jaana Rönnyn (1907) välityksellä vuosisadanvaihteen ihmisen kokemuksia julkisesta tilasta. Viidennessä luvussa tarkastellaan muuttuvaa ja osin häviävääkin kaupunkia Arvid Järnefeltin kaleidoskooppisessa Veneh ojalaisissa (1909). Kuudennessa luvussa pohditaan kaupungin estetisointia ja sisäistymistä ja keskitytään Mika Waltarin Suureen illusioniin (1928). Seitsemäs luku käsittelee Joel Lehtosen Henkien taistelun syrjäytyneiden romaanihenkilöiden vaivalloista liikettä kaupungin reuna-alueilla.
Tutkimus osoittaa, että vuosisadanvaihteessa Helsinkiä luonnehtii suomenkielisessä kirjallisuudessa moninainen lajien ja temaattisten lähestymistapojen kirjo. Helsinki-kirjallisuudessa esiintyvät kaupunkikokemukset käyvät vuoropuhelua kansainvälisten traditioiden ja ikivanhojen kaupunkikuvien kanssa, mutta samalla ne ovat sidoksissa pääkaupunkimme lähihistoriaan. Tämä monipuolinen kaupunkikuva toimii pohjana myöhemmille kirjallisille Helsingin kuvauksille. 1920- ja 1930-luvun kirjallisuus kehittää vuosisadanvaihteen kaupunkikuvan tärkeimpiä ominaisuuksia ja lisää kuvauksiin uusia temaattisia ja stilistisiä piirteitä. Ennen kaikkea kokemus kaupungista estetisoituu ja sisäistyy. Increasing the experience value of The Helsinki Distilling Company distillery tour
The thesis was made as a research and development process for The Helsinki Distilling Company to improve their distillery tour. The main purpose of the thesis was to design an improved distillery tour experience product for Helsinki Distilling Company with two sub-objectives of adapting the current distillery tour to be more suitable for the growing logistical needs of the Helsinki Distilling Company production line and testing the feasibility of Positive Emotions component of Memorable Experience Design Framework for creating experience products for industrial tourism section.
The experience product development took an edusthetic experience perspective to enhance the feeling of appreciation towards the products and brand of The Helsinki Distilling Company and the craft of distilling. The development process was supported with Design Thinking development process framework and a qualitative survey conducted by the author on the distillery tour visitors between 1.9.2018 - 21.10.2018.The author furthermore used Bulancea and Egger’s (2015) Memorable Experience Design framework’s Positive Emotions component to support the development process and to test the component’s practical feasibility as a tool for creating experience products.
Conducted survey was a combination of open-ended and closed questions, with a section evaluating the experience’s service quality as a description for the experience value of the to be improved distillery tour. The research provided 20 sample points that were used to empathize with the current customer base of the distillery and their wants and needs for the experience product.
As a result of the thesis the author created a blueprint for an improved distillery tour product, that would theoretically help The Helsinki Distilling Company with their growing logistical needs while increasing the experience value of the distillery tour. The blueprint was presented to The Helsinki Distilling Company’s Brand Ambassador, Marietta Kuivanen, who was pleased with the resulting improved experience design product. Kuivanen commented on the high likelihood of implementing many of the suggested improvements. Furthermore, the author was able to provide The Helsinki Distilling Company with a tool to continue evaluating their experience quality using the constructed survey base and suggestions for future products to enhance their range of experience products.
The author was also able to test the Positive Emotions component’s practical feasibility through the course of the development’s ideation process. Although the author was able to confirm the practical helpfulness of the component, the author believes there is a need for further research due to the small size of the data set used through the course of the thesis
Exit poll survey data from users of Helsinki University Library
<p>Survey data from exit poll user surveys at five Helsinki University Library locations collected from 2015 to 2016. Patrons coming out the library premises were asked about their user category (student at the University of Helsinki, researcher or lecturer, student at another institution, other library user) and the reason for their library visit.
