Green Open Access added to TU Delft Institutional Repository 'You share, we take care!' - Taverne project https://www.openaccess.nl/en/you-share-we-take-care Otherwise as indicated in the copyright section: the publisher is the copyright holder of this work and the author uses the Dutch legislation to make this work public.Urban Development Managemen

From the Runway to Urban Planning: Investigating Governance and Land Use Challenges at Melbourne Tullamarine Airport with Airport City Insights

    No full text
© 2024 Pak Hei (Cyrus) ChungAirport planning in Australia, particularly at Melbourne Tullamarine Airport (MEL), faces governance and land use challenges due to the fragmented planning framework across airport operator, Commonwealth, State, and local authorities. This thesis investigates the governance and land use challenges surrounding MEL and its adjacent urban areas, focusing on how the Airport City concept is perceived by key stakeholders. Using a mixed-methods approach, the research primarily explores the perspectives and insights of key stakeholders through semi-structured interviews, while quantitative support is provided by spatial analysis using Geographic Information System (GIS) tools. The findings reveal that airport privatisation and fragmented regulatory and policy frameworks create significant coordination challenges among key stakeholders, leading to conflicting land use planning. These challenges reflect broader tensions between commercial objectives and public policy goals, particularly concerning non-aviation developments. The thesis emphasises the need for better coordination and alignment in planning tools and processes to balance airport growth with regional urban development, ensuring more cohesive and transparent governance. As the role of airports evolves from transportation gateway to broader economic and urban centres, the planning systems have struggled to address conflicts between airport growth and surrounding urban areas. This thesis argues that MEL has already evolved into an Airport City, with its existing land use and proposed developments contributing to the Airport City concept. The policy recommendations highlight the need for an integrated approach to airport planning and its surrounding region. By aligning airport planning with urban growth strategies, promoting stakeholder collaboration, and recognising the airport’s broader economic role, policymakers can address governance and land use challenges. A key future direction is the development of a comprehensive strategic plan for a Melbourne Airport City Region, incorporating non-aviation development, transport infrastructure, and economic hubs. Future research will explore innovative planning tools like PPGIS and frameworks that embrace the Airport City concept. This strategic approach will ensure that MEL reinforces its role as a significant economic and transport hub for Victoria

TOPICAL ISSUES OF SOCIAL PARTNERSHIP DEVELOPMENT BETWEEN HEI AND EMPLOYERS IN EDUCATION MODERNIZATION CONTEXT

    No full text
The paper analyzes the state of an interaction between a HEI and employers in the context of education modernization, reveals the causes why the social partnership between higher school and the labor market continues to be ineffective. The survey data regarding the key forms of the partnership (243 experts of recruitment agencies, employment consultants involved) showed that most of employers are not interested in personnel replenishment. They are not ready to participate in education process and to invest in target training of specialists. The authors outline the strategic benchmarks of social partnership development towards shaping the national system of qualifications, designing professional and educational standards in the competence format

Colloidal engines for innovative tests of information thermodynamics

    No full text
Recent theoretical developments in information thermodynamics elucidated the link between the acquired information and the entropy production through measurement and feedback control by generalizing the fluctuation theorems and the second law of thermodynamics. We summarize here our recent experimental studies based on the colloidal system that have been conducted to test the theoretical findings of information thermodynamics. In particular, we present the design principles of error-free and noisy information engines consisting of a colloidal particle in an optical trap that is capable of performing nearly error-free measurement and ultrafast feedback control. Our perspectives on future experimental studies are also presented. ?? 2020 The Author(s). Published by Informa UK Limited, trading as Taylor & Francis Group
